The first page of this document is copy of a transcript of a letter to the citizens of Texans, questioning the arrest of Zavalla and calling it a "pretense by which to introduce [Mexican] troops" to Texas. The second page of this document is copy of a transcript for an official order from General Cos to the Commander Ugartachea, in which Cos orders Ugartachea to use whatever Calvary deployment necessary to arrest of Don Lorenzo de Zavala. Cos also orders Ugartachea to force all the inhabitants to Goliad, where customs officers will examine their accounts.
