At the low end of the band, the impedance is approximately 4.7 {Omega} (2.3 {Omega}) in sum (difference) mode, falling to approximately 0.75 {Omega} (0.5 {Omega}) in sum (difference) mode at the high end of the band.

Analysis of Hydroperoxides in Solid Polyethylene by MAS (13)C NMR and EPR

{sup 13}C-enriched polyethylene was subjected to {gamma}-irradiation in the presence of air at 25 and 80 C for total doses ranging from 71 to 355 kGy. Significant quantities of hydroperoxides were detected in the 25 C irradiated sample by {sup 13}C magic angle spinning NMR spectroscopy. This method of detection was performed on the solid polymer and required no chemical derivatization or addition of solvent. The chemical stability and subsequent products of the hydroperoxide species were studied by annealing the irradiated samples in air at temperatures ranging from 22 to 110 C. A time-temperature superposition analysis provided an activation energy of 108 kJ/mol for the hydroperoxide decomposition process. The primary products of hydroperoxide decomposition were ketones and secondary alcohols with lesser amounts of acids and esters. EPR measurements suggest that the reactive hydroperoxide species reside in the amorphous phase of polyethylene, consistent with degradation occurring in the amorphous phase.

APT Blanket Thermal Analysis of Cavity Flood Cooling with a Beam Window Break

The cavity flood system is designed to be the primary safeguard for the integrity of the blanket modules and target assemblies during loss of coolant accidents, LOCA''s. In the unlikely event that the internal flow passages in a blanket module or a target assembly dryout, decay heat in the metal structures will be dissipated to the cavity flood system through the module or assembly walls. This study supplements the two previous studies by demonstrating that the cavity flood system can adequately cool the blanket modules when the cavity vessel beam window breaks.

Characterization of a glass-bonded ceramic waste form loaded with U and Pu

This paper presents microscopic characterization of four samples of a ceramic waste form (CWF) developed for disposal of actinide-containing electrorefiner salts. The four samples were prepared to investigate the influence of water content and the Pu:U ratio on CWF microstructure and performance. While the overall phase content is not strongly influenced by either variable, the presence of water in the initial zeolite has a detectable effect on CWF microstructure. It is found to influence the distribution of the major actinide host phase, a (U,Pu)O{sub 2} mixed oxide.

Dual-Layer Asymmetric Microporous Silica Membranes

We report a novel sol-gel dip-coating process to form dual-layer microporous silica membranes with improved membrane performance and reproducibility. First, we deposit a surfactant-templated silica (STS) intermediate layer on top of a commercial {gamma}-alumina support both to improve its ''surface finish'' and to prevent a subsequently deposited microporous overlayer from penetrating into the support. Second, membranes are processed under clean room conditions to avoid dust contamination and, third, membranes are vacuum-calcined to promote further pore shrinkage and impart surface hydrophobicity. The resulting asymmetric membrane exhibits a gradual change in pore diameter from 50{angstrom} ({gamma}-alumina support layer) to 10-12{angstrom} (STS intermediate layer), and then to 3-4{angstrom} (30nm thick, ultramicroporous silica top-layer). Compared to a single-layer process using only the microporous overlayer, the dual-layer process improves both flux and selectivity. For the industrially important problem of natural gas purification, the combined CO{sub 2} flux [(3{approx} 0.5) x 10{sup {minus}4} cm{sup 3}(STP)/(s{center_dot}cm{sup 2}{center_dot}cm-Hg)] and CO{sub 2}/CH{sub 4} separation factors [200{approx}600] are superior to all previously reported values for separation of a 50/50 (v/v) CO{sub 2}/CH{sub 4} gas mixture. In addition, the membrane selectively separated hydrogen from a simulated reformate from partial oxidation of methanol as evidenced by a high concentration of hydrogen recovery.

Experimentally Determined Coordinates for Three MILS Hydrophones Near Ascension Island

We conducted an airgun survey in the waters of Ascension Island in May 1999 to determine new locations and depths for three Missile Impact Location System (MILS) hydrophones (ASC23, ASC24, and ASC26) currently in use by the Prototype International Data Center (PIDC) and the National Data Center (NDC). The nominal and new locations are summarized in Table 1. Although not rigorous, errors in the new locations and depths are conservatively estimated to be less than 100 m. The hydrophones are either on or near the ocean bottom in all three cases. The new depths are consistent with the following: Direct-phase airgun arrivals; Bathymetry determined along the track of the ship used for this airgun survey; Reflected phases from the airgun data; and Depths given in the original hydrophone installation report.

