Impact of Large Scale Energy Efficiency Programs On Consumer Tariffs and Utility Finances in India

Large-scale EE programs would modestly increase tariffs but reduce consumers' electricity bills significantly. However, the primary benefit of EE programs is a significant reduction in power shortages, which might make these programs politically acceptable even if tariffs increase. To increase political support, utilities could pursue programs that would result in minimal tariff increases. This can be achieved in four ways: (a) focus only on low-cost programs (such as replacing electric water heaters with gas water heaters); (b) sell power conserved through the EE program to the market at a price higher than the cost of peak power purchase; (c) focus on programs where a partial utility subsidy of incremental capital cost might work and (d) increase the number of participant consumers by offering a basket of EE programs to fit all consumer subcategories and tariff tiers. Large scale EE programs can result in consistently negative cash flows and significantly erode the utility's overall profitability. In case the utility is facing shortages, the cash flow is very sensitive to the marginal tariff of the unmet demand. NEAR FIELD MODELING OF SPE1 EXPERIMENT AND PREDICTION OF THE SECOND SOURCE PHYSICS EXPERIMENTS (SPE2)

Motion along joints and fractures in the rock has been proposed as one of the sources of near-source shear wave generation, and demonstrating the validity of this hypothesis is a focal scientific objective of the source physics experimental campaign in the Climax Stock granitic outcrop. A modeling effort has been undertaken by LLNL to complement the experimental campaign, and over the long term provide a validated computation capability for the nuclear explosion monitoring community. The approach involves performing the near-field nonlinear modeling with hydrodynamic codes (e.g., GEODYN, GEODYN-L), and the far-field seismic propagation with an elastic wave propagation code (e.g., WPP). the codes will be coupled together to provide a comprehensive source-to-sensor modeling capability. The technical approach involves pre-test predictions of each of the SPE experiments using their state of the art modeling capabilities, followed by code improvements to alleviate deficiencies identified in the pre-test predictions. This spiral development cycle wherein simulations are used to guide experimental design and the data from the experiment used to improve the models is the most effective approach to enable a transition from the descriptive phenomenological models in current use to the predictive, hybrid physics models needed for a science-based modeling capability for nuclear …

U.S. Foreign Assistance to Sub-Saharan Africa: The FY2012 Request

Sub-Saharan Africa, the world's poorest region, receives over a quarter of all U.S. bilateral foreign assistance. Aid to Africa more than quadrupled over the past decade, primarily due to sizable increases in global health spending during the Bush Administration and more measured increases in development, economic, and security assistance. The Obama Administration's FY2012 bilateral Africa aid budget request, at $7.8 billion, represents an increase of roughly 10% compared to FY2010, albeit at a more restrained growth rate than in previous years (see "The FY2012 Request by the Numbers"). FY2011 enacted levels are not yet available by region. The proposed increases are concentrated in the areas of health, governance, and agriculture.

Final report on the project entitled "The Effects of Disturbance & Climate on Carbon Storage & the Exchanges of CO2 Water Vapor & Energy Exchange of Evergreen Coniferous Forests in the Pacific Northwest: Integration of Eddy Flux, Plant and Soil Measurements at a Cluster of Supersites"

This is the final technical report containing a summary of all findings with regard to the following objectives of the project: (1) To quantify and understand the effects of wildfire on carbon storage and the exchanges of energy, CO2, and water vapor in a chronosequence of ponderosa pine (disturbance gradient); (2) To investigate the effects of seasonal and interannual variation in climate on carbon storage and the exchanges of energy, CO2, and water vapor in mature conifer forests in two climate zones: mesic 40-yr old Douglas-fir and semi-arid 60-yr old ponderosa pine (climate gradient); (3) To reduce uncertainty in estimates of CO2 feedbacks to the atmosphere by providing an improved model formulation for existing biosphere-atmosphere models; and (4) To provide high quality data for AmeriFlux and the NACP on micrometeorology, meteorology, and biology of these systems. Objective (1): A study integrating satellite remote sensing, AmeriFlux data, and field surveys in a simulation modeling framework estimated that the pyrogenic carbon emissions, tree mortality, and net carbon exchange associated with four large wildfires that burned ~50,000 hectares in 2002-2003 were equivalent to 2.4% of Oregon statewide anthropogenic carbon emissions over the same two-year period. High Temperature ESP Monitoring

