Carswell addresses the letter from the Board dated June 3, 1953 regarding Subject 121,140 and requests an explanation regarding their discharge date of December 28, 1953. He advises of the content of the Governor's Proclamation and that the discharge date adds up to be June 19, 1953 which explains the reason that he advised Subject to file the application for Full Pardon and Restoration at this time.
