Correspondence issued by the Government Accountability Office with an abstract that begins "A total of 22 of the 39 former high-ranking officials (admiral-level and SES officials) who separated from the Coast Guard from 2006 through 2010 were compensated at some point from 2006 through 2011 by contractors that received obligations from the Coast Guard in calendar year 2011. We found that 12 of these former officials were compensated in calendar year 2011 by major Coast Guard contractors--those contractors receiving more than $10 million in obligations during that calendar year. The responsibilities of these officials vary, but 9 of these 12 officials were assigned by major contractors to positions involving the development of new business."

The Western Pacific Council is one of eight regional fishery management councils established by the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). The council is responsible for developing management plans for fisheries in federal waters off Hawaii, American Samoa, Guam, the Northern Mariana Islands, and other U.S. Pacific islands. The council has 13 voting members--including 5 designated state and federal fishery managers and 8 members of the public with expertise in commercial and recreational fishing and marine conservation who are appointed by the Secretary of Commerce. While the fatality rate for these crashes has generally decreased over the last 20 years, the decline has leveled off in the most recent years. The Federal Motor Carrier Safety Administration (FMCSA) within the U.S. Department of Transportation shoulders the primary federal responsibility for reducing these crashes, fatalities, and injuries and recognizes the need to make improvements if it is to achieve further substantial safety advancements. A key FMCSA effort to improve motor carrier safety is implementing the agency's Comprehensive Safety Analysis 2010 (CSA 2010) initiative. Through CSA 2010, FMCSA expects to reduce motor carrier crashes, fatalities, and injuries by using better ways to identify unsafe carriers and drivers; assessing a larger portion of the motor carrier industry and holding carriers and drivers accountable for sustained performance by regularly determining their safety fitness; and expanding the range of interventions to be used with carriers and drivers that fail to comply with safety requirements. Indian Issues: BLM's Program for Issuing Individual Indian Allotments on Public Lands Is No Longer Viable

Correspondence issued by the Government Accountability Office with an abstract that begins "Beginning in the late nineteenth century the federal government began an effort to assimilate Indians by transferring them from communal tribal existence to individual land ownership. The Act of February 8, 1887, commonly referred to as the General Allotment Act, initiated the federal government's Indian allotment policy. The act authorized the President to allot parcels of land to individual Indians--generally in sizes of 40, 80, or 160 acres--on Indian reservations and on public lands. The act was implemented by the Department of the Interior's (Interior) Bureau of Indian Affairs (BIA) and Bureau of Land Management (BLM). Under this authority, BIA issued millions of acres of individual allotments on Indian reservations, and BLM issued thousands of acres of individual Indian allotments on public lands. However, in 1934, the Indian Reorganization Act largely reversed the federal government's Indian allotment policy and replaced it with a policy that encouraged tribal self-governance. Section 5 of the Indian Reorganization Act also provided the Secretary of the Interior new authority to acquire land, on and off reservations, on behalf of federally recognized tribes or their members. GAO has on numerous occasions raised doubts about the Government of the Islamic Republic of Afghanistan's (GIRoA) ability to fund its public expenditures--funds spent to provide public services to the Afghan population, such as security, infrastructure projects, and government salaries. In 2005, we reported that Afghanistan had limited resources and recommended that the Secretaries of State and Defense develop plans for funding the Afghan national security forces (ANSF).1 In 2007 and 2008, we reported that it was essential to develop future funding requirements for the ANSF and a strategy for transitioning these responsibilities to GIRoA.2 In 2008, Congress also mandated that the Department of Defense provide a long-term plan for sustaining the ANSF, including future funding requirements. The Department of Defense, however, has yet to provide the Congress an estimate of the cost to sustain the Afghanistan National Security Forces.3 In 2011, we again recommended that the U.S. and international partners develop estimates of the future funding needed …

Correspondence issued by the General Accounting Office with an abstract that begins "The 1997 peer review of the Department of Defense (DOD) Inspector General (IG) done by the Environmental Protection Agency IG resulted in a qualified opinion. The peer review report questioned the quality assurance system used by the DOD IG and said that the reviewed audits did not fully comply with Government Auditing Standards. The 2000 peer review done by the Department of the Treasury IG for Tax Administration (TIGTA) also resulted in a unqualified opinion. Although TIGTA cited several problems, the peer review report concluded that the quality assurance system used by the DOD IG reasonably ensured compliance with auditing standards. However, after the peer review had been completed, a letter was sent to Congress, the press, and others questioning the integrity of the documentation that the DOD IG provided to the TIGTA peer review staff. A DOD IG internal investigation later confirmed that the work papers for one of the audits chosen for peer review had been altered and destroyed. Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses issues related to girls' delinquency--a topic that has attracted the attention of federal, state, and local policymakers for more than a decade as girls have increasingly become involved in the juvenile justice system. For example, from 1995 through 2005, delinquency caseloads for girls in juvenile justice courts nationwide increased 15 percent while boys' caseloads decreased by 12 percent. More recently, in 2007, 29 percent of juvenile arrests--about 641,000 arrests--involved girls, who accounted for 17 percent of juvenile violent crime arrests and 35 percent of juvenile property crime arrests. Further, research on girls has highlighted that delinquent girls have higher rates of mental health problems than delinquent boys, receive fewer special services, and are more likely to abandon treatment programs. The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is the Department of Justice (DOJ) office charged with providing national leadership, coordination, and resources to prevent and respond to juvenile delinquency and victimization. Correspondence issued by the Government Accountability Office with an abstract that begins "The Transportation Equity Act for the 21st Century (TEA-21) authorized the Job Access and Reverse Commute (JARC) program to increase the transportation options of low-income workers. The act created JARC, in part because, as the act states, two-thirds of all new jobs were located in the suburbs, while three-fourths of welfare recipients lived in rural areas or central cities, and even in metropolitan areas with excellent public transportation systems, less than half of the jobs were accessible by transit. Under JARC, the Federal Transit Administration (FTA) provides grants to transit agencies, local human service agencies, and others to fill gaps in transportation services for welfare recipients and other low-income individuals. Both houses of Congress have approved separate legislation to reauthorize surface transportation programs including JARC. TEA-21 also required us to provide regular updates on the status of JARC. This letter addresses (1) changes in program funding since fiscal year 1999 and the possible effects of further changes proposed in bills to reauthorize JARC, (2) the possible effects of proposed legislative changes to program coordination requirements, and (3) FTA's 2003 evaluation of the program and plans for future evaluations."
