While there is an affidavit from other parties in Illinois enclosed, Murphy states it would likely not be signed and therefore should not be used. He suggests because of the length of time it would take to acquire information about these lands, the requirement for affidavits should be waved for the purpose of payment. He remits a copy he believes will serve their purposes in this matter.
