The departments reported obligating about $14.2 billion for these programs in FY 2012 with the majority (78 percent) of funding going to programs that supported graduate medical education--postgraduate internship and residency training for physicians and certain other health professionals. Specifically, two programs administered by HHS's Centers for Medicare & Medicaid Services--Medicare payments to teaching hospitals for Direct Graduate Medical Education and Medicare payments to teaching hospitals for Indirect Medical Education-- accounted for about 66 percent of total reported health care workforce training funding in FY 2012."

Testimony issued by the Government Accountability Office with an abstract that begins "GAO reported that the Department of Homeland Security (DHS) had made considerable progress toward obtaining a clean opinion on its financial statements. For example, DHS reduced the number of audit qualifications from 11 in 2005 to 1 in 2010. DHS is working to resolve the deficiencies in the U.S. Coast Guard's (USCG) ability to complete certain reconciliations and provide evidence supporting certain components of general property, plant, and equipment and heritage and stewardship assets that caused DHS's auditors to issue a qualified opinion on its fiscal year 2012 financial statements. DHS has a goal of achieving a clean opinion for fiscal year 2013. However, the DHS auditors' report for fiscal year 2012, the most recently completed audit, indicated that DHS continues to rely on compensating controls and complex manual work-arounds to support its financial reporting, rather than sound internal control and effective financial management systems."

FAA has established various mechanisms to facilitate collaboration with these entities. For example, FAA has entered into formal agreements with the Department of Defense (DOD) and the National Aeronautics and Space Administration (NASA) on obtaining appropriate safety data and coordinating research and development, respectively. FAA has also involved industry stakeholders and academia in the development of standards and research for UAS operations. FAA recently created the UAS Integration Office, within FAA, to coordinate all intra-agency UAS efforts and provide organizational leadership. Continued collaboration among UAS stakeholders will be critical to minimizing duplication of research and addressing implementation obstacles."

Testimony issued by the Government Accountability Office with an abstract that begins "Most of the agencies GAO reviewed for its September 2012 report leveraged a fraction of their buying power. More specifically, in fiscal year 2011, the Departments of Defense (DOD), Homeland Security, Energy, and Veterans Affairs (VA) accounted for 80 percent of the $537 billion in federal procurement spending, but reported managing about 5 percent of that spending, or $25.8 billion, through strategic sourcing efforts. Similarly, GAO found that the Federal Strategic Sourcing Initiative had only managed a small amount of spending through its four government-wide strategic sourcing initiatives in fiscal year 2011, although it reported achieving significant savings on those efforts. Further, we found that most selected agencies' efforts did not address their highest spending areas, such as services, which may provide opportunities for significant savings."

As it continues to mature, however, more work remains for DHS to address gaps and weaknesses in its current operational and implementation efforts, and to strengthen the efficiency and effectiveness of those efforts. In its assessment of DHS's progress and challenges 10 years after the terrorist attacks of September 11, 2001, as well as its more recent work, GAO reported that DHS had, among other things, developed strategic and operational plans across its range of missions; established new, or expanded existing, offices and programs; and developed and issued policies, procedures, and regulations to govern its homeland security operations. Interview with Louis Meade Burton and Patricia Ruth Scott Burton, a couple who were involved with the school system in Kerrville, Texas. Mr. and Mrs. Burton discuss their family histories, their move move to the area, Pat's work with the Tivy school system, Louis's coaching career, and the flood of 1932. The interview includes photographs of the couple and their family, on pages 27-37.

The year 2008 resulted in 99 scans that were funded through NIH agencies. An additional 43 MRI scans were funded by industry. Over 250 scans were acquired by various investigators as �pilot� data to be used for future grant applications. While these numbers are modest in comparison to most busy research MRI Centers, they are in line with that of a newly established MRI research facility. The initial 12-18 months of operation were primarily dedicated to establishing new IRB approved research studies, and acquiring pilot data for future grant applications. During the year 2009 the MRI Center continued to show positive growth with respect to funded studies and the number of scan sessions. The number of NIH sponsored scans increased to 242 and the number of industry funded studies climbed to 81. This more than doubled our numbers of funded scans over the previous year. In addition, 398 scans were acquired as pilot data; most of which were fMRI�s. The MRI Center continued to expand with additional researchers who were interested in probing the brain�s response to chronic pain. The National Museum of the Pacific War presents an interview with Gerald Campbell. Campbell joined the Army around 1943. He served as a replacement for the 77th Infantry Division, and worked aboard an Army personnel carrier. He participated in the amphibious assault on Guam, and the battles of Leyte Gulf and Okinawa. He remained in a convalescent hospital in Saipan, after receiving injuries during the Okinawa campaign. After the war, Campbell returned to the US and was discharged in January of 1946.

The National Museum of the Pacific War presents and oral interview with Arthur Monaghan. Monaghan was born in Houston in 1922. After attending boot camp, he was assigned to Torpedo school in San Diego. He relates the various aspects of training he underwent and tells of being assigned to the Motor Torpedo Base 16. In 1943 his unit boarded a ship and he tells of the living conditions on board. He relates incidents that occurred while stationed on several island of the Philippines as well as one of the Russell Islands, including the introduction of the Mark 13 Torpedo. He also recalls one of his officers falling victim to monkey fever, which lead to his death. Monaghan was discharged soon after his return to the US in 1945.

The National Museum of the Pacific War presents an interview with Frank Lowry. Lowry was drafted into the Coast Guard in August of 1942. He served in the flag semaphore telegraphy system. Additionally, he guarded merchantmen at night. He was transferred to the Baltimore Harbor Coast Guard Office and worked in the Identification Office and as a teletype operator. He also participated in the Navy V-12 program. He completed Midshipman school and served aboard the USS PC-819. Their job was to sweep Dutch Harbor, Alaska for submarines using sonar. He provides detail of the PC-819, and life aboard the ship. His job aboard was Communications Officer, Engineering Officer and later, Executive Officer.

The National museum of the Pacific War presents an ortal interview with James Metcalf. Metcalf joined the Navy in December 1942 and attended aviation ordnance school in Oklahoma after basic training. Afterward, Metcalf was assigned as a gunner in Torpedo Squadron 13 (VT-13) and went aboard USS Franklin (CV-13) in January 1944. Metcalf flew raids on Guam, Peleliu, Okinawa, Formosa, and Iwo Jima while with VT-13. He was aboard the Franklin in March when it was attacked and severly damaged. He returned with the ship to the US.

The National Museum of the Pacific War presents an oral interview with Harold M. Wordsman. Wordsman was born in Manhattan, New York, in May 1924. Inducted into the Navy in February 1943, he went to boot camp at Bainbridge, Maryland. He was then assigned to electrician’s school at the Brooklyn Navy Yard. After completing school he went aboard the USS Texas (BB-35). The ship was involved in Operation Overlord and he recalls a medical team coming on board and setting up a surgical center in a portion of the ship. On 8 June 1944, wounded Army soldiers were brought on board for treatment. He recalls the ship’s crewmen provided comfort to the wounded. On 24 June the Texas participated in the bombardment of Cherbourg, France and while doing so was hit by German artillery. After undergoing repairs at Plymouth, England the Texas joined other ships to provide fire support during Operation Dragoon. Upon the ship’s return to the Brooklyn Navy Yard, Wordsman was assigned to an APD. He recalls the ship was carrying a UDT team and was proceeding to Kyushu when Japan surrendered. The ship returned to Pearl Harbor and he was discharged soon thereafter. Following his discharge in …