The objective of the High Temperature ESP Monitoring project was to develop a downhole monitoring system to be used in wells with bottom hole well temperatures up to 300°C for measuring motor temperature, formation pressure, and formation temperature. These measurements are used to monitor the health of the ESP motor, to track the downhole operating conditions, and to optimize the pump operation. A 220 ºC based High Temperature ESP Monitoring system was commercially released for sale with Schlumberger ESP motors April of 2011 and a 250 ºC system with will be commercially released at the end of Q2 2011. The measurement system is now fully qualified, except for the sensor, at 300 °C.

Hydrodynamic Modeling of Air Blast Propagation from the Humble Redwood Chemical High Explosive Detonations Using GEODYN

Two-dimensional axisymmetric hydrodynamic models were developed using GEODYN to simulate the propagation of air blasts resulting from a series of high explosive detonations conducted at Kirtland Air Force Base in August and September of 2007. Dubbed Humble Redwood I (HR-1), these near-surface chemical high explosive detonations consisted of seven shots of varying height or depth of burst. Each shot was simulated numerically using GEODYN. An adaptive mesh refinement scheme based on air pressure gradients was employed such that the mesh refinement tracked the advancing shock front where sharp discontinuities existed in the state variables, but allowed the mesh to sufficiently relax behind the shock front for runtime efficiency. Comparisons of overpressure, sound speed, and positive phase impulse from the GEODYN simulations were made to the recorded data taken from each HR-1 shot. Where the detonations occurred above ground or were shallowly buried (no deeper than 1 m), the GEODYN model was able to simulate the sound speeds, peak overpressures, and positive phase impulses to within approximately 1%, 23%, and 6%, respectively, of the actual recorded data, supporting the use of numerical simulation of the air blast as a forensic tool in determining the yield of an otherwise unknown explosion.

Biofuel Production Initiative at Claflin University Final Report

For US transportation fuel independence or reduced dependence on foreign oil, the Federal Government has mandated that the country produce 36 billion gallons (bg) of renewable transportation fuel per year for its transportation fuel supply by 2022. This can be achieved only if development of efficient technology for second generation biofuel from ligno-cellulosic sources is feasible. To be successful in this area, development of a widely available, renewable, cost-effective ligno-cellulosic biomass feedstock that can be easily and efficiently converted biochemically by bacteria or other fast-growing organisms is required. Moreover, if the biofuel type is butanol, then the existing infrastructure to deliver fuel to the customer can be used without additional costs and retrofits. The Claflin Biofuel Initiative project is focused on helping the US meet the above-mentioned targets. With support from this grant, Claflin University (CU) scientists have created over 50 new strains of microorganisms that are producing butanol from complex carbohydrates and cellulosic compounds. Laboratory analysis shows that a number of these strains are producing higher percentages of butanol than other methods currently in use. All of these recombinant bacterial strains are producing relatively high concentrations of acetone and numerous other byproducts as well. Therefore, we are carrying out …

Energy Saving Melting and Revert Reduction Technology (Energy SMARRT): Development of CCT Diagrams

One of the most energy intensive industries in the U.S. today is in the melting and casting of steel alloys for use in our advanced technological society. While the majority of steel castings involve low or mild carbon steel for common construction materials, highly-alloyed steels constitute a critical component of many industries due to their excellent properties. However, as the amount of alloying additions increases, the problems associated with casting these materials also increases, resulting in a large waste of energy due to inefficiency and a lack of basic information concerning these often complicated alloy systems. Superaustenitic stainless steels constitute a group of Fe-based alloys that are compositionally balanced to have a purely austenitic matrix and exhibit favorable pitting and crevice corrosion resistant properties and mechanical strength. However, intermetallic precipitates such as sigma () and Laves can form during casting or exposure to high-temperature processing, which degrade the corrosion and mechanical properties of the material.