The Frequency of Incipient Fires at the Savannah River Site

Fire is a significant hazard in most industrial and nuclear facilities. As such it is important that adequate safeguards be provided to ensure a responsible level of safety. In determining this level of safety it is necessary to know three key parameters. These are the frequency of the incipient fire, the probability that a fire will grow from the incipient stage to cause the potential consequence, and the potential consequences (i.e., losses) from an unwanted fire. Consequence predictions have been modeled and evaluated extensively and can be readily confirmed by comparison with historic loss records. These loss records can also provide significant insight into the probability that given a fire it grows to create a defined consequence. The other key parameter, frequency, is the focus of this report. this report determines an alternative method for estimating Savannah River Site (SRS) building fire frequencies as a function of floor area to the linear method previously used. The frequency of an incipient fire is not easily derived from existing fire loss records. This occurs because the fire loss records do not make reference to the sample population. The Institute of Geophysics and Planetary Physics (IGPP) is a Multicampus Research Unit of the University of California (UC). IGPP was founded in 1946 at UC Los Angeles with a charter to further research in the earth and planetary sciences and related fields. The Institute now has branches at UC campuses in Los Angeles, San Diego, and Riverside, and at Los Alamos and Lawrence Livermore national laboratories. The University-wide IGPP has played an important role in establishing interdisciplinary research in the earth and planetary sciences. For example, IGPP was instrumental in founding the fields of physical oceanography and space physics, which at the time fell between the cracks of established university departments. Because of its multicampus orientation, IGPP has sponsored important interinstitutional consortia in the earth and planetary sciences. Each of the five branches has a somewhat different intellectual emphasis as a result of the interplay between strengths of campus departments and Laboratory programs. The IGPP branch at Lawrence Livermore National Laboratory (LLNL) was approved by the Regents of the University of California in 1982. IGPP-LLNL emphasizes research in tectonics, geochemistry, and astrophysics. It provides a venue for studying the fundamental aspects of these fields, thereby complementing LLNL programs that …

LASER CLEANING OF CONTAMINATED PAINTED SURFACES

Several techniques are available or under development for surface decontamination in nuclear facilities. Each technique has its merits; however, none of them is universally the best choice for all surface decontamination applications. Because of the multitude of factors which influence the environmental and economic aspects of selecting a surface decontamination technique, it is difficult to select the best method in a given situation; an objective basis for comparing techniques is needed. The objective of this project was to develop a software tool for use by personnel selecting a surface decontamination technique. The software incorporates performance data for available surface decontamination techniques. The beta release version of the Surface Decontamination Assistant Software has been completed and has undergone testing at the Energy and Environmental Research Center. Minor modifications to the software were completed, and a final release version of the software is ready to be issued.

Low temperature y-ray spectrometers based on bulk superconducting and dielectric absorber crystals

Many areas of research rely on the detection of radiation, in the form of single photons or particles. By measuring the photons or particles coming from an object a lot can be learned about the object under study. In some cases there is a simple need to know the number of photons coming from the source. In cases like this a simple counter, like a Geiger-Mueller survey meter, will suffice. In other cases one want to know the spectral distribution of the photons coming from the source. In cases like that a spectrometer is needed that can distinguish between photons with different energies, like a diffraction or transmission grating. The work presented in this thesis focused on the development of a new generation broad band spectrometer that has a high energy resolving power, combined with a high absorption efficiency for photon energies above 10 keV and up to 500 keV. The spectrometers we are developing are based on low-temperature sensors, like superconducting tunnel junctions or transition edge sensors, that are coupled to bulk absorber crystals. We use the low-temperature sensors because they can offer a significant improvement in energy resolving power, compared to conventional spectrometers. We couple the low-temperature sensors …

The OBOE series of experiments presents a new fielding concept for LLNL subcritical experiments. An experimental alcove will be reused for many different experiments. Each individual experiment will be conducted within a steel experimental vessel. After each experiment, the vessel will be moved to the back of the alcove and entombed in grout. The alcove is designed with sufficient space to entomb 12 experiment vessels. Each experiment in the OBOE series of experiments is composed of one experimental package. Each experimental package will have high explosive (HE) and special nuclear material (SNM) in a subcritical assembly. Each experimental package will be placed in a steel experimental vessel within the OBOE zero-room. Each experiment will be detonated inside its experimental vessel in the OBOE zero-room that is formed by a steel and concrete barrier at the entrance to the U1a.102C drift. The containment plan for the OBOE series of experiments utilizes a two containment vessel concept. The first containment vessel is formed by the primary containment barrier that seals the U1a.102C drift. The purpose of this document is to perform a preliminary design basis event (DBE) analysis of the DOE Spent Nuclear Fuel (SNF) waste form. The objective of the analysis is to determine any preclosure safety impacts of the waste form on the Monitored Geologic Repository (MGR). The scope of this analysis is to determine the offsite dose consequences and associated frequencies of selected DBEs for systems handling disposable canisters that bound all surface and subsurface off-normal events, and to compare these results against regulatory limits. The results of this work are preliminary and are intended to be used to establish a set of preliminary MGR and waste form requirements, to identify mitigation or prevention features that may be required to meet regulatory limits, and to provide input to the Site Recommendation (SR) report. Resolving Radiological Classification and Release Issues for Many DOE Solid Wastes and Salvageable Materials

