This design consists in "a pedestal or support and mount[ed] on the upper end thereof a vertically disposed rod having its upper end tapered or reduced, so as to afford the least possible friction to the whirling figure mounted thereon" (lines 16-21). In practice, "the toy is placed in a position to be struck by wind, and as the same comes in contact with the blades the object will simultaneously be whirled upon the rod and its arms move rapidly around its shoulders, thereby affording amusement" (lines 54-59).
