Increased U.S. Military Sales to China: Arguments and Alternatives
The report examines the current debate in the United States over proposals for increased U.S. military sales to China. The study first examines the background of U.S.-China security ties since the Nixon Administration, and then sets forth the parameters of the current debate by noting a number of issues concerning U.S. military transfers to China on which all sides generally agree. It shows that Americans familiar with the issue tend to identify with different groups of opinion or "schools of thought" on the question of U.S. military transfers to China, and provides a detailed pro-con analysis of the issue. It concludes by noting cross pressures that are likely to greet U.S. policy makers as they grapple with this issue in the months ahead and offers an assessment of four policy options of possible use by U.S. policymakers.

The Eighteen Year Old Vote: The Twenty-sixth Amendment and Subsequent Voting Rates of Newly Enfranchised Age Groups
This report traces the progress of proposals to expand the right to vote to citizens between the ages of 18 and 21, culminating in the ratification of the 26th Amendment to the Constitution of the United States in 1971. It also reviews the voting rates of the newly enfranchised age group and compares them to voting rates of other age groups.

Natural Gas Policy Act
The Natural Gas Policy Act of 1978 (NGPA) culminated decades of dispute over natural gas policy and was the "centerpiece of President Carter's National Energy Act. Now there are many issues of both regulatory and legislative concerns under discussion. These items were unanticipated by the framers of this difficult and delicate compromise. Generally speaking, they all stem from the fact that oil prices more than doubled in 1979 and 1980. The NGPA1s framers set wellhead gas prices within the new law's framework in such a way that they would converge on oil equivalent prices -- as they were then perceived -- in real dollar terms by 1985.

Suppression of illicit traffic is only one aspect of the general Federal Government effort to prevent the abuse of narcotics and other dangerous drug;, but in political significance it is undoubtedly paramount.
