Project Hanford management contract quality assurance program implementation plan for nuclear facilities

During transition from the Westinghouse Hanford Company (WHC) Management and Operations (M and O) contract to the Fluor Daniel Hanford (FDH) Management and Integration (M and I) contract, existing WHC policies, procedures, and manuals were reviewed to determine which to adopt on an interim basis. Both WHC-SP-1131,Hanford Quality Assurance Program and Implementation Plan, and WHC-CM-4-2, Quality Assurance Manual, were adopted; however, it was recognized that revisions were required to address the functions and responsibilities of the Project Hanford Management Contract (PHMC). This Quality Assurance Program Implementation Plan for Nuclear Facilities (HNF-SP-1228) supersedes the implementation portion of WHC-SP-1 13 1, Rev. 1. The revised Quality Assurance (QA) Program is documented in the Project Hanford Quality Assurance Program Description (QAPD), HNF-MP-599. That document replaces the QA Program in WHC-SP-1131, Rev. 1. The scope of this document is limited to documenting the nuclear facilities managed by FDH and its Major Subcontractors (MSCS) and the status of the implementation of 10 CFR 830.120, Quality Assurance Requirements, at those facilities. BWR ASSEMBLY SOURCE TERMS FOR WASTE PACKAGE DESIGN

This analysis is prepared by the Mined Geologic Disposal System (MGDS) Waste Package Development Department (WPDD) to provide boiling water reactor (BWR) assembly radiation source term data for use during Waste Package (WP) design. The BWR assembly radiation source terms are to be used for evaluation of radiolysis effects at the WP surface, and for personnel shielding requirements during assembly or WP handling operations. The objectives of this evaluation are to generate BWR assembly radiation source terms that bound selected groupings of BWR assemblies, with regard to assembly average burnup and cooling time, which comprise the anticipated MGDS BWR commercial spent nuclear fuel (SNF) waste stream. The source term data is to be provided in a form which can easily be utilized in subsequent shielding/radiation dose calculations. Since these calculations may also be used for Total System Performance Assessment (TSPA), with appropriate justification provided by TSPA, or radionuclide release rate analysis, the grams of each element and additional cooling times out to 25 years will also be calculated and the data included in the output files.

HYDRODYNAMIC MODELS FOR SLURRY BUBBLE COLUMN REACTORS. FINAL TECHNICAL REPORT ALSO INCLUDES THE QUARTERLY TECHNICAL REPORT FOR THE PERIOD 01/01/1997 - 03/31/1997.

The objective of this study is to develop a predictive experimentally verified computational fluid dynamic (CFD) three phase model. It predicts the gas, liquid and solid hold-ups (volume fractions) and flow patterns in the industrially important bubble-coalesced (churn-turbulent) regime. The input into the model can be either particulate viscosities as measured with a Brookfield viscometer or effective restitution coefficient for particles. A combination of x-ray and {gamma}-ray densitometers was used to measure solid and liquid volume fractions. There is a fair agreement between the theory and the experiment. A CCD camera was used to measure instantaneous particle velocities. There is a good agreement between the computed time average velocities and the measurements. There is an excellent agreement between the viscosity of 800 {micro}m glass beads obtained from measurement of granular temperature (random kinetic energy of particles) and the measurement using a Brookfield viscometer. A relation between particle Reynolds stresses and granular temperature was found for developed flow. Such measurement and computations gave a restitution coefficient for a methanol catalyst to be about 0.9. A transient, two-dimensional hydrodynamic model for production of methanol from syn-gas in an Air Products/DOE LaPorte slurry bubble column reactor was developed. The model predicts downflow of …

Nesting bird deterrents for the Federal Republic of Germany glass log storage pad

A proposed storage pad wi11 be constructed in the 200 West Area for the storage of isotopic heat and radiation sources from the Federal Republic of Germany. The pad will be constructed in the southern portion of the Solid Waste Operations Complex near the existing Sodium Storage Pad (Figure 1). Following a biological review by Pacific Northwest National Laboratory (PNNL) personnel (Brandt 1996), it was determined that in order for construction to take place after March 15, 1997, actions would need to be taken to prevent migratory birds from nesting in the project area. Special attention was focused on preventing sage sparrows and loggerhead shrikes, both Hanford Site species of concern (DOE/RL 1996), from nesting in the area. This activity plan details the methods and procedures that will be used to implement these nesting deterrents.

