Overview of the Federal Debt

The size of current and projected federal deficits and the accumulation of federal debt are central to current congressional deliberations regarding fiscal reforms. This report provides a broad overview of the federal debt, annual budget deficits, and debt service costs. Federal debt is the accumulated sum of unrepaid borrowing by the federal government over time. The total federal debt consists of debt held by the public and intragovernmental debt. Debt owed to the public represents borrowing from entities other than the federal government, and includes borrowing from state and local governments, foreign governments and investors, the Federal Reserve System, and foreign central banks, as well as private investors in the United States.

Simulation of Dimensional Changes and Hot Tears During Solidification of Steel Castings

During solidification, contractions or distortions of the steel, known as “dimensional changes,” can cause the final product to vary significantly from the original pattern. Cracks in the casting that form during the late stages of solidification, called “hot tears,” occur when contractions can no longer be accommodated by residual liquid metal flow or solid metal displacement. Dimensional changes and hot tears are major problems in the steel casting industry. These occurrences are difficult to anticipate and correct using traditional foundry engineering methods. While dimensional changes are accommodated using pattern allowances, the desired dimensions are often inaccurate. Castings that form hot tears must then be scrapped or weld repaired, expending unnecessary energy. Correcting either of these problems requires a tedious trial-and-error process that may not necessarily yield accurate results. A model that predicts hot tears and dimensional changes during steel casting solidification has been successfully developed and implemented in commercial casting and stress analysis software. This model is based on a visco-plastic constitutive model with damage, where the damage begins to form when liquid feed metal is cut off to a solidifying region. Simulation of Distortion and Residual Stress Development During Heat Treatment of Steel Castings

Heat treatment and associated processing, such as quenching, are critical during high strength steel casting production. These processes must be managed closely to prevent thermal and residual stresses that may result in distortion, cracking (particularly after machining), re-work, and weld repair. The risk of casting distortion limits aggressive quenching that can be beneficial to the process and yield an improved outcome. As a result of these distortions, adjustments must be made to the casting or pattern design, or tie bars must be added. Straightening castings after heat treatments can be both time-consuming and expensive. Residual stresses may reduce a casting’s overall service performance, possibly resulting in catastrophic failure. Stress relieving may help, but expends additional energy in the process. Casting software is very limited in predicting distortions during heat treatment, so corrective measures most often involve a tedious trial-and-error procedure. An extensive review of existing heat treatment residual stress and distortion modeling revealed that it is vital to predict the phase transformations and microstructure of the steel along with the thermal stress development during heat treatment. Clicks versus Citations: Click Count as a Metric in High Energy Physics Publishing

High-energy physicists worldwide rely on online resources such as SPIRES and arXiv to perform gather research and share their own publications. SPIRES is a tool designed to search the literature within high-energy physics, while arXiv provides the actual full-text documents of this literature. In high-energy physics, papers are often ranked according to the number of citations they acquire - meaning the number of times a later paper references the original. This paper investigates the correlation between the number of times a paper is clicked in order to be downloaded and the number of citations it receives following the click. It explores how physicists truly read what they cite.

Diborane Electrode Response in 3D Silicon Sensors for the CMS and ATLAS Experiments

Unusually high leakage currents have been measured in test wafers produced by the manufacturer SINTEF containing 3D pixel silicon sensor chips designed for the ATLAS (A Toroidal LHC ApparatuS) and CMS (Compact Muon Solenoid) experiments. Previous data has shown the CMS chips as having a lower leakage current after processing than ATLAS chips. Some theories behind the cause of the leakage currents include the dicing process and the usage of copper in bump bonding, and with differences in packaging and handling between the ATLAS and CMS chips causing the disparity between the two. Data taken at SLAC from a SINTEF wafer with electrodes doped with diborane and filled with polysilicon, before dicing, and with indium bumps added contradicts this past data, as ATLAS chips showed a lower leakage current than CMS chips. It also argues against copper in bump bonding and the dicing process as main causes of leakage current as neither were involved on this wafer. However, they still display an extremely high leakage current, with the source mostly unknown. The SINTEF wafer shows completely different behavior than the others, as the FEI3s actually performed better than the CMS chips. Therefore this data argues against the differences in packaging …

Impedances of Laminated Vacuum Chambers

First publications on impedance of laminated vacuum chambers are related to early 70s: those are of S. C. Snowdon [1] and of A. G. Ruggiero [2]; fifteen years later, a revision paper of R. Gluckstern appeared [3]. All the publications were presented as Fermilab preprints, and there is no surprise in that: the Fermilab Booster has its laminated magnets open to the beam. Being in a reasonable mutual agreement, these publications were all devoted to the longitudinal impedance of round vacuum chambers. The transverse impedance and the flat geometry case were addressed in more recent paper of K. Y. Ng [4]. The latest calculations of A. Macridin et al. [5] revealed some disagreement with Ref. [4]; this fact stimulated us to get our own results on that matter. Longitudinal and transverse impendances are derived for round and flat laminated vacuum chambers. Results of this paper agree with Ref. [5].

