A Brief Discussion of Radiation Hardening of CMOS Microelectronics
Commercial microchips work well in their intended environments. However, generic microchips will not fimction correctly if exposed to sufficient amounts of ionizing radiation, the kind that satellites encounter in outer space. Modern CMOS circuits must overcome three specific concerns from ionizing radiation: total-dose, single-event, and dose-rate effects. Minority-carrier devices such as bipolar transistors, optical receivers, and solar cells must also deal with recombination-generation centers caused by displacement damage, which are not major concerns for majority-carrier CMOS devices. There are ways to make the chips themselves more resistant to radiation. This extra protection, called radiation hardening, has been called both a science and an art. Radiation hardening requires both changing the designs of the chips and altering the ways that the chips are manufactured.

Cummins Engine Company B5.9 Propane Engine Development, Certification, and Demonstration Project
The objective of this project was to successfuly develop and certify an LPG-dedicated medium-duty original equipment manufacturer (OEM) engine that could be put into production. The engine was launched into production in 1994, and more than 800 B5.9G engines are now in service in the United States and abroad. This engine is now offered by more than 30 bus and truck OEMs.

The first observation of the decay K{sup +} {r_arrow} {pi}{sup +} {nu}{bar {nu}} has been reported. The branching ratio indicated by this observation, B(K{sup +} {r_arrow} {pi}{sup +} {nu}{bar {nu}}) = 4.2{sub {minus}3.5}{sup +9.7} x 10{sup {minus}10}, is consistent with the Standard Model expectation although the central experimental value is four times larger. The final E787 data sample, from the 1995--98 runs, should reach a sensitivity of about five times that of the 1995 run alone. A new experiment, E949, has been given scientific approval and should start data collection in 2001. It is expected to achieve a sensitivity of more than an order of magnitude below the prediction of the Standard Model.

Industrial Sites Work Plan for Leachfield Corrective Action Units: Nevada Test Site and Tonopah Test Range, Nevada (including Record of Technical Change Nos. 1, 2, 3, and 4)
This Leachfield Corrective Action Units (CAUs) Work Plan has been developed in accordance with the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the U.S. Department of Energy, Nevada Operations Office (DOE/NV); the State of Nevada Division of Environmental Protection (NDEP); and the U.S. Department of Defense (FFACO, 1996). Under the FFACO, a work plan is an optional planning document that provides information for a CAU or group of CAUs where significant commonality exists. A work plan may be developed that can be referenced by leachfield Corrective Action Investigation Plans (CAIPs) to eliminate redundant CAU documentation. This Work Plan includes FFACO-required management, technical, quality assurance (QA), health and safety, public involvement, field sampling, and waste management documentation common to several CAUs with similar site histories and characteristics, namely the leachfield systems at the Nevada Test Site (NTS) and the Tonopah Test Range (TT R). For each CAU, a CAIP will be prepared to present detailed, site-specific information regarding contaminants of potential concern (COPCs), sampling locations, and investigation methods.

Measurement of oxygen disorder and nano-twin microstructure associated with columnar defects in YBCO.
Studies of defects generated by high energy (>1 GeV) heavy ion irradiation in high-Tc superconductors have been performed by transmission electron microscopy (TEM). Our study shows that high dose irradiation leads to the formation of nano-twins, by which the columnar defects are connected. An analysis of the local Fourier components of the image intensity in [001] lattice images indicates that these new ''twin'' boundaries are much more diffuse than pre-existing twin boundaries in YBCO. The mechanism of the formation of nano-twin boundaries on {l_brace}110{r_brace} planes and their possible relation to superconducting properties are discussed.

Nuclear relations in South Asia
The strategic landscape of South Asia changed dramatically in 1998. With the reciprocal testing of nuclear weapons, India and Pakistan emerged from the world of threshold status to an overt posture which has yet to be fully defined. Each claims the status of a nuclear weapon state, yet the contours of that status are unclear. A number of important strategic issues have been raised by these dramatic events. This paper will attempt to examine the implications of this new posture for each country and for the region. First and foremost, the decisions to test nuclear weapons are a product of each individual state making a sovereign decision about its national security needs. Both have made clear for a number of years that their attitudes toward nuclear weapons-and by default, toward nuclear nonproliferation-will not be directed by outsiders. They have rejected the global norms that oppose the further proliferation of nuclear weapons, embodied in the Treaty on the Non- Proliferation of Nuclear Weapons (NPT), and that embrace the ultimate elimination of nuclear weapons, captured in Article VI of that treaty.
