This report discusses the National Earthquake Hazards Reduction Program (NEHRP), a program under which the federal government supports efforts to assess and monitor earthquake hazards and risk in the United States. FY2011 Appropriations: A Side-by-Side Comparison of Key Proposals
FY2011 funding levels were not enacted in the 111th Congress. Thus, the debate over FY2011 appropriations has continued into the 112th Congress. This report is intended to facilitate comparison of three key spending proposals for FY2011-the Administration's budget request, H.R. 1, and S.Amdt. 149 to H.R. 1-to FY2010 enacted funding levels. The report begins with a brief analysis of how each proposal may impact the federal budget deficit. The bulk of the report consists of a funding table that details the recommended appropriations in these proposals, by subcommittee and bill title, and compares them with FY2010 appropriations.

Navy Littoral Combat Ship (LCS) Program: Background, Issues, and Options for Congress
This report provides background information and potential issues for Congress on the Littoral Combat Ship (LCS), a relatively inexpensive Navy surface combatant equipped with modular "plug-and-fight" mission packages. The Navy's proposed FY2012 budget requests funding for the procurement of four LCSs. Current issues for Congress concerning the LCS program include changes or potential changes to the composition of LCS mission modules announced by the Navy in January 2011, the combat survivability of the LCS, and hull cracking on LCS-1. Congress's decisions on the LCS program could affect Navy capabilities and funding requirements, and the shipbuilding industrial base.

Colombia: Issues for Congress
This report provides an overview of recent political developments in Colombia. It reviews the administration of President Uribe (2002-2010), continuing into the election of President Juan Manuel Santos and his first months in office. The report then provides background on the longstanding conflict with internal armed groups that has marked Colombia’s modern development, examining the roots of the conflict and its major actors as well as their present status. The report considers ongoing challenges such as human rights, demobilization and displacement, drug trends, and Colombia’s regional relations. It outlines the National Consolidation Plan which updates Plan Colombia with a whole-of-government approach to eliminate the insurgency, and it describes the U.S.-Colombia Defense Cooperation Agreement. The report raises some of the major policy issues that the U.S. Congress has had, and will continue to pursue, in relation to U.S.-Colombia policy, such as the pending U.S.-Colombia Free Trade Agreement.

“Gang of Four” Congressional Intelligence Notifications
"Gang of Four" intelligence notifications are oral briefings on sensitive non-covert action intelligence activities (including intelligence collection programs) that the Intelligence Community typically limits to the chairmen and ranking members of the two congressional intelligence committees, and at times to their respective staff directors. The Copyright Registration Requirement and Federal Court Jurisdiction: A Legal Analysis of Reed Elsevier, Inc. v. Muchnick
In New York Times Co. v. Tasini, six freelance authors who had contributed articles to several publications, including The New York Times, Newsday, and Time, sued when the publishers licensed rights to copy and sell the articles to electronic databases such as Lexis/Nexis. Shortly after the Court decided Tasini, three preexisting class action infringement suits, which had been suspended pending the decision, were activated and consolidated in the U.S. District Court for the Southern District of New York. A fourth, nearly identical action was coordinated with that consolidated action. Together, these claims comprise the litigation discussed in this report.

Conservation Reserve Program (CRP): Status and Issues
This report discusses the Conservation Reserve Program (CRP), which provides payments to agricultural producers to take highly erodible and environmentally sensitive land out of production and install resource conserving practices for 10 or more years. CRP was first authorized in the Food Security Act of 1985 (P.L. 99-198, 1985 farm bill) and is administered by the U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA) with technical support from other USDA agencies.
