Also included are international energy and thermal and metric conversion factors. An energy preview of alternative fuel providers vehicle fleet surveys is included. The publication is intended for use by members of Congress, Federal and State agencies, energy analysts, and the general public.

The U.S. RERTR program status and progress.

The progress of the Reduced Enrichment Research and Test Reactor (RERTR) Program since its inception in 1978 is described. A brief summary of the results which the RERTR Program had achieved by the end of 1996 in collaboration with its many international partners is followed by a detailed review of the major events, findings, and activities of 1997. Significant progress has been made during the past year. In the area of U.S. acceptance of spent fuel from foreign research reactors, several shipments have taken place and additional are being planned. Intense fuel development activities are in progress, including procurement of equipment, screening of candidate materials, and production of microplates. Irradiation of the first series of microplates began in August 1997 in the Advanced Test Reactor, in Idaho. Progress has been made in the Russian RERTR program, which aims to develop and demonstrate within five years the technical means needed to convert Russian-supplied research reactors to LEU fuels. The study of an alternative LEU core for the FRM-II design has been extended to address, with favorable results, controversial performance issues which were raised at last year's meeting. Pressure Induced Phase Transformation of Pb(Zr(0.95)Ti(0.05))O(3) Based Ceramics: Grain Size Dependence

A substantial decrease in hydrostatic ferroelectric (FE) to antiferroelectric (AFE) transformation pressure was measured for Pb(Zr{sub 0.949}Ti{sub 0.051}){sub 0.989}Nb{sub 0.0182}O{sub 3} ceramics with decreasing grain size. The 150 MPa decrease in hydrostatic FE to AFE transformation pressure over the grain size range of 8.5 {micro}m to 0.7{micro}m was shown to be consistent with enhanced internal stress with decreasing grain size. Further, the Curie Point decreased and the dielectric constant measured at 25 C increased with decreasing grain size. All three properties: dielectric constant magnitude, Curie point shift and FE to AFE phase transformation pressure were shown to be semi-quantitatively consistent with internal stress differences on the order of 100 MPa. Calculations of Curie point shifts from the Clausius-Clapeyron equation, using internal stress levels derived from the hydrostatic depoling characteristics, were consistent with measured values.

Programmable applications in a heterogeneous and concurrent environment

Equipe Basis (EB) is a new system for programmable applications which is under development at Lawrence Livermore Laboratory. EB is designed to permit user control of teams of interconnecting processes in a heterogeneous environment. Current systems work with programs written in Fortran or C on a single processor. The programs of the future will be in many languages and distributed over many processors. The object-oriented kernel can communicate data and commands between processes that are unaware of each other`s inner structure. The programming language, Eiffel, is described. This document consists of extensive viewgraphs.

APT/LEDA RFQ vacuum pumping system

This paper describes the design and fabrication of a vacuum pumping system for the ATP/LEDA (Low Energy Demonstration Accelerator) RFQ (Radio Frequency Quadrupole) linac. Resulted from the lost proton beam, gas streaming from the LEBT (Low Energy Beam Transport) and out-gassing from the surfaces of the RFQ cavity and vacuum plumbing, the total gas load will be on the order of 7.2 x 10{sup -4} Torr-liters/sec, consisting mainly of hydrogen. The system is designed to pump on a continual basis with redundancy to ensure that the minimal operating vacuum level of 1 x 10{sup -6} Torr is maintained even under abnormal conditions. Details of the design, performance analysis and the preliminary test results of the cryogenic pumps are presented.

Modal Parameter Extraction Using Natural Excitation Response Data

The use of natural excitation response data for the extraction of modal parameters has been an alluring idea for many years, The primary reason is that it offers the real world inputs (both spatial and temporal) and the associated responses of the system without the cost of a complex excitation system. The use of NExT allows for a linear representation of the system at operating levels, which is ideal for predictive linear simulation. The NExT parameter estimation methods have relied on using standard modal parameter extraction routines that do not exploit the special model form of NExT data. A parameter estimation method is developed here that is consistent with the form, thereby providing a more robust estimator in the presence of noise. This paper presents the basic methods used in NExT as well as some of the critical issues when using NExT.

Monte Carlo Simulations of Phosphate Polyhedron Connectivity in Glasses

Monte Carlo simulations of phosphate tetrahedron connectivity distributions in alkali and alkaline earth phosphate glasses are reported. By utilizing a discrete bond model, the distribution of next-nearest neighbor connectivities between phosphate polyhedron for random, alternating and clustering bonding scenarios was evaluated as a function of the relative bond energy difference. The simulated distributions are compared to experimentally observed connectivities reported for solid-state two-dimensional exchange and double-quantum NMR experiments of phosphate glasses. These Monte Carlo simulations demonstrate that the polyhedron connectivity is best described by a random distribution in lithium phosphate and calcium phosphate glasses.

E787 at BNL has reported evidence for the rare decay K{sup +} {r_arrow} {pi}{sup +}{nu}{bar {nu}}, based on the observation of one candidate event. In this paper, we present the result of analyzing a new dataset of comparable sensitivity to the published result.

