GAMMA DETECTOR RESPONSE/SOIL CONCENTRATION CORRELATION STUDY AT THE AAR MANUFACTURING, INC. SITE, LIVONIA, MICHIGAN

At the NRC�s request, ORAU conducted surveys of the AAR Manufacturing site during the period of September 25 through September 27, 2012. The survey activities included walkover surveys and sampling activities. Once the survey team was onsite, the NRC personnel decided to forgo survey activities in the �New Addition� and the pickling area. Areas of the planned study boundary were inaccessible due to overgrowth/large pieces of concrete covering the soil surface; therefore, the study boundary was redefined. Gamma walkover scans of the site boundary and �front yard� identified multiple areas of elevated gamma radiation. As a result, two judgmental samples were collected. Sample results were above thorium background levels The answer to the PSQ relating to the relationship between thorium concentration in soil and NaI instrument response is �Yes.� NaI instrument response can be used as a predictor of Th-232 concentration in the 0 to 1 m layer. An R2 value of 0.79 was determined for the surface soil relationship, thus satisfying the DQOs. Moreover, the regression was cross-checked by comparing the predicted Th-232 soil core concentration to the average Th-232 concentration (Section 5.3.2). The project Production Scale Implementation of a Petroleum Contaminated Soils Bioreactor was launched in FY00 and showed that bioremediation can be performed under strictly controlled conditions. Initial results showed a 50 percent reduction of total petroleum hydrocarbon concentration in soil from the Czechowice-Dziedzice refinery. It was determined that changes in the design and construction of the bioreactor could improve system performance.

A Hydrologic-geophysical Method for Characterizing Flow and Transport Processes Within The Vadose Zone

The primary purpose of this project was to employ two geophysical imaging techniques, electrical resistivity tomography and cross-borehole ground penetrating radar, to image a controlled infiltration of a saline tracer under unsaturated flow conditions. The geophysical techniques have been correlated to other more traditional hydrologic measurements including neutron moisture measurements and induction conductivity logs. Images that resulted during two successive infiltrations indicate the development of what appear to be preferential pathways through the finer grained materials, although the results could also be produced by cationic capture of free ions in clays. In addition the site as well as the developing solute plume exhibits electrical anisotropy which is likely related to flow properties. However the geologic significance of this phenomenon is still under investigation.

We report the status of a high-statistics Monte Carlo simulation of non-self-avoiding crystalline surfaces with extrinsic curvature on lattices of size up to 128{sup 2} nodes. We impose free boundary conditions. The free energy is a gaussian spring tethering potential together with a normal-normal bending energy. Particular emphasis is given to the behavior of the model in the cold phase where we measure the decay of the normal-normal correlation function.

The Energy Efficiency and Renewable Energy Network (EREN) Customer Satisfaction Survey was developed and executed in support of EREN`s continuous quality improvement (CQI) plan. The study was designed to provide information about the demographic make up of EREN users, the value or benefits they derive from EREN, the kinds and quality of services they want, their levels of satisfaction with existing services, their preferences in both the sources of service and the means of delivery, and to provide benchmark data for the establishment of continuous quality improvement measures. The survey was performed by soliciting voluntary participation from members of the EREN Users Group. It was executed in two phases; the first being conducted by phone using a randomly selected group; and the second being conducted electronically and which was open to all of the remaining members of the Users Group. The survey results are described.

Final Report - Inspection Limit Confirmation for Upper Head Penetration Nozzle Cracking

The ASME Code Case N-729-1 defines alternative examination requirements for the Control Rod Drive Mechanism (CRDM) upper head penetration nozzle welds. The basis for these examination requirements was developed as part of an Industry program conducted by the Materials Reliability Program (MRP) through the Electric Power Research Institute (EPRI). The results of this program were published in MRP-95 Rev. 1 and document a set of finite element weld residual stress analyses conducted on a variety of upper head penetration nozzles. The inspection zone selected by the industry was based on the stress where it was assumed that primary water stress corrosion cracking (PWSCC) would not initiate. As explained in MRP-95 Rev. 1, it has been illustrated that PWSCC does not occur in the Alloy 600 tube when the stresses are below the yield strength of that tube. Typical yield strengths at operating conditions for Alloy 600 range from 35 ksi to 65 ksi. A stress less than 20-ksi tension was chosen as a conservative range where PWSCC would not initiate. Soil carbon changes for bioenergy crops.

