Senate Committee Party Ratios: 94th - 110th Congresses

This report provides an overview of Senate standing committee sizes and ratios for the 94th and 110th Congresses. Also included are data on permanent select committees with legislative jurisdiction. A table for each Congress shows the party division in the Senate, total number of seats on each committee, number of seats assigned to the majority and minority parties, and, where present, number of seats assigned to independents. The tables also provide the number of majority-minority caucus seat margins in the chamber and for each committees.

The Adult Education and Family Literacy Act (AEFLA) authorized these programs through FY2003. The General Education Provisions Act (GEPA) provided a one-year extension of authorization through FY2004, and annual appropriations have continued AEFLA programs since.

Medical Malpractice Liability Reform: H.R. 5, 109th Congress

This report discusses H.R. 5, which would preempt state law regarding some aspects of medical malpractice liability and liability for defective medical products, including drugs. The legislation would among other things, place caps on noneconomic and punitive damages (in states that have not enacted and do not enact caps), eliminate joint and several liability, modify the collateral source rule, limit lawyers' contingent fees, enact a federal statute of limitations, and provide for periodic payment of future damages.

Action in the second session has focused on appropriations bills; the first session focused on omnibus energy policy bill H.R. 6 and several appropriations bills. this report describes several major pieces of legislation, including the Energy Policy Act of 2005 and the Transportation Equity Act. Climate Change Legislation in the 109th Congress

Climate change and greenhouse gas (GHG) emissions are a continuing issue in the 109th Congress. Bills directly addressing climate change issues range from those focused primarily on climate change research to comprehensive emissions cap-and-trade programs. Additional bills focus on GHG reporting and registries, or on power plant emissions of carbon dioxide, as part of wider controls on pollutant emissions. The bills vary in their approaches to climate change issues. This report briefly discusses the basic concepts on which these bills are based and compares major provisions of the bills in each of the following categories: climate change research, technology deployment, GHG reporting and registries, and emissions reduction programs.

Electric Utility Provisions in House-Passed H.R. 6, 109th Congress

This report describes Title XII of the House-passed H.R. 6 in the 109th Congress and other sections that deal with electric power issues. In part, Title XII would create an electric reliability organization (ERO) that would enforce mandatory reliability standards for the bulk-power system. All ERO standards would be approved by the Federal Energy Regulatory Commission (FERC). Under this title, the ERO could impose penalties on a user, owner, or operator of the bulk-power system that violates any FERC-approved reliability standard.
