Clean Water Act and Pollutant Total Maximum Daily Loads (TMDLs)

This report discusses the total maximum daily load (TMDL) program which regulates pollutants to ensure that water quality standards can be attained; section 303(d) of the Clean Water Act requires states to identify waters that are impaired by pollution, even after application of pollution controls. The report focuses on new challenges facing the TMDL program, including more complex TMDLs, larger scale impairments, and nonpoint sources.

Crystalline Ceramic Waste Forms: Report Detailing Data Collection In Support Of Potential FY13 Pilot Scale Melter Test

The research conducted in this work package is aimed at taking advantage of the long term thermodynamic stability of crystalline ceramics to create more durable waste forms (as compared to high level waste glass) in order to reduce the reliance on engineered and natural barrier systems. Durable ceramic waste forms that incorporate a wide range of radionuclides have the potential to broaden the available disposal options and to lower the storage and disposal costs associated with advanced fuel cycles. Assemblages of several titanate phases have been successfully demonstrated to incorporate radioactive waste elements, and the multiphase nature of these materials allows them to accommodate variation in the waste composition. Recent work has shown that they can be successfully produced from a melting and crystallization process. The objective of this report is to summarize the data collection in support of future melter demonstration testing for crystalline ceramic waste forms. The waste stream used as the basis for the development and testing is a combination of the projected Cs/Sr separated stream, the Trivalent Actinide - Lanthanide Separation by Phosphorous reagent Extraction from Aqueous Komplexes (TALSPEAK) waste stream consisting of lanthanide fission products, the transition metal fission product waste stream resulting from the …

DOE Workshop; Pan-Gass Conference on the Representation of Atmospheric Processes in Weather and Climate Models

This is the first meeting of the whole new GEWEX (Global Energy and Water Cycle Experiment) Atmospheric System Study (GASS) project that has been formed from the merger of the GEWEX Cloud System Study (GCSS) Project and the GEWEX Atmospheric Boundary Layer Studies (GABLS). As such, this meeting will play a major role in energizing GEWEX work in the area of atmospheric parameterizations of clouds, convection, stable boundary layers, and aerosol-cloud interactions for the numerical models used for weather and climate projections at both global and regional scales. The representation of these processes in models is crucial to GEWEX goals of improved prediction of the energy and water cycles at both weather and climate timescales. This proposal seeks funds to be used to cover incidental and travel expenses for U.S.-based graduate students and early career scientists (i.e., within 5 years of receiving their highest degree). We anticipate using DOE funding to support 5-10 people. We will advertise the availability of these funds by providing a box to check for interested participants on the online workshop registration form. Driver's License Security: Federal Leadership Needed to Address Remaining Vulnerabilities

A letter report issued by the Government Accountability Office with an abstract that begins "To verify license applicants' identity, all 50 states and the District of Columbia have procedures that may detect counterfeit documents. For example, all states are now verifying key personal information, such as Social Security numbers (SSN) through online queries to a Social Security Administration (SSA) database, a significant increase from about a decade ago. This effort helps ensure that the identity information presented belongs to a valid identity and also is not associated with a deceased person. Additionally, most states verify non-citizen applicants' immigration documents with the Department of Homeland Security (DHS) to ensure these individuals have lawful status in the United States. Many states are also using facial recognition techniques to better detect attempts to obtain a license under another's identity. While most states have taken steps required by the REAL ID Act of 2005 (Act), officials in some states indicated that they may not comply with certain provisions--such as re-verifying SSNs for license renewals--because of state laws or concerns that these requirements are unnecessary and burdensome."
