A document titled "Additional Dissenting Views of Honorable Omar Burleson," which is a discussion by Burleson of a bill that he introduced in 1969 and again in 1971 to decentralize two programs bogged down with red tape. The Committee's bill does the opposite by compounding the existing over-centralization and costing the taxpayer. Good government is economical and efficient and provides services desired by the people. "The Committee's bill, by giving a bigger prize to states imposing higher taxes, equates good government with expensive government. This is fundamentally wrong in principle."