EFFECTS OF GAMMA IRRADIATION ON EPDM ELASTOMERS

Two formulations of EPDM elastomer, one substituting a UV stabilizer for the normal antioxidant in this polymer, and the other the normal formulation, were synthesized and samples of each were exposed to gamma irradiation in initially pure deuterium gas to compare their radiation stability. Stainless steel containers having rupture disks were designed for this task. After 130 MRad dose of cobalt-60 radiation in the SRNL Gamma Irradiation Facility, a significant amount of gas was created by radiolysis; however the composition indicated by mass spectroscopy indicated an unexpected increase in the total amount deuterium in both formulations. The irradiated samples retained their ductility in a bend test. No change of sample weight, dimensions, or density was observed. No change of the glass transition temperature as measured by dynamic mechanical analysis was observed, and most of the other dynamic mechanical properties remained unchanged. There appeared to be an increase in the storage modulus of the irradiated samples containing the UV stabilizer above the glass transition, which may indicate hardening of the material by radiation damage. Noise Reduction with Microphone Arrays for Speaker Identification

Reducing acoustic noise in audio recordings is an ongoing problem that plagues many applications. This noise is hard to reduce because of interfering sources and non-stationary behavior of the overall background noise. Many single channel noise reduction algorithms exist but are limited in that the more the noise is reduced; the more the signal of interest is distorted due to the fact that the signal and noise overlap in frequency. Specifically acoustic background noise causes problems in the area of speaker identification. Recording a speaker in the presence of acoustic noise ultimately limits the performance and confidence of speaker identification algorithms. In situations where it is impossible to control the environment where the speech sample is taken, noise reduction filtering algorithms need to be developed to clean the recorded speech of background noise. Because single channel noise reduction algorithms would distort the speech signal, the overall challenge of this project was to see if spatial information provided by microphone arrays could be exploited to aid in speaker identification. LITERATURE REVIEW OF BORIC ACID SOLUBILITY DATA

A new solvent system is being evaluated for use in the Modular Caustic-Side Solvent Extraction Unit (MCU) and in the Salt Waste Processing Facility (SWPF). The new system replaces the current dilute nitric acid strip solution with 0.01 M boric acid. This literature study is performed to determine if there is a potential for boric acid to crystallize in the lines with emphasis on the transfer lines to the Defense Waste Processing Facility. This report focuses on the aqueous phase chemistry of boric acid under conditions relevant to MCU and SWPF. Operating and transfer conditions examined for the purpose of this review include temperatures between 13 C (McLeskey, 2008) and 45 C (Fondeur, 2007) and concentrations from 0 to 3M in nitric acid as well as exposure of small amounts of entrained boric acid in the organic phase to the sodium hydroxide caustic wash stream. Experiments were also conducted to observe any chemical reactions and off-gas generation that could occur when 0.01 M boric acid solution mixes with 3 M nitric acid solution and vice versa. Characteristics of KE Basin Sludge Samples Archived in the RPL - 2007

Samples of sludge were collected from the K East fuel storage basin (KE Basin) floor, contiguous pits (Weasel Pit, North Load Out Pit, Dummy Elevator Pit, and Tech View Pit), and fuel storage canisters between 1995 and 2003 for chemical and radionuclide concentration analysis, physical property determination, and chemical process testing work. Because of the value of the sludge in this testing and because of the cost of obtaining additional fresh samples, an ongoing program of sludge preservation has taken place with the goals to track the sludge identities and preserve, as well as possible, the sludge composition by keeping the sludge in sealed jars and maintaining water coverage on the sludge consistent with the controlling Fluor Hanford (FH) Sampling and Analysis plans and FH contracts with the Pacific Northwest National Laboratory (PNNL). This work was originally initiated to provide material for planned hydrothermal treatment testing in accordance with the test plan for the Sludge Treatment Project (STP) corrosion process chemistry follow on testing (Delegard et al. 2007). Although most of the planned hydrothermal testing was canceled in July 2007 (as described in the forward of Delegard et al. 2007), sample consolidation and characterization was continued to identify a set …
