Carswell states his opinion of Mr. Pauley advising that he does not believe Pauley possesses the moral integrity required to qualify for responsible governmental service requesting, therefore, that Connally oppose his confirmation as Assistant Secretary of the Navy. Carswell also offers insight regarding world peace; "In the matter of dealing with Russia it appears to me we are pursuing a course of appeasement and compromise that will as surely end in disaster as did a comparable policy in dealing with our recent enemies―will result in our subservience―Civil War came in spit of all Clay's compromises."
