Defense Trade: Observations on Issues Concerning Offsets

Testimony issued by the General Accounting Office with an abstract that begins "Defense offsets are the full range of industrial and commercial benefits that firms provide to foreign governments as inducements or conditions for the purchase of military goods and services. The U.S. government has maintained a "hands off" policy toward defense offsets, viewing them as part of the transaction between the contracting parties. However, offsets are one of the many factors contributing to the globalization of the U.S. industrial base. This testimony presents GAO's observations on (1) the impact of offsets, (2) trends in defense offsets, and (3) the quality and extent of information currently available concerning offsets. Views on the effects of offsets are divided between those who believe that they are both positive and an unavoidable part of doing business overseas and those who believe that they harm the U.S. industrial base. Recently, countries buying U.S. defense items have become increasingly sophisticated in their offset demands. Finally, identifying the effect of offsets on industrial sectors or the U.S. economy as a whole is difficult."

Oral History Interview with James S. Bargsley, December 15, 2000

The National Museum of the Pacific War presents an oral interview with James S. Bargsley. Bargsley grew up in Texas and joined the Navy in 1942. Once he finished training, he was assigned to duty on the USS Fallard (DE-222) and then the USS Bassett (APD-73). From San Diego, they departed for Pearl Harbor, knowing they were preparing for the invasion of Japan. In June 1945 they departed for Eniwetok Atoll, then to Guam, then to the Ulithi Atoll. On July 2, 1945, the ship reported to Commander Philippine Sea Frontier for duty. On August 3, 1945, the ship went to rescue the survivors of the USS Indianapolis (CA-35). The survivors were transferred to the fleet hospital the next day. Then they went to New Guinea, where they heard of the atomic bomb being dropped, and in September to Manila. From the Philippines the ship went to Okinawa and then to Wakayama, Japan with the LCT convoy. The Bassett detached from her duties in November and Bargsley was discharged in December 1945.

A Users manual for the nonlinear kinematic hardening model for cyclic loading

This report describes the implementation of the Chaboche type Nonlinear Kinematic Hardening Model developed for the PNGV SPP (Partnership for the Next Generation Vehicle, Spring-back Predictability Project). The material model includes a nonlinear kinematic and isotropic hardening law, transverse anisotropy, strain range memorization for cyclic hardening/softening and viscoplasticity. This report is a companion to the report: ''A Return Mapping Algorithm for Cyclic Viscoplastic Constitutive Models'' which concentrates on the theoretical aspects of the model. This report summarizes the necessary parameters for the model, briefly discusses their interpretation and shows some numerical simulations. The report also specifies the data structure requirements for linking the material model software by explicitly referencing the source code delivered to the SPP collaborators.