Catalytic partial oxidation reforming of hydrocarbon fuels.

The polymer electrolyte fuel cell (PEFC) is the primary candidate as the power source for light-duty transportation systems. On-board conversion of fuels (reforming) to supply the required hydrogen has the potential to provide the driving range that is typical of today's automobiles. Petroleum-derived fuels, gasoline or some distillate similar to it, are attractive because of their existing production, distribution, and retailing infrastructure. The fuel may be either petroleum-derived or other alternative fuels such as methanol, ethanol, natural gas, etc. [1]. The ability to use a variety of fuels is also attractive for stationary distributed power generation [2], such as in buildings, or for portable power in remote locations. Argonne National Laboratory has developed a catalytic reactor based on partial oxidation reforming that is suitable for use in light-duty vehicles powered by fuel cells. The reactor has shown the ability to convert a wide variety of fuels to a hydrogen-rich gas at less than 800 C, temperatures that are several hundreds of degrees lower than alternative noncatalytic processes. The fuel may be methanol, ethanol, natural gas, or petroleum-derived fuels that are blends of various hydrocarbons such as paraffins, olefins, aromatics, etc., as in gasoline. Improved temperature regulation of APS linac RF components.

The temperature of the APS S-Band linac's high-power rf components is regulated by water from individual closed-loop deionized (DI) water systems. The rf components are all made of oxygen-free high-conductivity copper and respond quickly to temperature changes. The SLED cavities are especially temperature-sensitive and cause beam energy instabilities when the temperature is not well regulated. Temperature regulation better than {+-} 0.1 F is required to achieve good energy stability. Improvements in the closed-loop water systems have enabled them to achieve a regulation of {+-} 0.05 F over long periods. Regulation philosophy and equipment are discussed and numerical results are presented.

Improved MCFC performance with Li/Na/Ba/Ca carbonate electrolyte.

Earlier electrolyte segregation tests of Li/Na carbonate used chemical analysis such as inductively coupled plasma/atomic emission spectroscopy (ICP/AES) of matrix strips wetted with carbonate and exposed to 5- to 20-V potential gradients. A segregation factor was correlated to the Li/Na carbonate composition. While fairly substantial segregation occurs at the eutectic composition of 52% Li, it is minimal at 60% to 75% Li. Such lithium-rich Li/Na carbonates may not be practical because the melting points are too high (i.e., liquidus point is 625 C). By adding calcium and barium to the lithium/sodium carbonates, we were able to lower the melting point and maintain nonsegregating behavior. This work is directed at examining the long-term stability of the quaternary Li/Na/Ba/Ca electrolytes. Electrolyte optimization work evaluates Li/Na ratio and Ba/Ca level to improve cell performance at 320 mA/cm{sup 2} and reduce temperature sensitivity. A number of cells with quaternary Li/Na/Ba/Ca electrolytes ranging from 3 to 5% Ba/Ca have operated well with stable, long-term performance. Congruent melting carbonate is important for commercial development. The best so far is 3.5% Ba/Ca/Na/Li (3.5 mol%/3.5 mol% Ba/Ca) carbonate (m.p. 440 C). X-ray reflectivity study of formation of multilayer porous anodic oxides of silicon.

The paper reports data on the kinetics of anodic oxide films growth on silicon in aqueous solutions of phosphoric acids as well as a study of the morphology of the oxides grown in a special regime of the oscillating anodic potential. X-ray reflectivity measurements were performed on the samples of anodic oxides using an intense synchrotron radiation source. They have a multilayer structure as revealed by theoretical fitting of the reflectivity data. The oscillations of the anodic potential are explained in terms of synchronized oxidation/dissolution reactions at the silicon surface and accumulation of mechanic stress in the oxide film.

Status report on the long-term stability of the Advanced Photon Source.

Table 1 summarizes the average elevation changes and standard deviations as well as the points with the largest changes for each year. On average, hardly any settlements can be detected; however, local changes of +2.90 mm to {minus}2.31 mm have been measured. Looking at the low and high points, the settlement process is slowing down over time. Overall, the settlements observed match the expectations for this type of construction. To date no major realignment of the Advanced Photon Source (APS) storage ring has been necessary. The particle beam tracks with the settlements of the floor as long as these changes occur in a smooth fashion and not as sudden discontinuities [5]. From Figures 6 through 8 it is also apparent that settlements affect larger areas in the storage ring and experiment hall that impact the location of the source point as well as the location of the beamline user equipment. The limiting apertures of the insertion device chambers will make realignment of the APS storage ring a necessity at some point in the future. Currently simulations and machine studies we underway to provide an estimate of tolerable settlement limits before a realignment of certain sections of the storage ring would …

Plasma analysis and diagnostics for high efficiency amorphous solar cell production. Final report

