[Edited Version of John Tower Speech to Small Business Professionals about the Small Business Administration, June 16, 1975]

Speech given by John Tower to small business professionals. Senator Tower discusses how small businesses are good for the economy and could help alleviate current issues. However, Tower perceives three factors that hold back small businesses: federal regulation, high taxes, and federal subsidy programs that have limited impact. He proposes that the national commission on small business should study the effect of federal regulations on small businesses, the effectiveness of federal subsidy programs, and alternative solutions to create a favorable economic environment for small business. The Small Business Administration should serve as a information and resource center for small businesses to learn about ways to effectively compete.
