Hanford Site emergency response needs, Volumes 1 and 2

This report presents the results of a comprehensive third party needs assessment of the Hanford Fire Department (HFD), conducted by Hughes Associates Inc. The assessment was commissioned with the intent of obtaining an unbiased report which could be used as a basis for identifying needed changes/modifications to the fire department and its services. This report serves several functions: (1) it documents current and future site operations and associated hazards and risks identified as a result of document review, site and facility surveys, and interviews with knowledgeable personnel; (2) describes the HFD in terms of organization, existing resources and response capabilities; (3) identifies regulatory and other requirements that are applicable to the HFD and includes a discussion of associated legal liabilities; and (4) provides recommendations based on applicable requirements and existing conditions. Each recommendation is followed by a supporting statement to clarify the intent or justification of the recommendation. This report will be followed by a Master Plan document which will present an implementation method for the recommendations (with associated costs) considered to be essential to maintaining adequate, cost effective emergency services at the Hanford site in the next five to seven years.

This document presents the natural phenomena hazard (NPH) loads for use in implementing DOE Order 5480.28, Natural Phenomena Hazards Mitigation, at the Hanford Site in south-central Washington State. The purpose of this document is twofold: (1) summarize the NPH that are important to the design and evaluation of structures, systems, and components at the Hanford Site; (2) develop the appropriate natural phenomena loads for use in the implementation of DOE Order 5480.28. The supporting standards, DOE-STD-1020-94, Natural Phenomena Hazards Design and Evaluation Criteria for Department of Energy Facilities (DOE 1994a); DOE-STD-1022-94, Natural Phenomena Hazards Site Characteristics Criteria (DOE 1994b); and DOE-STD-1023-95, Natural Phenomena Hazards Assessment Criteria (DOE 1995) are the basis for developing the NPH loads.

The general physical layout is: (1) There are a total of 9 slots, designated 1 through 9, from left to right; (2) Each slot is associated with a 96 pin Class 2 DIN 41612 (VME type) connector; (3) All even numbered slots are right handed (Connectors to the right of the card)., as would be found on a normal VME J1 backplane, these slots utilize standard DIN connectors; (4) All odd numbered slots are left handed. These slots utilize standard 96 pin Class 2 DIN 41612 connectors orientated with 180 degrees of rotation. Thus, the connector's Al position is associated with the lower right pad of the backplane for that particular connector. Likewise, the connector's C32 position is associated with the upper left pad of the backplane for that particular connector; (5) 5 layers (comp, gnd, pwr, gnd, sold); (6) .125-inch thick; and (7) Mechanical layout presented in drawing number 3823.113-MD-330044. Hanford low-level tank waste interim performance assessment

The Hanford Low-Level Tank Waste Interim Performance Assessment examines the long-term environmental and human health effects associated with the disposal of the low-level fraction of the Hanford single- and double-shell tank waste in the Hanford Site 200 East Area. This report was prepared as a good management practice to provide needed information about the relationship between the disposal system design and its performance as early as possible in the project cycle. The calculations in this performance assessment show that the disposal of the low-level fraction can meet environmental and health performance objectives.

A Clean Air Option: Cash for Clunkers

The Clean Air Act Amendments of 1990 encourage states to pursue market-based approaches to improve air quality. An Accelerated Vehicle Retirement (AVR) program, commonly referred to as "Cash for Clunkers," is designed to provide an economic incentive for the owners of highly polluting vehicles to retire their automobiles permanently from use and to provide greater flexibility for private industry to reduce emissions by sponsoring such a program. The implementation of AVR programs can be controversial. This report discusses the AVR program debate and includes information on completed AVR pilot projects in selected states.

Until the catastrophic accident with the former Soviet Union's Chernobyl nuclear power plant showed that radioactivity from a major nuclear accident could reach neighboring nations, nuclear safety was held to be an exclusively sovereign responsibility of each nation. Now it is recognized that a nuclear accident in one state can release radioactivity dangerous to another. As a result, many now view international cooperation as one way to help to assure safe operation of each nation's civil nuclear power stations.
