Iraq: International Support for U.S. Policy

Although there is a worldwide consensus that Iraq must comply with all applicable U.N. resolutions, international attitudes differ sharply on how to compel Iraq to comply with the U.N. program of eliminating Iraq's weapons of mass destruction programs. Some countries support U.S. threats to use force against Iraq as a necessary step to ensure that Iraq does not reconstitute banned weapons programs. Other countries believe that force would kill Iraqi civilians already chafing under seven years of international sanctions and could prompt Iraq to expel U.N. weapons inspectors. Meanwhile, during the week of February 23, the Senate is scheduled to consider S.Con.Res. 71, calling on the President to take all necessary and appropriate actions in response to the threat posed by Iraq's refusal to end its lethal weapons program.

Tank 241-TX-118, core 236 analytical results for the final report

This document is the analytical laboratory report for tank 241-TX-118 push mode core segments collected between April 1, 1998 and April 13, 1998. The segments were subsampled and analyzed in accordance with the Tank 241-TX-118 Push Mode Core sampling and Analysis Plan (TSAP) (Benar, 1997), the Safety Screening Data Quality Objective (DQO) (Dukelow, et al., 1995), the Data Quality Objective to Support Resolution of the Organic Complexant Safety Issue (Organic DQO) (Turner, et al, 1995) and the Historical Model Evaluation Data Requirements (Historical DQO) (Sipson, et al., 1995). The analytical results are included in the data summary table (Table 1). None of the samples submitted for Differential Scanning Calorimetry (DSC) and Total Organic Carbon (TOC) exceeded notification limits as stated in the TSAP (Benar, 1997). One sample exceeded the Total Alpha Activity (AT) analysis notification limit of 38.4{micro}Ci/g (based on a bulk density of 1.6), core 236 segment 1 lower half solids (S98T001524). Appropriate notifications were made. Plutonium 239/240 analysis was requested as a secondary analysis. The statistical results of the 95% confidence interval on the mean calculations are provided by the Tank Waste Remediation Systems Technical Basis Group in accordance with the Memorandum of Understanding (Schreiber, 1997) and are …

Preprocessing of backprojection images in the McClellan Nuclear Radiation Center tomography system

Neutron tomography is being investigated as a nondestructive technique for quantitative assessment of low atomic mass impurity concentration in metals. Neutrons maximize the sensitivity given their higher cross sections for low Z isotopes while tomography provides the three dimensional density information. The specific application is the detection of Hydrogen down to 200 ppm weight in aircraft engine compressor blades. A number of preprocessing corrections have been implemented for the backprojection images in order to achieve the detection requirements for a testing rate of three blades per hour. Among the procedures are corrections for neutron scattering and beam hardening. With these procedures the artifacts in tomographic reconstructions are shown to be less than the signal for 100 ppm hydrogen in titanium alloy samples.

Request for modification of 200 Area effluent treatment facility final delisting

A Delisting Petition submitted to the U.S. Environmental Protection Agency in August 1993 addressed effluent to be generated at the 200 Area Effluent Treatment Facility from treating Hanford Facility waste streams. This Delisting Petition requested that 71.9 million liters per year of treated effluent, bearing the designation 'F001' through 'F005', and/or 'F039' that is derived from 'F001' through 'F005' waste, be delisted. On June 13, 1995, the U.S. Environmental Protection Agency published the final rule (Final Delisting), which formally excluded 71.9 million liters per year of 200 Area Effluent Treatment Facility effluent from ''being listed as hazardous wastes'' (60 FR 31115 now promulgated in 40 CFR 261). Given the limited scope, it is necessary to request a modification of the Final Delisting to address the management of a more diverse multi-source leachate (F039) at the 200 Area Effluent Treatment Facility. From past operations and current cleanup activities on the Hanford Facility, a considerable amount of both liquid and solid Resource Conservation and Recovery Act of 1976 regulated mixed waste has been and continues to be generated. Summary of Tritium Tracking and Groundwater Monitoring at the Hanford Site 200 Area SALDS - FY 1998

Treated water from the 200 Area Effluent Treatment Facility (ETF) is discharged to a disposal site in accordance with the State Waste Discharge Permit ST-4500. This disposal site is referred to as the State-Approved Land Disposal Site (SALDS). In accordance with the discharge permit, the groundwater at the SALDS is routinely sampled. The results of the groundwater sampling are reported in quarterly discharge monitoring reports. In 1997, the USDOE also committed to the issuance of an annual summary report of groundwater monitoring results and evaluation with updates to the groundwater monitoring plan as appropriate. This report summarizes the groundwater information for FY 1998.

Hydrogen-fueled polymer electrolyte fuel cell systems for transportation.

