3(omega) Damage: Growth Mitigation
The design of high power UV laser systems is limited to a large extent by the laser-initiated damage performance of transmissive fused silica optical components. The 3{omega} (i.e., the third harmonic of the primary laser frequency) damage growth mitigation LDRD effort focused on understanding and reducing the rapid growth of laser-initiated surface damage on fused silica optics. Laser-initiated damage can be discussed in terms of two key issues: damage initiated at some type of precursor and rapid damage growth of the damage due to subsequent laser pulses. The objective of the LDRD effort has been the elucidation of laser-induced damage processes in order to quantify and potentially reduce the risk of damage to fused silica surfaces. The emphasis of the first two years of this effort was the characterization and reduction of damage initiation. In spite of significant reductions in the density of damage sites on polished surfaces, statistically some amount of damage initiation should always be expected. The early effort therefore emphasized the development of testing techniques that quantified the statistical nature of damage initiation on optical surfaces. 3(omega) Power Balance Procedure on the NIF
This document defines the detailed NIF full system shot procedure to obtain 8% power balance as specified by the SDR002 3.2.1.04. Because the 48 quads of the NIF will be set up over a period of five years, obtaining power balance will naturally be accomplished in two steps. First, as each quad is brought online, the four laser beams within each quad will be tuned by setting the PABTS splitter ratios so that each beam will give the same laser power on target during low energy square pulse shots. During the quad activation period all of the technical tools and procedures will be developed that are needed for attaining full laser power balance. After the initial settings of the 48 PABTS, if no other tuning is done the overall NIF power balance is expected to be about <15%. In the second step, an iteration procedure with approximately 18 full laser system shots will be needed to obtain 8% power balance by tuning out the remaining systematic differences among the quads to an acceptable small difference of 2% rms (at 3{omega}). The 9/11 Commission and a National Counterterrorism Center: Issues and Options for Congress
This report examines a number of issues as Congress considers codification of an NCTC. One issue is whether the centralization remedy the commission has recommended fits the problems associated specifically with the 9/11 intelligence failure, and perhaps more broadly, the systematic maladies affecting the Intelligence Community. There are at least four options for congressional consideration: (1) NCTC with intelligence and operational planning duties, (2) NCTC restricted to an intelligence role, (3) NCTC restricted to an operational planning role, and (4) status quo plus-viewing the newly forming collected entity as a pilot potential NCTC. As one of its 41 recommendations, the 9/11 Commission recommended the creation of a National Counterterroism Center (NCTC).

9/11 Commission Recommendations: The Senate Confirmation Process for Presidential Nominees
On July 22, 2004, the National Commission on Terrorist Attacks Upon the United States, known as the 9/11 Commission, issued its final report, detailing the events up to and including the September 11, 2001 terrorist attacks upon the United States. The 9/11 Commission recommended that the Senate adopt rules requiring hearings and votes to confirm or reject national security nominees within 30 days of their submission at the start of each new presidential administration. Implementing the commission's proposal would involve imposing new restrictions on both the power of committee chairs to control the agenda of their committees and the rights of Senators to delay or block nominations through holds and extended debate. This report discusses in detail this proposal, how it could be implemented, and the potential effects of its implementation.

12.6 keV Kr K-alpha X-ray Source For High Energy Density Physics Experiments
A high contrast 12.6 keV Kr K{alpha} source has been demonstrated on the petawatt-class Titan laser facility. The contrast ratio (K{alpha} to continuum) is 65, with a competitive ultra short pulse laser to x-ray conversion efficiency of 10{sup -5}. Filtered shadowgraphy indicates that the Kr K{alpha} and K{beta} x-rays are emitted from a roughly 1 x 2 mm emission volume, making this source suitable for area backlighting and scattering. Spectral calculations indicate a typical bulk electron temperature of 50-70 eV (i.e. mean ionization state 13-16), based on the observed ratio of K{alpha} to K{beta}. Kr gas jets provide a debris-free high energy K{alpha} source for time-resolved diagnosis of dense matter.

20-100 keV K(alpha) X-Ray Source Generation by Short Pulse High Intensity Lasers
We are studying the feasibility of utilizing K{alpha} x-ray sources in the range of 20 to 100 keV as a backlighters for imaging various stages of implosions and high areal density planar samples driven by the NIF laser facility. The hard x-ray K{alpha} sources are created by relativistic electron plasma interactions in the target material after a radiation by short pulse high intensity lasers. In order to understand K{alpha} source characteristics such as production efficiency and brightness as a function of laser parameters, we have performed experiments using the 10 J, 100 fs JanUSP laser. We utilized single-photon counting spectroscopy and x-ray imaging diagnostics to characterize the K{alpha} source. We find that the K{alpha} conversion efficiency from the laser energy is {approx} 3 x 10{sup -4}.

62-TeV center of mass hadron collider with capability for super bunch beams
A 60 TeV center of mass hadron collider is proposed, which has capability of using Superbunch beam. With Superbunch beam, the luminosity is expected to be increased by a factor of 20, compared with conventional acceleration using RF cavities. This hadron collider will be built in two stages with a low field magnet ring first and a high field magnet ring later in the same tunnel. The low field magnet rig will be built with Pipetron scheme, with 7 TeV and 7 TeV proton beams, making a 14 TeV center of mass energy high luminosity collider, using Superbunch beams. In the second stage 10 Tesla high field magnets with twin beams, will be installed. It also utilizes Superbunch beams, realizing high luminosity collider. To accelerate Superbunch beams, the barrier bucket and acceleration induction cells will be used, which are made of induction cells, utilizing FINEMET material. The core loss of the FINEMET is estimated for the whole collider is estimated. The synchrotron radiation of the collider is also estimated. Merits of Superbunch beams over RF bunched beams for the high energy experiments is described.

This document provides a plan for the analysis of the data collected during the AZ-101 Mixer Pump Demonstration and Tests. This document was prepared after a review of the AZ-101 Mixer Pump Test Plan (Revision 4) [1] and other materials. The plan emphasizes a structured and well-ordered approach towards handling and examining the data. This plan presumes that the data will be collected and organized into a unified body of data, well annotated and bearing the date and time of each record. The analysis of this data will follow a methodical series of steps that are focused on well-defined objectives. Section 2 of this plan describes how the data analysis will proceed from the real-time monitoring of some of the key sensor data to the final analysis of the three-dimensional distribution of suspended solids. 805 MHz Beta = 0.47 Elliptical Accelerating Structure R & D
A 6-cell 805 MHz superconducting cavity for acceleration in the velocity range of about 0.4 to 0.53 times the speed of light was designed. After single-cell prototyping, three 6-cell niobium cavities were fabricated. In vertical RF tests of the 6-cell cavities, the measured quality factors (Q{sub 0}) were between 7 {center_dot} 10{sup 9} and 1.4 {center_dot} 10{sup 10} at the design field (accelerating gradient of 8 to 10 MV/m). A rectangular cryomodule was designed to house 4 cavities per cryomodule. The 4-cavity cryomodule could be used for acceleration of ions in a linear accelerator, with focusing elements between the cryomodules. A prototype cryomodule was fabricated to test 2 cavities under realistic operating conditions. Two of the 6-cell cavities were equipped with helium tanks, tuners, and input coupler and installed into the cryomodule. The prototype cryomodule was used to verify alignment, electromagnetic performance, frequency tuning, cryogenic performance, low-level RF control, and control of microphonics.