Tank characterization report for single-shell tank 241-S-104

One of the major functions of the Tank Waste Remediation System (TWRS) is to characterize wastes in support of waste management and disposal activities at the Hanford Site. Analytical data from sampling and analysis, along with other available information about a tank, are compiled and maintained in a tank characterization report (TCR). This report and its appendixes serve as the TCR for single-shell tank 241-S-104. The objectives of this report are: (1) to use characterization data in response to technical issues associated with 241-S- 104 waste; and (2) to provide a standard characterization of this waste in terms of a best-basis inventory estimate. The response to technical issues is summarized in Section 2.0, and the best-basis inventory estimate is presented in Section 3.0. Recommendations regarding safety status and additional sampling needs are provided in Section 4.0. Supporting data and information are contained in the appendixes. This report also supports the requirements of the Hanford Federal Facility Agreement and Consent Order (Ecology et al. 1996) milestone M-44-05.

Molecular genetics of metal detoxification: Prospects for phytoremediation. 1997 annual progress report

'The authors proposed to characterize a number of fission yeast mutants that are hypersensitivity to cadmium and deficient in the production of metal-peptide complexes. For each of the mutants the authors sought to clone the gene responsible for the mutant phenotype and more importantly to define the gene function. They summarize the progress made thus far for each of the mutants. Mutants that hypoproduce phytochelatins are: (1) DS12--The gene has been cloned, but a full length cDNA remains to be isolated. They believe the longest clone is short at the 5 feet end by less than 100 bp. This gene encodes sulfite reductase and its function is needed for Pb-induced sulfide production, but not Cd-induced sulfide production. Since this enzyme acts upstream of cysteine biosynthesis, the likely reason that this mutant hypoproduces phytochelatins is that it fails to produce sufficient cysteine during Cd stress. (2) JS563--The gene has been cloned and found to encode a sulfide dehydrogenase. In vitro, the authors found that the protein binds FAD, converts S{sup 2-} to S{sup 0} while reducing quinone. The protein is membrane associated and has been localized to the mitochondria. Its likely function is to detoxify sulfide in the mitochondria resulting from …

3RD WP PROBABILISTIC CRITICALITY ANALYSIS: METHODOLOGY FOR BASKET DEGRADATION WITH APPLICANTION TO COMMERICAL SNF

This analysis is prepared by the Mined Geologic Disposal System (MGDS) Waste Package Development (WPD) department to describe the latest version of the probabilistic criticality analysis methodology and its application to the entire commercial waste stream of commercial pressurized water reactor (PWR) spent nuclear fuel (SNF) expected to be emplaced in the repository. The purpose of this particular application is to evaluate the 21 assembly PWR absorber plate waste package (WP) with respect to degraded mode criticality performance. The degradation of principal concern is the borated stainless steel absorber plates which are part of the waste package basket and which constitute a major part of the waste package criticality control. The degradation (corrosion, dissolution) of this material will result in the release of most of the boron from the waste package and increase the possibility of criticality. The results of this evaluation will be expressed in terms of the fraction of the PWR SNF which can exceed a given k{sub eff}, as a function of time and the peak value of that fraction over a time period up to several hundred thousand years. Quantum mechanics from an equivalence principle

The authors show that requiring diffeomorphic equivalence for one-dimensional stationary states implies that the reduced action S{sub 0} satisfies the quantum Hamilton-Jacobi equation with the Planck constant playing the role of a covariantizing parameter. The construction shows the existence of a fundamental initial condition which is strictly related to the Moebius symmetry of the Legendre transform and to its involutive character. The universal nature of the initial condition implies the Schroedinger equation in any dimension.

Conductivity tracer response method has been set up for liquid circulation velocities measurement. The period of dampened sinusoidal conductivity signals can be clearly identified and then converted into linear and superficial liquid velocities.

