Beam Position Monitoring with Cavity Higher Order Modes in the Superconducting Linac FLASH

FLASH (Free Electron Laser in Hamburg) is a user facility for a high intensity VUV-light source [1]. The radiation wavelength is tunable in the range from about 40 to 13 nm by changing the electron beam energy from 450 to 700 MeV. The accelerator is also a test facility for the European XFEL (X-ray Free Electron Laser) to be built in Hamburg [2] and the project study ILC (International Linear Collider) [3]. The superconducting TESLA technology is tested at this facility, together with other accelerator components.

Chandra And HST Observations of Gamma-Ray Blazars: Comparing Jet Emission at Small And Large Scales

We present new Chandra and HST data for four gamma-ray blazars selected on the basis of radio morphology with the aim of revealing X-ray and optical emission from their jets at large scales. All the sources have been detected. Spectral Energy Distributions of the large scale jets are obtained as well as new X-ray spectra for the blazar cores. Modeling for each object the core (sub-pc scale) and large-scale ({approx}> 100 kpc) jet SEDs, we derive the properties of the same jet at the two scales. The comparison of speeds and powers at different scales supports a simple scenario for the dynamics and propagation of high power relativistic jets.

The Committee of the Whole House on the State of the Union, more often referred to as the “Committee of the Whole,” is the House of Representatives operating as a committee on which every Member of the House serves. The House of Representatives uses this parliamentary device to take procedural advantage of a somewhat different set of rules governing proceedings in the Committee than those governing proceedings in the House. The purpose is to expedite legislative consideration. This report briefly reviews the history of the Committee of the Whole, describes the current procedure associated with it, and identifies its procedural advantages.

Compulsory Deep Mixing of 3He and CNO Isotopes in the Envelopes of low-mass Red Giants

Three-dimensional stellar modeling has enabled us to identify a deep-mixing mechanism that must operate in all low mass giants. This mixing process is not optional, and is driven by a molecular weight inversion created by the {sup 3}He({sup 3}He,2p){sup 4}He reaction. In this paper we characterize the behavior of this mixing, and study its impact on the envelope abundances. It not only eliminates the problem of {sup 3}He overproduction, reconciling stellar and big bang nucleosynthesis with observations, but solves the discrepancy between observed and calculated CNO isotope ratios in low mass giants, a problem of more than 3 decades standing. This mixing mechanism operates rapidly once the hydrogen burning shell approaches the material homogenized by the surface convection zone. In agreement with observations, Pop I stars between 0.8 and 2.0 M{sub {circle_dot}} develop {sup 12}C/{sup 13}C ratios of 14.5 {+-} 1.5, while Pop II stars process the carbon to ratios of 4.0 {+-} 0.5. In stars less than 1.25 M{sub {circle_dot}}, this mechanism also destroys 90% to 95% of the {sup 3}He produced on the main sequence.

Critical Infrastructure: Challenges Remain in Protecting Key Sectors

Testimony issued by the Government Accountability Office with an abstract that begins "As Hurricane Katrina so forcefully demonstrated, the nation's critical infrastructures--both physical and cyber--have been vulnerable to a wide variety of threats. Because about 85 percent of the nation's critical infrastructure is owned by the private sector, it is vital that the public and private sectors work together to protect these assets. The Department of Homeland Security (DHS) is responsible for coordinating a national protection strategy including formation of government and private sector councils as a collaborating tool. The councils, among other things, are to identify their most critical assets, assess the risks they face, and identify protective measures, in sector-specific plans that comply with DHS's National Infrastructure Protection Plan (NIPP). This testimony is based primarily on GAO's October 2006 sector council report and a body of work on cyber critical infrastructure protection. Specifically, it addresses (1) the extent to which these councils have been established, (2) key facilitating factors and challenges affecting the formation of the council, (3) key facilitating factors and challenges encountered in developing sector plans, and (4) the status of DHS's efforts to fulfill key cybersecurity responsibilities. Insitu borehole P- and S-wave velocity measurements were collected in three borings located within the Waste Treatment Plant (WTP) boundaries at the Hanford Site, southeastern Washington. Geophysical data acquisition was performed between August and October of 2006 by Rob Steller, Charles Carter, Antony Martin and John Diehl of GEOVision. Data analysis was performed by Rob Steller and John Diehl, and reviewed by Antony Martin of GEOVision, and report preparation was performed by John Diehl and reviewed by Rob Steller. The work was performed under subcontract with Battelle, Pacific Northwest Division with Marty Gardner as Battelle’s Technical Representative and Alan Rohay serving as the Technical Administrator for Pacific Northwest National Laboratory (PNNL). This report describes the field measurements, data analysis, and results of this work.

We have successfully completed the research outlined in our proposal: Organic Chemistry at High Pressures and Temperatures. We have experimentally determined a phase diagram which documents the phases and reaction regimes of cyanuric acid , H{sub 3}C{sub 3}N{sub 3}O{sub 3} (1,3,5-triazine-2,4,6-trione), from 300 - 750 K and 0 - 8.1 GPa. We utilized a comparatively new technique to study thin samples of cyanuric acid in the diamond anvil cell in order to collect ambient temperature, high pressure FTIR and Raman data as well as the high-pressure, high-temperature data used in the phase diagram. These experiments made use of the CMLS High-pressure lab's diamond anvil facilities as well as the FTIR and Raman systems.

The state of New York through the New York State Energy Research and Development Authority (NYSERDA) has developed a suite of digester projects throughout the state to assess the potential for anaerobic digestion systems to improve manure management and concurrently produce energy through the production of heat and electrical power using the biogas produced from the digesters. Dairies comprise a significant part of the agribusiness and economy of the state of New York. Improving the energy efficiency and environmental footprint of dairies is a goal of NYSERDA. SUNY Morrisville State College (MSC) is part of a collection of state universities, dairy farms, cooperatives, and municipalities examining anaerobic digestion systems to achieve the goals of NYSERDA, the improvement of manure management, and reducing emissions to local dairy animal sites. The process for siting a digester system at the MSC’s free-stall Dairy Complex was initiated in 2002. The project involved the construction of an anaerobic digester that can accommodate the organic waste generated at Dairy complex located about a mile southeast of the main campus. Testimony issued by the Government Accountability Office with an abstract that begins "GAO is required by law to annually audit the consolidated financial statements of the U.S. government. The Congress and the President need to have timely, reliable, and useful financial and performance information. Sound decisions on the current results and future direction of vital federal government programs and policies are made more difficult without such information. Until the problems discussed in GAO's audit report on the U.S. government's consolidated financial statements are adequately addressed, they will continue to (1) hamper the federal government's ability to reliably report a significant portion of its assets, liabilities, costs, and other related information; (2) affect the federal government's ability to reliably measure the full cost as well as the financial and nonfinancial performance of certain programs and activities; (3) impair the federal government's ability to adequately safeguard significant assets and properly record various transactions; and (4) hinder the federal government from having reliable financial information to operate in an economical, efficient, and effective manner."
