Connally explains that the letter from Carswell dated February 18 regarding Pauley was delivered while he was attending the United Nations conference in London as a delegate during which Pauley withdrew his nomination. He advises that he has enclosed a copy of the report he gave to the Senate upon his return from the United Nations conference and that the report conveys his views of U. S. foreign policy.
