Carswell acknowledges Herbert's request to bring Mr. Winters with him to assist in clerical details and advises of the assignment of Lieut. Russell S. Stephens to assist him in the inspection of the Albany Company. Carswell advises Herbert of accomodations that have been made at the Hilton Hotel.
