Preliminary safety evaluation for 241-C-106 waste retrieval, project W-320

This document presents the Preliminary Safety Evaluation for Project W-320, Tank 241-C-106 Waste Retrieval Sluicing System (WRSS). The US DOE has been mandated to develop plans for response to safety issues associated with the waste storage tanks at the Hanford Site, and to report the progress of implementing those plans to Congress. The objectives of Project W-230 are to design, fabricate, develop, test, and operate a new retrieval system capable of removing a minimum of about 75% of the high-heat waste contained in C-106. It is anticipated that sluicing operations can remove enough waste to reduce the remaining radiogenic heat load to levels low enough to resolve the high-heat safety issue as well as allow closure of the tank safety issue.

Experimental evidence for lattice effects in high temperature superconductors

We present an overview of the experimental evidence for a role of the lattice in the mechanism of high temperature superconductivity. It appears unlikely that a solely conventional electron-phonon interaction produces the pairing. However, there is ample evidence of strong electron and spin to lattice coupling and observations of a response of the lattice to the electronic state. We draw attention to the importance of the local structure in discussions of lattice effects in high-{Tc} superconductivity.

The role of the National Sample Management Program (NSMP) proposed by the Department of Energy`s Office of Environmental Management (EM) is to be a resource for EM programs and for local Field Sample Management Programs (FSMPs). It will be a source of information on sample analysis and data collection within the DOE complex. Therefore the NSMP`s primary role is to coordinate and function as a central repository for information collected from the FSMPs. An additional role of the NSMP is to monitor trends in data collected from the FSMPs over time and across sites and laboratories. Tracking these trends will allow identification of potential problems in the sampling and analysis process.

Development of subcontractor indirect cost and other direct cost at the DOE Fernald Site

The Fernald Environmental Restoration Management Corporation (FERMCO) took great strides in the development of cost estimates at Fernald. There have been many opportunities to improve on how the policies and procedures pertaining to cost estimates were to be implemented. As FERMCO took over the existing Fernald facility, the Project Controls Division began to format the estimating procedures and tools to do business at Fernald. The Estimating Department looked at the problems that pre-existed at the site. One of the key problems that FERMCO encountered was how to summarized the direct and indirect accounts of each subcontracted estimate. Direct costs were broken down by prime and sub-prime accounts. This presented a level of detail that had not been experienced at the site before; it also created many issues concerning accounts and definitions to be applied to ``all other accounts associated with a project.`` Existing subcontract indirect cost accounts were reviewed from existing historical estimates. It was found that some were very detailed and some were not. The Estimating Department was given the task of standardizing the accounts and percentages for each of the subcontractor indirect costs. Coupling correction using closed orbit measurements

The authors describe a coupling correction scheme they have developed and used to successfully reduce the vertical emittance of the NSLS X-Ray ring by a factor of 6 to below 2 A. This gives a vertical to horizontal emittance ratio of less than 0.2%. They find the strengths of 17 skew quadrupoles to simultaneously minimize the vertical dispersion and the coupling. As a measure of coupling they utilize the shift in vertical closed orbit resulting from a change in strength of a horizontal steering magnet. Experimental measurements confirm the reduced emittance.

Tomographic data developed using the ABEM RAMAC borehole radar system at the Mixed Waste Landfill Integrated Demonstration

The ABEM RAMAC borehole radar system was run as part of the Mixed Waste Landfill Integrated Demonstration for Sandia National Laboratories at Kirtland AFB. Tomograms were created between three test boreholes-UCAP No. 1, UCAP No. 2, and UCAP No. 3. These tomograms clearly delineate areas of amplitude attenuation and residual time of arrival or slowness differences. Plots for slowness were made using both the maximum and minimum of the first arrival pulse. The data demonstrates that the ABEM RAMAC 60-MHz pulse sampling radar system can be used to collect usable data in a highly conductive environment.