Bioenergy crops, which displace fossil fuels when used to produce ethanol, biobased products, and/or electricity, have the potential to further reduce atmospheric carbon levels by building up soil carbon levels, especially when planted on lands where these levels have been reduced by intensive tillage. The purpose of this study is to improve the characterization of the soil carbon (C) sequestration for bioenergy crops (switchgrass, poplars, and willows) in the Greenhouse gases, Regulated Emissions, and Energy Use in Transportation (GREET) model (Wang 1999) by using the latest results reported in the literature and by Oak Ridge National Laboratory (ORNL). Because soil carbon sequestration for bioenergy crops can play a significant role in reducing greenhouse gas (GHG) emissions for cellulosic ethanol, it is important to periodically update the estimates of soil carbon sequestration from bioenergy crops as new and better data become available. Radioactive demonstration of DWPF product control strategy

The effectiveness of the product and process control strategies that will be utilized by the Defense Waste Processing Facility (DWPF) was demonstrated during a campaign in the Shielded Cells Facility (SCF) of the Savannah River Technology Center (SRTC). The remotely operated process included the preparation of the melter feed, vitrification in a slurry-fed 1/100th scale melter and analysis of the glass product both for its composition and durability. The campaign processed approximately 10 kg (on a dry basis) of radioactive sludge from Tank 51. This sludge is representative of the first batch of sludge that will be sent to the DWPF for immobilization into borosilicate glass. Additions to the sludge were made based on calculations using the Product Composition Control System (PCCS). Analysis of the glass produced during the campaign showed that a durable glass was produced with a composition similar to that predicted using the PCCS.

Insulating Structural Ceramics Program, Final Report

New materials and corresponding manufacturing processes are likely candidates for diesel engine components as society and customers demand lower emission engines without sacrificing power and fuel efficiency. Strategies for improving thermal efficiency directly compete with methodologies for reducing emissions, and so the technical challenge becomes an optimization of controlling parameters to achieve both goals. Approaches being considered to increase overall thermal efficiency are to insulate certain diesel engine components in the combustion chamber, thereby increasing the brake mean effective pressure ratings (BMEP). Achieving higher BMEP rating by insulating the combustion chamber, in turn, requires advances in material technologies for engine components such as pistons, port liners, valves, and cylinder heads. A series of characterization tests were performed to establish the material properties of ceramic powder. Mechanical chacterizations were also obtained from the selected materials as a function of temperature utilizing ASTM standards: fast fracture strength, fatique resistance, corrosion resistance, thermal shock, and fracture toughness. All ceramic materials examined showed excellent wear properties and resistance to the corrosive diesel engine environments. We have undertaken a study of the feasibility of an innovative method for the determination of thermal properties of materials at extreme conditions. Our approach is essentiality an extension of the flash method to the geometry of the diamond-anvil cell and our ultimate goal is to greatly enlarge the pressure and temperature range over which thermal properties can be investigated. More specifically, we have performed test experiments to establish a technique for probing thermal diffusivity on samples of dimensions compatible with the physical constraints of the diamond anvil cell.

The Individuals with Disabilities Education Act (IDEA): Interactions with Selected Provisions of the No Child Left Behind Act (NCLBA)

The Individuals with Disabilities Education Act (IDEA)1 and the No Child Left Behind Act (NCLBA)2 are two of the most significant federal statutes relating to education. Although both have the goal of improving education — IDEA for children with disabilities and NCLBA for all children — the two statutes take different approaches. IDEA focuses on the individual child, with an emphasis on developing an individualized education program (IEP) and specific services for children with disabilities, while NCLBA takes a more global view, with an emphasis on closing gaps in achievement test scores and raising the aggregate scores of all demographic groups of pupils to specific levels. The relationship of IDEA and NCLBA has become of increasing significance because of the recent reauthorization of IDEA and guidance and regulations from the U.S. Department of Education (ED) on NCLBA issues related to the education of children with disabilities. This report will provide a brief overview of IDEA and NCLBA, a discussion of the intersection of selected provisions of IDEA and NCLBA, and a discussion of ED regulations and guidance regarding IDEA and NCLBA. The report concludes with a discussion of possible issues related to the interaction of IDEA and NCLBA.
