Status of RNB facilities in North America.

This paper presents the status of accelerator facilities in North America that are involved in research using radioactive nuclear beams (RNB), including existing and operating facilities, ones currently under construction or undergoing major upgrades, and ones being planned or proposed for the future. Existing RNB facilities are located at TRIUMF (TISOL) in Vancouver, B.C., the Holifield Radioactive Ion Beam Facility (HRIBF) at Oak Ridge National Laboratory, the Argonne Tandem Linear Accelerator System (ATLAS) at Argonne National Laboratory, the National Superconducting Cyclotron Laboratory (NSCL) at Michigan State University, the Nuclear Structure Laboratory at The University of Notre Dame, the 88 Cyclotron at Lawrence Berkeley National Laboratory, and the Cyclotron Institute at Texas A and M University. Currently, there are two major RNB facility upgrades in progress in North America, one at TRIUMF, the ISAC project, and one at NSCL the Intensity Upgrade project. For the future the U. S. Nuclear Science Advisory Committee has given high priority for an advanced RNB facility of the ISOL type. Concepts for such a facility, currently being developed at Argonne National Laboratory and Oak Ridge National Laboratory, are presented. Bremsstrahlung pair-production of positrons with low neutron background.

Minimization of component activation is highly desirable at accelerator-based positron sources. Electrons in the 8- to 14-MeV energy range impinging on a target produce photons energetic enough to create electron-positron pairs; however, few of the photons are energetic enough to produce photoneutrons. Slow positron production by low-energy electrons impinging on a multilayer tungsten target with and without electromagnetic extraction between the layers was studied by simulation. The neutron background from 14-MeV electrons is expected to be significantly lower than that encountered with higher-energy electron beams. Numerical results are presented and some ideas for a low-activation slow-positron source are discussed.

Post-Injection Geophysical Evaluation of the Winding Ridge Site CRADA 98-F012, Final Report

Acid mine drainage (AMD) from underground mines is a major environmental problem. The disposal of coal combustion by-products (CCB) is also a major national problem due to the large volumes produced annually and the economics associated with transportation and environmentally safe disposal. The concept of returning large volumes of the CCB to their point of origin, underground mines, and using the typically alkaline and pozzolanic attributes of the waste material for the remediation of AMD has been researched rather diligently during the past few years by various federal and state agencies and universities. As the result, the State of Maryland initiated a full-scale demonstration of this concept in a small, 5-acre, unmapped underground mine located near Friendsville, MD. Through a cooperative agreement between the State of Maryland and the U.S. Department of Energy, several geophysical techniques were evaluated as potential tools for the post-injection evaluation of the underground mine site. Three non-intrusive geophysical surveys, two electromagnetic (EM) techniques and magnetometry, were conducted over the Frazee Mine, which is located on Winding Ridge near Friendsville, MD. Estimates of frequency-dependent compressibility from a quasistatic double-porosity model

Gassmann's relationship between the drained and undrained bulk modulus of a porous medium is often used to relate the dry bulk modulus to the saturated bulk modulus for elastic waves, because the compressibility of air is considered so high that the dry rock behaves in a drained fashion and the frequency of elastic waves is considered so high that the saturated rock behaves in an undrained fashion. The bulk modulus calculated from ultrasonic velocities, however, often does not match the Gassmann prediction. Mavko and Jizba examined how local flow effects and unequilibrated pore pressures can lead to greater stiffnesses. Their conceptual model consists of a distribution of porosities obtained from the strain-versus-confining-pressure behavior. Stiff pores that close at higher confining pressures are considered to remain undrained (unrelaxed) while soft pores drain even for high-frequency stress changes. If the pore shape distribution is bimodal, then the rock approximately satisfies the assumptions of a double-porosity, poroelastic material. Berryman and Wang [1995] established linear constitutive equations and identified four different time scales of ow behavior: (1) totally drained, (2) soft pores are drained but stiff pores are undrained, (3) soft and stiff pores are locally equilibrated, but undrained beyond the grain scale, and …

324 Building fire hazards analysis implementation plan

In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the US Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480.7A. Additionally, one observation was provided. To date, four of the recommendations and the one observation have been completed. Actions identified for seven of the recommendations are currently in progress. Exemption requests will be transmitted to DOE-RL for three of the recommendations. Six of the recommendations are related to future shut down activities of the facility and the corrective actions are not being addressed as part of this plan. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process. 327 Building fire hazards analysis implementation plan

In March 1998, the 327 Building Fire Hazards Analysis (FRA) (Reference 1) was approved by the US Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (B and WHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in five areas and provided nine recommendations (11 items) to bring the 327 Building into compliance. To date, actions for five of the 11 items have been completed. Exemption requests will be transmitted to DOE-RL for two of the items. Corrective actions have been identified for the remaining four items. The completed actions address combustible loading requirements associated with the operation of the cells and support areas. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. B and WHC will use this Implementation Plan to bring the 327 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.