This procedure will document the satisfactory operation of the 241-AN-107 Video Camera System. The camera assembly, including camera mast, pan-and-tilt unit, camera, and lights, will be installed in Tank 241-AN-107 to monitor activities during the Caustic Addition Project. The camera focus, zoom, and iris remote controls will be functionally tested. The resolution and color rendition of the camera will be verified using standard reference charts. The pan-and-tilt unit will be tested for required ranges of motion, and the camera lights will be functionally tested. The master control station equipment, including the monitor, VCRs, printer, character generator, and video micrometer will be set up and performance tested in accordance with original equipment manufacturer`s specifications. The accuracy of the video micrometer to measure objects in the range of 0.25 inches to 67 inches will be verified. The gas drying distribution system will be tested to ensure that a drying gas can be flowed over the camera and lens in the event that condensation forms on these components. Investigation of a rotary valving system with variable valve timing for internal combustion engines: Final technical report

The objective of the program was to provide a functional demonstration of the Hansen Rotary Valving System with Variable Valve timing (HRVS/VVT), capable of throttleless inlet charge control, as an alternative to conventional poppet-valves for use in spark ignited internal combustion engines. The goal of this new technology is to secure benefits in fuel economy, broadened torque band, vibration reduction, and overhaul accessibility. Additionally, use of the variable valve timing capability to vary the effective compression ratio is expected to improve multi-fuel tolerance and efficiency. Efforts directed at the design of HRVS components proved to be far more extensive than had been anticipated, ultimately requiring that proof-trial design/development work be performed. Although both time and funds were exhausted before optical or ion-probe types of in-cylinder investigation could be undertaken, a great deal of laboratory data was acquired during the course of the design/development work. This laboratory data is the basis for the information presented in this Final Report.

In July 1991, Superior I.D. Tube Cleaners, Inc. (SIDTEC{trademark}) received a grant through the Department of Energy and the Energy Related Invention Program to conduct a long term demonstration of a proprietary technology for on-line mechanical condenser tube cleaning in thermal Power plants on open or once-through cooling water systems where the warmed condenser cooling water is discharged through a canal. The purpose of the demonstration was to confirm and establish the use of this mechanical method as an alternative to the application of chemical biocides in condenser cooling water for the control of biofouling, the growth of micro-organisms which can reduce a unit`s operating efficiency. The SIDTEC on-line mechanical tube cleaner, the Rocket{trademark}, is used to physically remove accumulated deposits on the water side of the main steam condenser, and the non-intrusive tube cleaner recovery system, the Skimmer{trademark}, is used to recover and recirculate tube cleaners. The periodic circulation of tube cleaners can maintain optimum condenser cleanliness and improve unit heat rate. Thermal power plants which discharge condenser cooling water through a canal now have a viable alternative to the chemical treatment of condenser cooling water, whether the principal foulant is biofouling, chemical scaling, silting, or a combination of …

The guidelines also are being applied to areas around the F-Basin`s Process Line. Estimation of these soil guidelines was completed using RESRAD 5.0 in accordance with the DOE RESRAD methodology specified in DOE/CH/8901 (Gi89). Guidelines are provided for the nuclides known to be present in the soils at each basin (Sc87). Soil and hydrologic characteristics specific to each basin are defined for the areas above, within, and beneath the contaminated zones.

Detailed analyses of the Tidd bed material were completed; parameters such as particle density, sphericity, average particle diameter, and size distribution were measured. The solid-to-gas density ratio (P{sub s}/P{sub f}) must be matched between the hot and the cold bed to achieve similarity. The Tidd bed material has a density of 2513 kg /m{sub 3}. The gas density in the combustor is approximately 3.48 kg /m{sup 3} (1550{degrees}F, 11 atm) giving a hot-bed density ratio of 722. Thus the cold bed, which will operate using ambient air, requires a bed material with a density of approximately 853 kg/m{sup 3}. Linear low-density polyethylene has a density close to that required by the scaling laws (P{sub s} = 918 kg/m{sup 3}) and is commercially available in granular form. Similar analyses to those performed on the Tidd bed material were completed on samples of granular polyethylene. The scaling laws also require that the ratio of superficial gas velocity to minimum fluidization velocity (u{sub o}/u{sub mf}) be matched between the hot and the cold beds. It is not possible to measure u{sub mf} in the Tidd combustor directly; therefore a method had to be found to calculate it. Minimum fluidization velocity measurements were made …

