He states It is a pleasure to have the opportunity to talk with this distinguished committee about energy conservation technologies and policies, especially as they relate to federal energy use and the commercialization of energy-efficiency technologies. Clearly, using energy more efficiently offers the potential for tremendous cost savings and environmental benefits in the United States and throughout the rest of the world. The challenge, especially with regard to the federal sector, is to lay the foundation for ensuring that the citizens of our nation realize the maximum savings and environmental benefit over the long run. This is the primary focus of my comments today.''

Full-scale demonstration Low-NO sub x Cell trademark Burner retrofit

The overall objectives of the full-Scale Low-NOx Cell{trademark} Burner (LNCB{trademark}) Retrofit project is to demonstrate the cost-effective reduction of NOx generated by a large, base-loaded (70% capacity factor or greater), coal-fired utility boiler. Specific objectives include: (1) At least 50% NOx reduction over standard two-nozzle cell burners, without degradation of boiler performance or life; (2) acquire and evaluate emission and boiler performance data before and after the retrofit to determine NOx reduction and impact on overall boiler performance; (3) demonstrate that the LNCB{trademark} retrofits are the most cost-effective alternative to emerging, or commercially-available NOx control technology for units equipped with cell burners. The focus of this demonstration is to determine maximum NOx reduction capabilities without adversely impacting plant performance, operation and maintenance.

Implementation Plan for the Hawaii Geothermal Project Environmental Impact Statement (DOE Review Draft:)

The US Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) that identifies and evaluates the environmental impacts associated with the proposed Hawaii Geothermal Project (HGP), as defined by the State of Hawaii in its 1990 proposal to Congress (DBED 1990). The location of the proposed project is shown in Figure 1.1. The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. Control of pyrite surface chemistry in physical coal cleaning

The separation of pyrite from coal by flotation is based on exploiting the wettability difference between coal and pyrite. There is evidence that the wettability of coal pyrite changes upon superficial oxidation. Therefore, the oxidation of coal pyrite has been studied under carefully controlled electrochemical conditions. In order to identify the species responsible for the changes in wettability, the surface products formed during oxidation have been identified by means of various surface analysis techniques, including X-ray photoelectron spectroscopy (XPS) and ion scattering spectroscopy (ISS). It has been found that pyrite oxidation creates a sulfur-rich surface along with iron oxides/hydroxides. The ratio between these hydrophobic and hydrophilic species correlates well with the results of the wettability measurements.

Basic data report: Canister penetration system with relative humidity and pressure sensors

This work originates from a task assignment. This basic data report is for design and fabrication of a canister penetration system for use in these experiments. The basic system was designed and fabricated as a result of a previous task assignment and three associated task plans. The new system, which will be used on canistered waste forms produced during the DWPF Start up Test Program, will be a modification of the previous systems. Hence the seven items identified in the next paragraph have been previously designed, fabricated, and tested but will be required as part of the overall system. The canister penetration system to be designed and fabricated shall consist of (1) a device which can penetrate the canister above the glass line while preventing the mixing of the air within the canister with the air in the environment, (2) a sensor for measuring the relative humidity and dew point of the air within the canister, (3) a sensor for detecting the pressure of the system before penetration and the pressure of the canister and system after penetration, (4) a vacuum system for evacuating the canister penetration system, (5) a connecting port to a mass spectrometer for on line analysis …

Coal Reburning for Cyclone Boiler NO[sub x] Control Demonstration

The Coal Reburning for Cyclone Boiler NO[sub x], Control Demonstration project progress for July, August, and September 1992 is identified in this tenth quarterly report and pertains to the on-going activities of Phase III Operation and Disposition. The project involves retrofitting/testing the reburning technology at Wisconsin Power Light's 100 MWe Nelson Dewey Unit [number sign]2 in Cassville, Wisconsin to determine the commercial applicability of this technology to reduce NO[sub x] emission levels. Phase III activities emphasized continuation of long-term testing. WP L is operating the reburn system in full automatic in a load following mode, using Lamar coal, which is an Indiana bituminous medium sulfur content fuel. Reductions in NO[sub x] emissions continue at the 50%+ level with no apparent significant adverse impacts to boiler operation. As of the end of September, a second set of performance tests were initiated to determine if any performance impacts as a result of long-term operation have occurred. Data evaluation continued in an effort to design a testing sequence to more precisely evaluate reburn impact on unburned carbon. Heat exchanger restart evaluation

On December 24, 1991, the K-Reactor was in the shutdown mode with full AC process water flow and full cooling water flow. Safety rod testing was being performed as part of the power ascension testing program. The results of cooling water samples indicated tritium concentrations higher than allowable. Further sampling and testing confirmed a Process Water System to Cooling Water System leak in heat exchanger 4A (HX 4A). The heat exchanger was isolated and the plant shutdown. Heat exchanger 4A was removed from the plant and moved to C-Area prior to performing examinations and diagnostic testing. This included locating and identifying the leaking tube or tubes, eddy current examination of the leaking tube and a number of adjacent tubes, visually inspecting the leaking tube from both the inside as well as the area surrounding the identified tube. The leaking tube was removed and examined metallurgically to determine the failure mechanism. In addition ten other tubes that either exhibited eddy current indications or would represent a baseline condition were removed from heat exchanger 4A for metallurgical examination. Additional analysis and review of heat exchanger leakage history was performed to determine if there are any patterns which can be used for predictive …

A new model of coal-water interaction and relevance for dewatering

This project is concerned with a basic scientific question concerning the properties of coal- to what extent is the ability of coal to hold moisture a manifestation of the well-known ability of coal to swell, when exposed to good solvents The question implies that the long-held belief that coal holds a significant portion of its moisture by classical capillary condensation processes, is possibly in error. This seems to be a very real possibility for low rank coals, i.e. lignites. To explore this hypothesis further requires an examination of the basic phenomena governing the swelling of coals in good solvents. This is the focus of the first part of this project. The possibility that coal holds a significant portion of its moisture by solvent swelling mechanisms leads to an interesting technical issue. It is well known that simple drying of low rank coals is ineffective because the process is reversible, to a significant degree. Pyrolytic treatments of the coals in oil, steam or liquid water itself. Pyrolytically remove oxygen groups, which are assumed to be those that hold water most strongly by hydrogen bonding. The treatments have been designed to minimize tar formation and decrepitation of the particles, both highly undesirable. …

A multilayer groundwater sampler for characterizing contaminant plumes

This final report describes activities related to the design and initial demonstration of a passive multilayer groundwater sampling system. The apparatus consists of remotely controlled cylinders filled with deionized water which are connected in tandem. Vertical fine structure of contaminants are easily defined. Using the apparatus in several wells may lead to three dimensional depictions of groundwater contamination, thereby providing the information necessary for site characterization and remediation.

Copper solubility in DWPF, Batch 1 waste glass: Update report

The ``Late Washing`` Step in the processing of precipitate will require the use of additional copper formate in the Precipitate Reactor to catalyze the hydrolysis reaction. The increased copper concentration in the melter feed increases the potential for metal precipitation during the vitrification of the melter feed. This report describes recent results with a conservative glass selected from the DWPF acceptable region in the Batch 1 Variability Study.
