Study of low-lying resonant states in 16F using an 15O radioactiveion beam

A 120 MeV {sup 15}O radioactive ion beam with an intensity on target of 4.5 x 10{sup 4} pps has been developed at the 88-inch cyclotron at the Lawrence Berkeley National Laboratory. This beam has been used to study the level structure of {sup 16}F at low energies via the p({sup 15}O,p) reaction using the thick target inverse kinematics method on a polyethylene target. The experimental excitation function was analyzed using R-matrix calculations. Significantly improved values for the level widths of the four low-lying states in 16F are reported. Good agreement with the theoretical spectroscopic factors is also obtained.

Development of a Novel Depleted Uranium Treatment Process at Lawrence Livermore National Laboratory

A three-stage process was developed at Lawrence Livermore National Laboratory to treat potentially pyrophoric depleted uranium metal wastes. The three-stage process includes waste sorting/rinsing, acid dissolution of the waste metal with a hydrochloric and phosphoric acid solution, and solidification of the neutralized residuals from the second stage with clay. The final product is a solid waste form that can be transported to and disposed of at a permitted low-level radioactive waste disposal site.

Cavity Microwave Searches for Cosmological Axions

This chapter will cover the search for dark matter axions based on microwave cavity experiments proposed by Pierre Sikivie. We will start with a brief overview of halo dark matter and the axion as a candidate. The principle of resonant conversion of axions in an external magnetic field will be described as well as practical considerations in optimizing the experiment as a signal-to-noise problem. A major focus of this chapter will be the two complementary strategies for ultra-low noise detection of the microwave photons--the 'photon-as-wave' approach (i.e. conventional heterojunction amplifiers and soon to be quantum-limited SQUID devices), and 'photon-as-particle' (i.e. Rydberg-atom single-quantum detection). Experimental results will be presented; these experiments have already reached well into the range of sensitivity to exclude plausible axion models, for limited ranges of mass. The section will conclude with a discussion of future plans and challenges for the microwave cavity experiment.

U.S. Immigration Policy on Haitian Migrants

This report examines U.S. immigration policy regarding Haitian migrants. The environmental, social, and political conditions in Haiti have long prompted congressional interest in U.S. policy on Haitian migrants, particularly those attempting to reach the United States surreptitiously by boat. While some observers assert that such arrivals by Haitians are a breach in border security, others maintain that these Haitians are asylum seekers following a 30-year practice of Haitians coming by boat without legal immigration documents. Migrant interdiction and mandatory detention are key components of U.S. policy toward Haitian migrants, but human rights advocates express concern that Haitians are not afforded the same treatment as other asylum seekers arriving in the United States.

ENSURING ADEQUATE SAFETY WHEN USING HYDROGEN AS A FUEL

Demonstration projects using hydrogen as a fuel are becoming very common. Often these projects rely on project-specific risk evaluations to support project safety decisions. This is necessary because regulations, codes, and standards (hereafter referred to as standards) are just being developed. This paper will review some of the approaches being used in these evolving standards, and techniques which demonstration projects can implement to bridge the gap between current requirements and stakeholder desires. Many of the evolving standards for hydrogen-fuel use performance-based language, which establishes minimum performance and safety objectives, as compared with prescriptive-based language that prescribes specific design solutions. This is being done for several reasons including: (1) concern that establishing specific design solutions too early will stifle invention, (2) sparse performance data necessary to support selection of design approaches, and (3) a risk-adverse public which is unwilling to accept losses that were incurred in developing previous prescriptive design standards. The evolving standards often contain words such as: ''The manufacturer shall implement the measures and provide the information necessary to minimize the risk of endangering a person's safety or health''. 2006 Long Range Development Plan Final Environmental Impact Report

This environmental impact report (EIR) has been prepared pursuant to the applicable provisions of the California Environmental Quality Act (CEQA) and its implementing guidelines (CEQA Guidelines), and the Amended University of California Procedures for Implementation of the California Environmental Quality Act (UC CEQA Procedures). The University of California (UC or the University) is the lead agency for this EIR, which examines the overall effects of implementation of the proposed 2006 Long Range Development Plan (LRDP; also referred to herein as the 'project' for purposes of CEQA) for Lawrence Berkeley National Laboratory (LBNL; also referred to as 'Berkeley Lab,' 'the Laboratory,' or 'the Lab' in this document). An LRDP is a land use plan that guides overall development of a site. The Lab serves as a special research campus operated by the University employees, but it is owned and financed by the federal government and as such it is distinct from the UC-owned Berkeley Campus. As a campus operated by the University of California, the Laboratory is required to prepare an EIR for an LRDP when one is prepared or updated pursuant to Public Resources Code Section 21080.09. First `Winged' and `X'-shaped Radio Source Candidates

A small number of double-lobed radio galaxies (17 from our own census of the literature) show an additional pair of low surface brightness ''wings'', thus forming an overall ''X''-shaped appearance. The origin of the wings in these radio sources is unclear. They may be the result of back-flowing plasma from the currently active radio lobes into an asymmetric medium surrounding the active nucleus, which would make these ideal systems in which to study thermal/non-thermal plasma interactions in extragalactic radio sources. Another possibility is that the wings are the aging radio lobes left over after a (rapid) realignment of the central supermassive black-hole/accretion disk system due perhaps to a merger. Generally, these models are not well tested; with the small number of known examples, previous works focused on detailed case studies of selected sources with little attempt at a systematic study of a large sample. Using the VLA-FIRST survey database, we are compiling a large sample of winged and X-shaped radio sources for such studies. As a first step toward this goal, an initial sample of 100 new candidate objects of this type are presented in this paper. Cosmic-ray Propagation and Interactions in the Galaxy

We survey the theory and experimental tests for the propagation of cosmic rays in the Galaxy up to energies of 10{sup 15} eV. A guide to the previous reviews and essential literature is given, followed by an exposition of basic principles. The basic ideas of cosmic-ray propagation are described, and the physical origin of its processes are explained. The various techniques for computing the observational consequences of the theory are described and contrasted. These include analytical and numerical techniques. We present the comparison of models with data including direct and indirect--especially gamma-ray--observations, and indicate what we can learn about cosmic-ray propagation. Some particular important topics including electrons and antiparticles are chosen for discussion.

An Exact SU(2) Symmetry and Persistent Spin Helix ina Spin-orbit Coupled System

Spin-orbit coupled systems generally break the spin rotation symmetry. However, for a model with equal Rashba and Dresselhauss coupling constant (the ReD model), and for the [110] Dresselhauss model, a new type of SU(2) spin rotation symmetry is discovered. This symmetry is robust against spin-independent disorder and interactions, and is generated by operators whose wavevector depends on the coupling strength. It renders the spin lifetime infinite at this wavevector, giving rise to a Persistent Spin Helix (PSH). We obtain the spin fluctuation dynamics at, and away, from the symmetry point, and suggest experiments to observe the PSH.

Feasibility of measuring 3He bubble diameter populations in deuterium-tritium ice layers using Mie scattering

In this report, I assess the feasibility of using Mie scattering to quantify the diameter distribution of {sup 3}He bubbles in DT ice layers. Mie scattering methods are often used for He diameter m measurements of particulates in emulsions like pigments and ink products. These measurements suggests that similar techniques could be used to measure the distribution of {sup 3}He bubbles He in DT ice layers, which is important for NIF ICF capsules. To investigate the achievable performance of bubble diameter measurements using Mie scattering, I performed numerical modeling using exact analytical expressions.