This is a project that sought to improve the amorphous silicon-germanium (SiGe) thin film deposition process in the production of solar cells. To accomplish this, the electron cyclotron resonance (ECR) plasma discharge, employed for the thin film deposition, was modified. Changes in the parameters of the plasma were monitored with diagnostic techniques, similar to those used in fusion plasma studies. That was the primary contribution from ORNL. Only one phase was contained in the statement of work, with the following tasks: (1) Develop a detailed program for plasma characterization. (2) Carry-out plasma modeling and analysis to support deposition systems design. (3) Operate experimental deposition systems for the purpose of plasma characterization. (4) Analyze data. (5) Modify deposition as directed by measurements. (6) This final report, which was deemed to be the only deliverable of this small project. And while the modified ECR discharge did not show measurable improvement of the conditions relevant to the deposition process, much was learned about the plasma parameters in the process. Some ideas on alternative designs are being discuss and funding options for testing such designed are being sought.

This Hanford Site environmental report is prepared annually to summarize environmental data and information, to describe environmental management performance, to demonstrate the status of compliance with environmental regulations, and to highlight major environmental programs and efforts. The report is written to meet requirements and guidelines of the U.S. Department of Energy (DOE) and to meet the needs of the public. This summary has been written with a minimum of technical terminology. Individual sections of the report are designed to: describe the Hanford Site and its mission; summarize the status of compliance with environmental regulations; describe the environmental programs at the Hanford Site; discuss the estimated radionuclide exposure to the public from 1998 Hanford Site activities; present the effluent monitoring, environmental surveillance, and groundwater protection and monitoring information; and discuss the activities to ensure quality.

Development and application of NDE methods for monolithic and continuous fiber ceramic matrix composites.

Monolithic structural ceramics and continuous fiber ceramic matrix composites (CMCs) are being developed for application in many thermally and chemically aggressive environments where structural reliability is paramount. We have recently developed advanced nondestructive evaluation (NDE) methods that can detect distributed ''defects'' such as density gradients and machining-induced damage in monolithic materials, as well as delamination, porosity, and throughwall cracks, in CMC materials. These advanced NDE methods utilize (a) high-resolution, high-sensitivity thermal imaging; (b) high-resolution X-ray imaging; (c) laser-based elastic optical scattering; (d) acoustic resonance; (e) air-coupled ultrasonic methods; and (f) high-sensitivity fluorescent penetrant technology. This paper discusses the development and application of these NDE methods relative to ceramic processing and ceramic components used in large-scale industrial gas turbines and hot gas filters for gas stream particulate cleanup.

Development of integrated mechanistically-based degradation-mode models for performance assessment of high-level waste containers

Alloy 22 [UNS NO60221] is now being considered for construction of high level waste containers to be emplaced at Yucca Mountain and elsewhere. In essence, this alloy is 20.0-22.5% Cr, 12.5-14.5% MO, 2.0-6.0% Fe, 2.5-3.5% W, with the balance being Ni. Other impurity elements include P, Si, S, Mn, Co and V. Cobalt may be present at a maximum concentration of 2.5%. Detailed mechanistic models have been developed to account for the corrosion of Alloy 22 surfaces in crevices that will inevitably form. Such occluded areas experience substantial decreases in pH, with corresponding elevations in chloride concentration. Experimental work has been undertaken to validate the crevice corrosion model, including parallel studies with 304 stainless steel.

Preparation of random phase plates for laser beam smoothing

Phase plates are required for removing aberrations from laser beams caused by inhomogeneities in the optical components of the laser. The first type of plate that we prepared consisted of a bi-level optical component that caused spatial smoothing of the beam by breaking it up into a fine scale spatial structure. This was made by etching a pattern directly into the substrate using HF/NH{sub 4}F. Components up to 80 cm in diameter were prepared but these are only 85% efficient because of beam losses in secondary maxima. Multilevel designs are more efficient and we have prepared 5 inch diameter samples with 16 levels. These require four separate etch steps but have efficiencies greater than 90%.

The Poisson alignment reference system implementation at the Advanced Photon Source.

The Poisson spot was established using a collimated laser beam from a 3-mW diode laser. It was monitored on a quadrant detector and found to be very sensitive to vibration and air disturbances. Therefore, for future work we strongly recommend a sealed vacuum tube in which the Poisson line may be propagated. A digital single-axis feedback system was employed to generate an straight line reference (SLR) on the X axis. Pointing accuracy was better than 8 {+-} 2 microns at a distance of 5 m. The digital system was found to be quite slow with a maximum bandwidth of 47 {+-} 9 Hz. Slow drifts were easily corrected but any vibration over 5 Hz was not. We recommend an analog proportional-integral-derivative (PID) controller for high bandwidth and smooth operation of the kinematic mirror. Although the Poisson alignment system (PAS) at the Advanced Photon Source is still in its infancy, it already shows great promise as a possible alignment system for the low-energy undulator test line (LEUTL). Since components such as wigglers and quadruples will initially be aligned with respect to each other using conventional means and mounted on some kind of rigid rail, the goal would be to align six …