This document is the analytical laboratory report for tank 241-AN-103 [Hydrogen Watch Listed] push mode core segments collected between September 13, 1996 and September 23, 1996. The segments were subsampled and analyzed in accordance with the Tank 241-AN-103 Push Mode Core Sampling and Analysis Plan (TSAP), the Safety Screening Data Quality Objective (DQO) and the Flammable Gas Data Quality Objective (DQO). The analytical results are included in the data summary table. The raw data are included in this document. None of the samples submitted for Total Alpha Activity (AT), Total Organic Carbon (TOC) and Plutonium analyses exceeded notification limits as stated in the TSAP. One sample submitted for Differential Scanning Calorimetry (DSC) analysis exceeded the notification limit of 480 Joules/g (dry weight basis) as stated in the Safety Screening DQO. Appropriate notifications were made. Statistical evaluation of results by calculating the 95% upper confidence limit is not performed by the 222-S Laboratory and is not considered in this report. Appearance and Sample Handling Attachment 1 is a cross reference to relate the tank farm identification numbers to the 222-S Laboratory LabCore/LIMS sample numbers. Gyrokinetic theory for arbitrary wavelength electromagnetic modes in tokamaks

A linear gyrokinetic system for arbitrary wavelength electromagnetic modes is developed. A wide range of modes in inhomogeneous plasmas, such as the internal kink modes, the toroidal Alfven eigenmode (TAE) modes, and the drift modes, can be recovered from this system. The inclusion of most of the interesting physical factors into a single framework enables one to look at many familiar modes simultaneously and thus to study the modifications of and the interactions between them in a systematic way. Especially, the authors are able to investigate self-consistently the kinetic MHD phenomena entirely from the kinetic side. Phase space Lagrangian Lie perturbation methods and a newly developed computer algebra package for vector analysis in general coordinate system are utilized in the analytical derivation. In tokamak geometries, a 2D finite element code has been developed and tested. In this paper, they present the basic theoretical formalism and some of the preliminary results.

In high temperature engineering applications, commercially available silicon nitride non-oxide ceramics have retained special attention because of their superior thermal, mechanical, and chemical properties. These properties mainly include a high fracture strength and toughness, a low coefficient of thermal expansion relative to other ceramics, good thermal shock resistance, and good chemical stability. With silicon carbide, silicon nitride was the second material selected for heat exchangers in the High Temperature Advanced Furnace being developed under the DOE Combustion 2000 program. Their potential use in heat exchangers is, however, limited in time since both materials corrode severely in high temperature coal combustion atmospheres containing alkali compounds. Thus, this research will first focus on enhancing the performance of Si{sub 3}N{sub 4} ceramics by coating them with alkali corrosion resistant materials such as CMZP and Mg-doped Al{sub 2}TiO{sub 5} oxide ceramics.

Integrated monitoring and surveillance system demonstration project: Phase I accomplishments

The authors present the results of the Integrated Monitoring and Surveillance System (IMSS) demonstration project Phase I efforts. The rationale behind IMSS development is reviewed and progress in each of the 5 basic tasks is detailed. Significant results include decisions to use Echelon LonWorks networking protocol and Microsoft Access for the data system needs, a preliminary design for the plutonium canning system glovebox, identification of facilities and materials available for the demonstration, determination of possibly affected facility documentation, and a preliminary list of available sensor technologies. Recently imposed changes in the overall project schedule and scope are also discussed and budgetary requirements for competition of Phase II presented. The results show that the IMSS demonstration project team has met and in many cases exceeded the commitments made for Phase I deliverables.

Efficient polishing of aspheric optics (open access)

Efficient polishing of aspheric optics

The objectives of this project are to develop, evaluate, and optimize novel designs for a polishing tool intended for ultra-precise figure corrections on aspheric optics with tolerances typical of those required for use in extreme ultraviolet (EUV) projection lithography. This work may lead to an enhanced US industrial capability for producing optics for EUV, x-ray and, other high precision applications. LLNL benefits from developments in computer-controlled polishing and the insertion of fluid mechanics modeling into the precision manufacturing area. Our accomplishments include the numerical estimation of the hydrodynamic shear stress distribution for a new polishing tool that directs and controls the interaction of an abrasive slurry with an optical surface. A key milestone is in establishing a correlation between the shear stress predicted using our fluid mechanics model and the observed removal footprint created by a prototype tool. In addition, we demonstrate the ability to remove 25 nm layers of optical glass in a manner qualitatively similar to macroscopic milling operations using a numerically- controlled machine tool. Other accomplishments include the development of computer control software for directing the polishing tool and the construction of a polishing testbed.