This project is a major step in the Department of Energy`s program to show that ultra-clean coal-water slurry fuel (CWF) can be produced from selected coals and that this premium fuel will be a cost-effective replacement for oil and natural gas now fueling some of the industrial and utility boilers in the United States. The replacement of oil and gas with CWF can only be realized if retrofit costs are kept to a minimum and retrofit boiler emissions meet national goals for clean air. These concerns establish the specifications for maximum ash and sulfur levels and combustion properties of the CWF. The project has three major objectives: The primary objective is to develop the design base for prototype commercial advanced fine coal cleaning facilities capable of producing ultra-clean coals suitable for conversion to coal-water slurry fuel for premium fuel applications. A tau-charm-factory at Argonne (open access)

A tau-charm-factory at Argonne

In this paper we explore the possibility of building a tau-charm-factory at the Argonne National Laboratory. A tau-charm-factory is an e{sup +}e{sup {minus}} collider with a center-of-mass energy between 3.0 GeV and 5.0 GeV and a luminosity of at least 1 {times} 10{sup 33}cm{sup {minus}2}s{sup {minus}1}. Once operational, the facility will produce large samples of {tau} pairs, charm mesons, and charmonium with either negligible or well understood backgrounds. This will lead to high precision measurements in the second generation quark and the third generation lepton sectors that cannot be done at other facilities. Basic physical properties and processes, such as the tau neutrino mass, rare tau decays, charm decay constants, rare charm meson decays, neutral D{sup 0} -- meson mixing, and many more will be studied with unique precision. An initial design of the collider including the injector system is described. The design shows that a luminosity of at least 1 {times} 10{sup 33}cm{sup {minus}2}s{sup {minus}1} can be achieved over the entire center-of-mass energy range of the factory.

Lithological and rheological constraints on fault rupture scenarios for ground motion hazard prediction

This paper tests an approach to predict the range of ground motion hazard at specific sites generated by earthquakes on specific faults. The approach is based upon structural, lithological and rheological descriptions of the fault zones, development of fault rupture scenarios, and computation of synthetic seismograms using empirical Green`s functions. Faults are placed within a regional geomechanical model. The approach is based upon three hypothesis: (1) An exact solution of the representation relation that utilizes empirical Green`s functions enables very accurate computation of ground motions generated by a given rupture; (2) a general description of the rupture is sufficient; and (3) the structural, lithological and Theological characteristics of a fault can be used to constrain, in advance, possible future rupture histories. Ground motion hazard here refers to three-component, full wave train descriptions of displacement, velocity, and acceleration over the frequency band 0.01 to 25 Hz. Corollaries to these hypotheses are that the range of possible fault rupture histories is narrow enough to functionally constrain the range of strong ground motion predictions, and that a discreet set of rupture histories is sufficient to span the infinite combinations possible from a given range of rupture parameters.

In Situ Permeable Flow Sensor installation at 100-H description of work

This description of work details field activities associated with drilling four boreholes in the 100-HR-3 Operable Unit for placement of four In Situ Permeable Flow Sensors near the 183-H Basin. A sonic drill rig funded under a Cooperative Research and Development Agreement (CRADA) will be employed to drill the boreholes. This project includes installation of automatic data logging and telemetry equipment. Each Sensor will be supplied with a data logger at the surface which will be wired to a cellular phone on site or to an existing telemetry station to transmit data to a computer in 2440 Stevens Center. Power to operate the Sensors and data loggers will be supplied by a small gasoline or diesel generator. Processed data will be used to develop a three-dimensional flownet of the unconfined aquifer near and within the Columbia River influenced mixing zone.

Beam characteristics of a large-bore copper laser with a radiatively cooled plasma

In a large-bore copper vapor laser (CVL), excessive gas heating at the axial region of the discharge lowers its efficiency by thermally populating the metastable lower laser levels. The associated lower gas density also lengthens the discharge field-diffusion time, leading to weaker axial pumping and undesired beam characteristics. The authors` laboratory has developed a novel approach to circumvent this obstacle by cooling the plasma radiatively via a series of segmented metal plates (septa) placed vertically along the length of the tube. This improved tube design significantly lowers the average gas temperature and shortens the radial delay. A 27% increase in laser power was observed with the addition of septa. The authors have characterized the beam intensity profile, spatial and temporal pulse variation, and beam polarization through extensive laboratory measurements. A detailed computational model of the laser has been used to characterize and interpret the laboratory results.
