A quantitative theory has been developed in conjunction with the experimental data to support the results of the investigation. The X-Ray Spectra of the Last-Row Elements

Abstract: X-ray energy level diagrams as given in the literature are tabulated for radium, thorium and uranium. A level scheme for protoactinium is derived from the published data. After a brief review of the use of X-ray data in studying outer electronic structure, it is pointed out that differences in the X-ray spectra should exist depending on whether the outer electrons are in f or d orbitals. The observed separation of the OI and OII levels in thorium and uranium indicated that the f levels lie lower than the d. This hypothesis also provides a reasonable explanation for the observed differences between the MIV and MV absorption edges and MIV and MV levels calculated from the emission spectra and the LIII edge.

In May 2002, the Advanced Photon Source (APS) was reorganized into three divisions: the Accelerator Systems Division (ASD), the APS Operations Division (AOD), and the Experimental Facilities Division (XFD). Parts of the former User Program Division (UPD) were incorporated into XFD; other parts were incorporated into AOD. This Progress Report summarizes the main scientific and technical activities of XFD and parts of the former UPD from January 2001 through June 2002. The report is divided into two major sections, (1) SRI-CAT Beamlines, Technical Developments, and Scientific Applications, and (2) User Technical Support, which describe the technical activities and research and development (R&D) accomplishments of the XFD and former UPD personnel in supporting the synchrotron radiation instrumentation (SRI) collaborative access team (CAT) and the general APS user community. Also included in this report is a comprehensive list of publications by XFD and UPD staff members during the time period covered by this report.

Yakima Habitat Improvement Project Master Plan, Technical Report 2003.

The Yakima Urban Growth Area (UGA) is a developing and growing urban area in south-central Washington. Despite increased development, the Yakima River and its tributaries within the UGA continue to support threatened populations of summer steelhead and bull trout as well as a variety of non-listed salmonid species. In order to provide for the maintenance and recovery of these species, while successfully planning for the continued growth and development within the UGA, the City of Yakima has undertaken the Yakima Habitat Improvement Project. The overall goal of the project is to maintain, preserve, and restore functioning fish and wildlife habitat within and immediately surrounding the Yakima UGA over the long term. Acquisition and protection of the fish and wildlife habitat associated with key properties in the UGA will prevent future subdivision along riparian corridors, reduce further degradation or removal of riparian habitat, and maintain or enhance the long term condition of aquatic habitat. By placing these properties in long-term protection, the threat of development from continued growth in the urban area will be removed. The year 2000 computer problem and international security

The Year 2000 computer problem (Y2K) is a widespread software issue that can affect all computers form the tiniest "embedded" microprocessor to the largest mainframe computer. There are a number of causes of this problem, the most frequent being the use of two digits instead of four to represent the year. As the century digits change from 19 to 20 there is a very real possibility that programs will make errors when processing dates. This paper discusses the origin of the problem, looks into symptoms and failure modes, describes how organizations are attacking the problem, and then spends some time discussing the international security aspects.

The Year 2000 Computer Problem: Congressional Issues

Many computers were designed to store a two-digit number for the year, which makes the year 2000 indistinguishable from 1900. Unless they are corrected, many computers will not be able to process dates beyond the year 2000, and may cause many costly problems in commerce and government. In the 106th Congress, hearings are being held and will continue to provide the public with the most accurate information available on the status of Y2K remediations at federal agencies, state and local agencies, private sector entities, and international organizations. Congress may also consider additional legislation to ensure that private sector systems are compliant, to establish emergency preparedness measures to address problems that might occur, and to limit liability associated with Y2K failures for manufacturers and industry groups.

YMP Engineered Barrier Systems Scaled Ventilation Testing

Yucca Mountain, approximately 100 miles northwest of Las Vegas, Nevada, has been selected as the site for the nation's first geologic repository for high level nuclear waste. The Yucca Mountain Project (YMP) is currently developing the design for the underground facilities. Ventilation is a key component of the design as a way to maintain the desired thermal conditions in the emplacement drifts prior to closure. As a means of determining the effects of continuous ventilation on heat removal from the emplacement drifts two series of scaled ventilation tests have been performed. Both test series were performed in the DOE/North Las Vegas Atlas facility. The tests provided scaled (nominally 25% of the full scale emplacement drift design) thermal and flow process data that will be used to validate YMP heat and mass transport codes. The Phase I Ventilation Test series evaluated the ability of ambient ventilation air to remove energy under varying flow and input power conditions. The Phase II Ventilation Test series evaluated the ability of pre-conditioned ventilation air to remove energy under varying flow, input temperature and moisture content, and simulated waste package input power conditions. Twenty-two distinct ventilation tests were run.

D-Zero End Cap Calorimeter Annular Piping Analysis

In accoradnce with the ASME Code for Pressure Piping, B31 version of Chemical Plant and Petroleum Refinery Piping, ANSI/ASME B31.3-1984 Edition, the maximum allowable stress for 304 stainless steel piping is 25,500 psi. This 'Allowable Displacement Stress Range' value was calculated using equation (1a) found on page 16 of the above mentioned reference. Each of the lines that comprise the End Cap Calorimeter (BC) piping were modeled on ANSYS and the appropriate constraints were applied. This was done using the Piping Stress Analysis Module of ANSYS. The bending stresses and displacements due to the thermal contraction that occurs in cooling the piping from 300 K to 77 K were calculated by ANSYS. The seven lines involved and their maximum bending stresses are as follows: (1) Rupture Disc - Maximum bending stress is 8335 psi; (2) Argon Relief - Maximum bending stress is 12,619 psi; (3) Gaseous Argon Supply - Maximum bending stress is 5399 psi; (4) Liquid Nitrogen Cooldown Supply - Maximum bending stress is 7049 psi; (5) Liquid Nitrogen Operating Supply - Maximum bending stress is 5774 psi; (6) Nitrogen Exhaust - Maximum bending stress is 1826 psi; and (7) Argon/Nitrogen Vent - Maximum bending stress is 48,364 psi. …
