Potential Questions to Elicit Nominees' Views on Agencies' Management Challenges (open access)

Potential Questions to Elicit Nominees' Views on Agencies' Management Challenges

Correspondence issued by the General Accounting Office with an abstract that begins "GAO provided a list of potential questions that Senate committees could use to help determine the leadership and management experiences and capabilities of nominees to leadership posts in major executive branch agencies. These questions cover a wide range of management-related issues in different organizations within each agency and, therefore, would not be relevant to all nominees. GAO suggests that these questions be used to prompt informal and formal discussions on management challenges."

Effects of pressure and saturation on seismic velocities and impedance measurements (open access)

Effects of pressure and saturation on seismic velocities and impedance measurements

Two synthetic data sets were examined to study the possible methods for distinguishing the effects of changes in saturation, and changes in pore pressure, on seismic velocity and impedance measurements. The results show that the results obtained previously on the dependence of laboratory velocity data on changes in saturation carry over without change to the data in these data sets. The assumption in this case is that the only data available are the seismic velocities. This situation can arise in cross-well seismic tomography. Of more direct interest to this project is how these methods and results should change when the data are instead seismic impedance measurements. The main conclusions are that the most appropriate plotting methods for seismic impedance data in order to distinguish changes in saturation, changes in pressure, and saturation changes from pressure changes are ({rho}{mu}, {lambda}/{mu}) and ({mu}/{lambda}, {rho}{mu}{sup 2}/{lambda}). All of these plotting coordinates can be computed easily from the impedance data {rho}{nu}{sub p} and {rho}{nu}{sub s}, since {rho}{mu} = ({rho}{nu}{sub s}){sup 2}, and {rho}{lambda} = ({rho}{nu}{sub p}){sup 2} - 2({rho}{nu}{sub s}){sup 2}, while {lambda}/{mu} = {rho}{lambda}/{rho}{mu} and {rho}{mu}{sup 2}/{lambda} = ({rho}{mu}){sup 2}/{rho}{lambda}. These choices are not the only possibilities, but they seem to give the …

Mechanisms of Stochastic Diffusion of Energetic Ions in Spherical Tori (open access)

Mechanisms of Stochastic Diffusion of Energetic Ions in Spherical Tori

Stochastic diffusion of the energetic ions in spherical tori is considered. The following issues are addressed: (I) Goldston-White-Boozer diffusion in a rippled field; (ii) cyclotron-resonance-induced diffusion caused by the ripple; (iii) effects of non-conservation of the magnetic moment in an axisymmetric field. It is found that the stochastic diffusion in spherical tori with a weak magnetic field has a number of peculiarities in comparison with conventional tokamaks; in particular, it is characterized by an increased role of mechanisms associated with non-conservation of the particle magnetic moment. It is concluded that in current experiments on National Spherical Torus eXperiment (NSTX) the stochastic diffusion does not have a considerable influence on the confinement of energetic ions.

Synthesis, structural characterization, and catalytic properties of tungsten-exchanged H-ZSM5 (open access)

Synthesis, structural characterization, and catalytic properties of tungsten-exchanged H-ZSM5

W-exchanged H-ZSM5 was prepared by sublimation of WCl6 at 673 K followed by hydrolysis of exchanged WClx species at 523 K. D2 exchange with residual OH groups showed that each W initially replaced about two zeolitic protons for W/Al ratios of 0.29 and 0.44, consistent with the formation of (WO2)2+ containing W6+ species bridging two cation exchange sites. As temperatures reached973 K during D2-OH exchange, these species reduced to (WO2)+ with the concurrent formation of one OD group. CH4 conversion turnover rates (per W) and C2-C1 2 selectivities are very similar to those observed on a Mo/H-ZSM5 sample with similar cation exchange level. As in the case of Mo/H-ZSM5, WOx/H-ZSM5 precursors are initially inactive in CH4 reactions, but they activate during induction with the concurrent evolution of CO, H2O, and an excess amount of H2. The reduction and carburization processes occurring during CH4 reactions and the structure of the exchanged WOx precursors was probed using in situ X-ray absorption spectroscopy (XAS). XAS studies confirmed the isolated initial nature of the exchanged WOx precursors after hydrolysis and dehydration and the formation of WCx clusters 0.6 nm in diameter during CH4 reactions at 973 K. The structural and catalytic resemblance between W- …

Small Business: Trends in Federal Procurement in the 1990s (open access)

Small Business: Trends in Federal Procurement in the 1990s

A letter report issued by the General Accounting Office with an abstract that begins "This report focuses on the trends in federal procurement for small businesses during the 1990s. Some organizations that represent small businesses and others have expressed concerns over acquisition reforms in the mid-1990s that may have reduced the opportunities for small businesses to compete for federal government contracts. These reforms sought to streamline acquisition processes to help government acquire goods and services more efficiently. The reforms included provisions to facilitate greater use of some types of contracts. However, small business representatives believe that some of these reforms could make it difficult for small businesses to compete for federal contracts. For example, the Clinger-Cohen Act authorizes the use of multiagency contracts. These contracts could potentially consolidate agencies' requirements, which small businesses may not be able to meet. At the same time, some procurement reforms have benefited small businesses. The Federal Acquisition Streamlining Act, for example, increased the value of contracts set aside exclusively for small business participation. In addition, the Small Business Reauthorization Act of 1997 increased the percentage of federal contracts to be awarded to small businesses to 23 percent. Small Business Administration data indicate that federal …

Design and Development of Gas-Liquid Cylindrical Cyclone Compact Separators for Three-Phase Flow (open access)

Design and Development of Gas-Liquid Cylindrical Cyclone Compact Separators for Three-Phase Flow

The objective of this five-year project (October 1997 - September 2002) was to expand the current research activities of Tulsa University Separation Technology Projects (TUSTP) to multiphase oil/water/gas separation. This project was executed in two phases. Phase I (1997 - 2000) focused on the investigations of the complex multiphase hydrodynamic flow behavior in a three-phase Gas-Liquid Cylindrical Cyclone (GLCC) Separator. The activities of this phase included the development of a mechanistic model, a computational fluid dynamics (CFD) simulator, and detailed experimentation on the three-phase GLCC. The experimental and CFD simulation results will be suitably integrated with the mechanistic model. In Phase II (2000 - 2002), the developed GLCC separator will be tested under high pressure and real crude conditions. This is crucial for validating the GLCC design for field application and facilitating easy and rapid technology deployment. Design criteria for industrial applications will be developed based on these results and will be incorporated into the mechanistic model by TUSTP.