The cost effective radiological classification and disposal of solid materials with potential volume contamination, in accordance with applicable U.S. Department of Energy (DOE) Orders, suffers from an inability to unambiguously distinguish among transuranic waste, low-level waste, and unconditional-release materials in a generic way allowing in-situ measurement and verification. Depending on a material''s classification, disposal costs can vary by a hundred-fold. With these large costs at risk, the issues involved in making defensible decisions are ripe for closer scrutiny. In many cases, key issues can be easily resolved by a combination of process information, some simple measurements, and calculational predictions from a computer model for radiation shielding. The proper classification and disposal of many solid wastes requires a measurement regime that is able to show compliance with a variety of institutional and regulatory contamination limits. Ultimate responsibility for this, of course, rests with radiological control or health physics organization of the individual site, but there are many measurements which can be performed by operations and generation organizations to simplify the process and virtually guarantee acceptance. Although this is not possible for all potential solid wastes, there are many that do lend themselves to such measures, particularly some of large volumes and …

SIA Radon is responsible for management of low- and intermediate-level radioactive waste (LILW) produced in Central Russia. In cooperation with Minatom organizations Radon carries out R and D programs on treatment of simulated high level waste (HLW) as well. Radon scientists deal with a study of materials for LILW, HLW, and Nuclear Power Plants (NPP) wastes immobilization, and development and testing of processes and technologies for waste treatment and disposal. Radon is mostly experienced in LILW vitrification. This experience can be carried over to HLW vitrification especially in field of melting systems. The melter chosen as a basic unit for the vitrification plant is a cold crucible. Later on Radon experience in LILW vitrification as well as our results on simulated HLW vitrification are briefly described.

U.S. Regional Agricultural Production in 2030 and 2095: Response to CO2 Fertilization and Hadley Climate Model (HadCM2) Projections of Greenhouse-Forced Climatic Change

Research activities underway to evaluate potential consequences of climate change and variability on the agriculture, water resources, and other U.S. sectors were mandated by the Global Change Research Act of 1990. These activities are being carried out in a public-private partnership under the guidance of the U.S. Global Change Research Program. Researchers at Pacific Northwest National Laboratory (PNNL) have been using integrated assessment methodologies to appraise the possible impacts of global warming and climatic variability on the behavior of managed and natural systems. This interim PNNL report contributes to the U.S. National Assessment process with an analysis of the modeled impacts of climatic changes projected by the Hadley/UKMO (HadCM2) general circulation model on agricultural productivity and selected environmental variables. The construction of climatic data for the simulation runs followed general guidelines established by the U.S. National Assessment Synthesis Team. The baseline climate data were obtained from national records for the period 1961 - 1990. The scenario runs for two future periods (2025 - 2030 and 2090 - 2099) were extracted from results of a HadCM2 run distributed at a half-degree spatial resolution. Value of information analysis for Corrective Action Unit 97: Yucca Flat, Nevada Test Site, Nevada

The value-of-information analysis evaluated data collection options for characterizing groundwater transport of contamination associated with the Yucca Flat and Climax Mine Corrective Action Units. Experts provided inputs for the evaluation of 48 characterization options, which included 27 component activities, 12 combinations of activities (subgroups), and 9 combinations of subgroups (groups). The options range from an individual study using existing data and intended to address a relatively narrow uncertainty to a 52-million dollar group of activities designed to collect and analyze new information to broadly address multiple uncertainties. A modified version of the contaminant transport component of the regional model was used to simulate contaminant transport and to estimate the maximum extent of the contaminant boundary, defined as that distance beyond which the committed effective dose equivalent from the residual radionuclides in groundwater will not exceed 4 millirem per year within 1,000 years. These simulations identified the model parameters most responsible for uncertainty over the contaminant boundary and determined weights indicating the relative importance of these parameters. Key inputs were identified through sensitivity analysis; the five selected parameters were flux for flow into Yucca Flat from the north, hydrologic source term, effective porosity and diffusion parameter for the Lower Carbonate Aquifer, …

The DST System stores waste from the processing of nuclear material at the Hanford Nuclear Reservation. The program to dispose of this waste has been divided into several phases with Phase 1 being the demonstration of the waste disposal technology by a private contractor. Subsystem specifications are being prepared providing requirements for the subsystem that are necessary for the continued safe storage of waste in the DST System and the removal of selected waste for processing by the privatized facility during Phase 1.