The performance of a polymer electrolyte fuel cell (PEFC) system that is fueled directly by hydrogen has been evaluated for transportation vehicles. The performance was simulated using a systems analysis code and a vehicle analysis code. The results indicate that, at the design point for a 50-kW PEFC system, the system efficiency is above 50%. The efficiency improves at partial load and approaches 60% at 40% load, as the fuel cell operating point moves to lower current densities on the voltage-current characteristic curve. At much lower loads, the system efficiency drops because of the deterioration in the performance of the compressor, expander, and, eventually, the fuel cell. The results also indicate that the PEFC system can start rapidly from ambient temperatures. Depending on the specific weight of the fuel cell (1.6 kg/kW in this case), the system takes up to 180s to reach its design operating conditions. The PEFC system has been evaluated for three mid-size vehicles: the 1995 Chrysler Sedan, the near-term Ford AIV (Aluminum Intensive Vehicle) Sable, and the future P2000 vehicle. Active and passive computed tomography mixed waste focus area final report

The Mixed Waste Focus Area (MWFA) Characterization Development Strategy delineates an approach to resolve technology deficiencies associated with the characterization of mixed wastes. The intent of this strategy is to ensure the availability of technologies to support the Department of Energy� s (DOE) mixed waste low-level or transuranic (TRU) contaminated waste characterization management needs. To this end the MWFA has defined and coordinated characterization development programs to ensure that data and test results necessary to evaluate the utility of non-destructive assay technologies are available to meet site contact handled waste management schedules. Requirements used as technology development project benchmarks are based in the National TRU Program Quality Assurance Program Plan. These requirements include the ability to determine total bias and total measurement uncertainty. These parameters must be completely evaluated for waste types to be processed through a given nondestructive waste assay system constituting the foundation of activities undertaken in technology development projects. Once development and testing activities have been completed, Innovative Technology Summary Reports are generated to provide results and conclusions to support EM-30, -40, or -60 end user/customer technology selection. Long Pulse Fusion Physics Experiments without Superconducting Electromagnets

Long-pulse fusion physics experiments can be performed economically via resistive electromagnets designed for thermally steady-state operation. Possible fusion experiments using resistive electromagnets include long-pulse ignition with deuterium-tritium fuel. Long-pulse resistive electromagnets are alternatives to today's delicate and costly superconductors. At any rate, superconducting technology is now evolving independent of fusion, so near-term superconducting experience may not ultimately be useful.

Improved Magnetic Fusion Energy Economics via Massive Resistive Electromagnets

Abandoning superconductors for magnetic fusion reactors and instead using resistive magnet designs based on cheap copper or aluminum conductor material operating at "room temperature" (300 K) can reduce the capital cost per unit fusion power and simplify plant operations. By increasing unit size well beyond that of present magnetic fusion energy conceptual designs using superconducting electromagnets, the recirculating power fraction needed to operate resistive electromagnets can be made as close to zero as needed for economy without requiring superconductors. Other advantages of larger fusion plant size, such as very long inductively driven pulses, may also help reduce the cost per unit fusion power.

Probabilistic seismic hazard characterization and design parameters for the Pantex Plant

The Hazards Mitigation Center at Lawrence Livermore National Laboratory (LLNL) updated the seismic hazard and design parameters at the Pantex Plant. The probabilistic seismic hazard (PSH) estimates were first updated using the latest available data and knowledge from LLNL (1993, 1998), Frankel et al. (1996), and other relevant recent studies from several consulting companies. Special attention was given to account for the local seismicity and for the system of potentially active faults associated with the Amarillo-Wichita uplift. Aleatory (random) uncertainty was estimated from the available data and the epistemic (knowledge) uncertainty was taken from results of similar studies. Special attention was given to soil amplification factors for the site. Horizontal Peak Ground Acceleration (PGA) and 5% damped uniform hazard spectra were calculated for six return periods (100 yr., 500 yr., 1000 yr., 2000 yr., 10,000 yr., and 100,000 yr.). The design parameters were calculated following DOE standards (DOE-STD-1022 to 1024). Response spectra for design or evaluation of Performance Category 1 through 4 structures, systems, and components are presented.

Modeling of Tritium Retention in TFTR

The Tokamak Fusion Test Reactor (TFTR) tritium retention experience is reviewed and the data related to models of plasma surface interactions. Over 3.5 years of TFTR deuterium-tritium operations, approximately 51% of the tritium injected into TFTR was retained in the torus. Most of this was subsequently recovered by glow discharges and air ventilation. Co-deposition rates for representative conditions in tritium operation were modeled with the BBQ code. The calculations indicate that known erosion mechanisms and subsequent co-deposition are sufficient to account for the order of magnitude of retention.

Section 2.0 defines the primary objectives for this report, Section 3.0 discusses the scope and assumptions, and Section 4.0 identifies general characterization needs and analyte-specific characterization needs or potential needs included in program documents and charts. Section 4.0 also shows the analyses that have been conducted, and the archive samples that are available for additional analyses. Section 5.0 discusses current plans for obtaining additional samples and analyses to meet readiness-to-proceed requirements. Tank characterization report for single-shell tanks 241-T-201, 241-T-202, 241-T-203, and 241-T-204

A major function of the Tank Waste Remediation System (TWRS) is to characterize waste in support of waste management and disposal activities at the Hanford Site. Analytical data from sampling and analysis, in addition to other available information about a tank are compiled and maintained in a tank characterization report (TCR). This report and its appendices serve as the TCR for the single-shell tank series consisting of 241-T-201, -T-202, -T-203, and -T-204. The objectives of this report are: (1) to use characterization data in response to technical issues associated with T-200 series tank waste and (2) to provide a standard characterization of this waste in terms of a best-basis inventory estimate. Section 2.0 summarizes the response to technical issues, Section 3.0 shows the best-basis inventory estimate, Section 4.0 makes recommendations about the safety status of the tank and additional sampling needs. The appendices contain supporting data and information. Appendix A contains historical information for 241-T-201 to T-204, including surveillance information, records pertaining to waste transfers and tank operations, and expected tank contents derived from a process knowledge-based computer program.
