This report provides an overview of Senate standing committee sizes and ratios for the 94th and 110th Congresses. Also included are data on permanent select committees with legislative jurisdiction. A table for each Congress shows the party division in the Senate, total number of seats on each committee, number of seats assigned to the majority and minority parties, and, where present, number of seats assigned to independents. The tables also provide the number of majority-minority caucus seat margins in the chamber and for each committees.

Cuba under Fidel Castro remains a hard-line communist state with a poor record on human rights that has deteriorated significantly since 2003. With the cutoff of assistance from the former Soviet Union, Cuba experienced severe economic deterioration from 1989 to 1993. While there has been some improvement since 1994, as Cuba has implemented limited reforms, the economy remains in poor shape. This report discusses the most recent development in Cuba, including political and economic conditions and the U.S. policy towards Cuba. It also considers the issues in U.S.-Cuban Relations.

Clean Water Act Issues in the 108th Congress

The Clean Water Act Issues has again received attention in the 108th Congress. At issue is how the federal government will assist states and cities in meeting needs to rebuild, repair, and upgrade wastewater treatment plants, especially in light of capital costs which are projected to be as much as $390 billion over the next two decades. In October 2004, the Senate Environment and Public Works Committee reported legislation to authorize $20 billion in funding for clean water infrastructure (S. 2550), while in July 2003, a House Transportation and Infrastructure subcommittee also approved a water infrastructure financing bill (H.R. 1560). Still, prospects for further action during the 108th Congress are uncertain.

This report discusses the President, House and Senate tax proposals. Beyond the comprehensive tax proposals, both the House and the Senate have considered a range of targeted tax proposals. One of the first tax-related measures considered during the 108th Congress would provide tax reductions to armed services personnel. Congress has also initiated reconsideration of legislation not completed in the 107th Congress: tax incentives for charitable giving deductions, pension diversification, energy taxation, and tax shelters.
