Chronic Dermal Toxicity of Epoxy Resins I. Skin Carcinogenic Potency and General Toxicity

Epoxy resins are a diverse class of chemicals that differ in structure, physical properties, and, presumably, biological activity. The purpose of these experiments was to compare the chronic dermal toxicity and carcinogenicity of selected commercial epoxy resins and to determine the potential for positive synergistic carcinogenic interactions between different resins. This work is an extension and continuation of a Department of Energy sponsored program to evaluate epoxy resins for potential occupational health risks. The materials examined were chosen on the basis of their interest to the U.S. government. They are representative of the manufacturer's production at the time, and therefore the data are completely valid only for the specific production period. Results of the experimental exposures will be reported in two parts. This report describes the test materials, their chemical and physical characteristics and the experimental design. General (systemic) toxicity will be evaluated and the skin carcinogenicity of the materials compared. A subsequent report will provide morphological descriptions of skin and significant internal pathology induced by the various treatments.

CKM--Charged Kaons at the Main Injector

The CKM experiment is a proposal to measure the branching ratio of the rare decay K{sup +} {r_arrow} {pi}{sup +} {nu}{bar {nu}} at the Main Injector at Fermilab using a decay in flight technique. The goal is to observe {approx}100 events, for a Standard Model branching ratio of 1 x 10{sup {minus}10} with a background of less than 10 events.

Closed Loop Feedback of MHD Instabilities on DIII-D

A system of coils, sensors and amplifiers has been installed on the DIII-D tokamak to study the physics of feedback stabilization of low-frequency MHD [magnetohydrodynamic] modes such as the Resistive Wall Mode (RWM). Experiments are being performed to assess the effectiveness of this minimal system and benchmark the predictions of theoretical models and codes. In the last campaign, the experiments have been extended to a regime where the RWM threshold is lowered by a fast ramp of the plasma current. In these experiments, the onset time of the RWM is very reproducible. With this system, the onset of the RWM has been delayed by up to 100 msec without degrading plasma performance. The growth rate of the mode increases proportional to the length of delay, suggesting that the plasma is evolving towards a more unstable configuration. The present results have suggested directions for improving the feedback system including better sensors and improved feedback algorithms.

The Cost of Prescription Drugs for the Uninsured Elderly and Legislative Approaches

The purpose of this report is to explain why many of those who are least able to afford high drug costs are those who are most frequently charged the most. This report describes the basic economic theory underlying price differentiation and, in the context of the pharmaceutical market, analyzes the role and behavior of pharmacy benefit managers (PBMs), pharmaceutical manufacturers, and retail pharmacies, respectively. It also looks at a number of the criticisms that have been made of the practice of differential pricing. Finally, this report discusses various policy approaches aimed at assisting the elderly to purchase prescription drugs.

Development and optimization of porous carbon papers suitable for gas diffusion electrodes. Final report, December 2000

This final report details results from the program to optimize porous carbon gas diffusion electrodes for use in fuel cells. Efforts focused on isolating discrete paper properties through a custom-made matrix, then fuel cell testing each variant to correlate properties to performance. Resulting reduced cost material was manufactured on production equipment and made available to DOE industry partners. The resulting product is suitable for continuous production, which will be evaluated in future work.

ENHANCED PRACTICAL PHOTOSYNTHETIC CO2 MITIGATION

This is the first quarterly report of the project Enhanced Practical Photosynthetic CO{sub 2} Mitigation. The official project start date, 10/02/2000, was delayed until 10/31/2000 due to an intellectual property dispute that was resolved. However, the delay forced a subsequent delay in subcontracting with Montana State University, which then delayed obtaining a sampling permit from Yellowstone National Park. However, even with these delays, the project moved forward with some success. Accomplishments for this quarter include: Culturing of thermophilic organisms from Yellowstone; Testing of mesophilic organisms in extreme CO{sub 2} conditions; Construction of a second test bed for additional testing; Purchase of a total carbon analyzer dedicated to the project; Construction of a lighting container for Oak Ridge National Laboratory optical fiber testing; Modified lighting of existing test box to provide more uniform distribution; Testing of growth surface adhesion and properties; Experimentation on water-jet harvesting techniques; and Literature review underway regarding uses of biomass after harvesting. Plans for next quarter's work and an update on the project's web page are included in the conclusions.

{epsilon}{prime}/{epsilon} and rare KL decays from KTeV Experiment (open access)

{epsilon}{prime}/{epsilon} and rare KL decays from KTeV Experiment

The authors update the current status for the measurement of the direct-CP violation parameters {epsilon}{prime}/{epsilon} in the KTeV experiment at Fermilab. Substantial statistics have been accumulated during the 1996-7 run and 1999 run for both {epsilon}{prime}/{epsilon} and rare K{sub L} decay searches. The first KTeV result on {epsilon}{prime}/{epsilon} published last year was Re({epsilon}{prime}/{epsilon}) = (28.0 {+-} 4.1) x 10{sup {minus}4} based on the 23% data from 1996-7 run. Combining with the previous E731, NA31 and the recent preliminary NA48 results, the grand average is Re({epsilon}{prime}/{epsilon}) = (19.3 {+-} 3.6) x 10{sup {minus}4} (with S = 1:49), more than 5{sigma} above zero. More data from both KTeV and NA48 after completing the analysis will further improve the precision of this measurement in the near future and hopefully further improve the agreement. New results on the branching ratio and form factor measurements of K{sub L} {r_arrow} {mu}{sup +} {mu}{sup {minus}} {gamma} using 1997 data are also presented. We find that BR(K{sub L} {r_arrow} {mu}{sup +} {mu}{sup {minus}} {gamma}) = (3.66 {+-} 0.04{sub stat} {+-} 0.07{sub syst}) x 10{sup {minus}7}. The form factor parameter {alpha}{sub K}* is measured to be {alpha}{sub K}* = {minus}0.157{sub {minus}0.027}{sup +0.025}. We make the first measurement of the …

Formation and Erosion of WC Under W{sup +} Irradiation of Graphite

The bombardment of C with 100 keV and 1 MeV W at normal incidence is studied as a function of the incident W fluence experimentally and by computer simulation with the program TRIDYN. Calculated oscillations in the amount of retained W and in the target weight change are confirmed experimentally for 100 keV at room temperature. XPS investigations show W{sub 2}C formation during ion implantation already at room temperature. RBS depth profiles for 1 MeV bombardment show W mobility and surface segregation even at liquid nitrogen (LN{sub 2}) temperatures. At elevated temperatures W clusters to form nano-particles at the surface and the oscillations in the retained amount of W disappear.

The Former Soviet Union and U.S. Foreign Assistance

Seeking to encourage a transition to democracy and free-market economics in the states of the former Soviet Union (FSU), the United States, since December 1991, has offered roughly $7.3 billion in grants for economic and technical assistance to the region. Most of the grant assistance has been provided throughthe AgencyforInternationalDevelopment (USAID). In addition, $4.3 billion has been provided in food aid through the Department of Agriculture, and $2.3 billion by the Department of Defense for nonproliferation purposes. The United States has also subsidized guarantees for more than $12 billion in credits from the Export-Import Bank, Overseas Private Investment Corporation, and the Department of Agriculture.
