Herrera reassures Laurel of Herrera's certainty of this number: "I am very certain of it because I was the first national president after said resolution that was called upon to put said resolution into effect". Herrera goes on to inform Laurel that Herrera's candidacy for national president had already been submitted to the Houston Council Number 60.
