The U.S. Department of Agriculture's (USDA's) Commodity Credit Corporation (CCC) is required to provide assistance to 20 specified agricultural commodities, to achieve three primary objectives: to support prices, supplement incomes, and manage supplies. Supporters contend that financial help to the farm sector also ensures consumers an abundant supply of reasonably priced food. But critics believe that basic U.S. farm policies, conceived in the 1930s, no longer meet the needs of modern agriculture or society as a whole. This report discusses the various programs available for different commodities.

The Economics of Agricultural Policy

An English Act of 1663 imposed a duty on grain imported from abroad whenever the domestic price was below a legislatively set price floor. The English farmer enjoyed a virtual monopoly in the domestic market. By the same token, he was allowed to export grain whenever the domestic price exceeded the price floor, and, after 1673, was granted a bounty (subsidy) on grain exports.

Women in the Armed Forces

Women have become an integral part of the armed forces, but they are excluded from most combat jobs. Several issues remain. One is whether to reduce, maintain, or expand the number of women in the services as the total forces are being reduced. A second question is to what extent women should continue to be excluded from some combat positions by policy. Would national security be jeopardized or enhanced by increasing reliance on women in the armed forces? Should women have equal opportunities and responsibilities in national defense? Or do role and physical differences between the sexes, the protection of future generations, and other social norms require limiting the assignments of women in the armed forces? Opinion in the United States is deeply divided on the fundamental issues involved.

Several bills have been introduced in the 104th Congress to reorganize the trade policymaking structure of the executive branch. More bills are likely to be introduced. These proposals are a direct result of efforts within the Congress to dismantle the Department of Commerce. Concurrent Budget Resolution for FY1996 (Con.Res. 67), which was passed on June 29, 1995, expresses the sense of the Congress that the Commerce Department should be eliminated. Whatever the fate of the Commerce Department, a consensus appears to be emerging within the Congress that Commerce's trade functions should be preserved in some form.

Mahoganies: International Protection?

This report is on The issue for 18 mahogany species is whether any qualifies for regulation under the Convention on International Trade in Endangered Species (CITES). (1) Pessimists on this issue say "yes," while optimists see the abundance of species in parts of their range and therefore say "no." Both camps question the accuracy of data supplied by the other side. Both agree that the presence of mahogany trees may provide local governments with an incentive to retain rain forests, especially since mahogany cultivation has not been particularly successful.

Defense Burdensharing: Is Japan's Host Nation Support a Model for Other Allies?

This report reviews data that the Administration has provided to Congress on the costs of U.S. forces based abroad and on the value of host nation support contributions. It analyzes the data in order to assess potential defense budget savings from measures now under congressional consideration. The report concludes that, because of shortcomings in the data, estimates of savings in the U.S. defense budget from increased host nation contributions are often overstated. Some commonly accepted assertions frequently cited in the congressional burdensharing debate, therefore, are of doubtful validity.

Defense Burdensharing: Is Japan's Host Nation Support a Model for Other Allies?

Under an agreement announced in January 1991, the Government of Japan committed itself to increase substantially the amount of support that it provides for U.S. military forces based there. Among other things, Japan agreed by 1995 to absorb 100 percent of the cost of Japanese nationals employed at U.S. military facilities and to pay for all utilities supplied to U.S. bases, to increase the amount of military and family housing construction that it is providing to support U.S. forces, to continue to provide facilities at no charge to the United States and to waive taxes and fees that might otherwise apply to U.S. activities.
