Human Capital: The Department of Health and Human Service's and Environmental Protection Agency's Use of Special Pay Rates for Consultants and Scientists
Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Health and Human Services (HHS) use of special hiring authorities under 42 U.S.C. §§ 209(f) and (g) has increased in recent years, from 5,361 positions in 2006 to 6,697 positions in 2010, an increase of around 25 percent. Nearly all HHS Title 42 employees work in one of three HHS operating divisions: the National Institutes of Health (NIH), the Food and Drug Administration (FDA), and the Centers for Disease Control and Prevention (CDC). Title 42 employees at HHS serve in a variety of areas, including scientific and medical research support and in senior, director-level leadership positions. At NIH, one-quarter of all employees, and 44 percent of its researchers and clinical practitioners, were Title 42 appointees."

Medicare: Trends in Beneficiaries Served and Hospital Resources Used in Implantable Medical Device Procedures
Correspondence issued by the Government Accountability Office with an abstract that begins "Overall, orthopedic IMD admission rates were substantially higher in 2009 compared with 2003, while admission rate patterns among cardiac IMDs were mixed. Admission rates rose for each of the orthopedic IMDs in our study, with knee replacement rates growing 6.7 percent per year. The picture for inpatient cardiac IMD procedures was more mixed; admission rates for dual-chamber pacemakers decreased steadily while rates for AICDs and drug-eluting stents increased through 2006 and generally declined thereafter, in part reflecting a shift of surgeries to the outpatient setting. While the proportion of both orthopedic and cardiac IMD beneficiaries in poor or very poor health grew throughout our period of study, this trend was far more evident for cardiac IMD beneficiaries after 2007."

Medicare Savings Programs: Implementation of Requirements Aimed at Increasing Enrollment
A letter report issued by the Government Accountability Office with an abstract that begins "The Social Security Administration (SSA) took a number of steps to implement the Medicare Improvements for Patients and Providers Act of 2008 (MIPPA) requirements aimed at eliminating barriers to Medicare Savings Program (MSP) enrollment and spent about $12 million in fiscal years 2009 through 2011 to do so. SSA reported transferring over 1.9 million Low-Income Subsidy (LIS) program applications to state Medicaid agencies between January 4, 2010 and May 31, 2012. SSA also took steps to make information available to potentially eligible individuals, conduct outreach, and train SSA staff on MSPs. In fiscal years 2009 and 2010, SSA spent $9.2 million of the $24.1 million appropriated by MIPPA for initial implementation costs, and in fiscal year 2011, SSA spent about $2.5 million of the $3 million appropriated by MIPPA for ongoing administrative costs. SSA officials told GAO that implementing the MIPPA requirements has not significantly affected its overall workload and that SSA expects funding provided under the law to be sufficient to carry out the requirements."

Recovery Act: Broadband Programs Are Ongoing, and Agencies' Efforts Would Benefit from Improved Data Quality
A letter report issued by the Government Accountability Office with an abstract that begins "The progress of the broadband projects is difficult to measure because of data limitations. As projects progress, the National Telecommunications and Information Administration (NTIA) and the Rural Utilities Service (RUS) disburse awarded funds to projects on, for example, a reimbursement basis. As of July 2012, NTIA has disbursed approximately $1.9 billion of the $3.8 billion it awarded for projects under the Broadband Technology Opportunities Program (BTOP), and as of June 2012, RUS has disbursed approximately $1 billion of the $3.3 billion it awarded for projects under the Broadband Initiatives Program (BIP). These disbursements are one measure of progress, and the disbursements indicate that the projects in aggregate are less than half complete. However, disbursements sometimes lag behind actual progress for a number of reasons, such as contracts that provide for payment after work is completed. In addition, the agencies have been inconsistent in collecting non-financial data on project progress. While NTIA has collected data on BTOP projects, RUS did not collect data until recently. Nuclear Nonproliferation: Further Actions Needed by U.S. Agencies to Secure Vulnerable Nuclear and Radiological Materials
Testimony issued by the Government Accountability Office with an abstract that begins "The Presidents 4-year initiative is a worthwhile effort designed to accelerate U.S. and international efforts to secure nuclear material worldwide. However, as GAO reported in December 2010, the governmentwide strategy approved by the National Security Council (NSC) for the initiative lacked specific details regarding how the initiative will be implemented. As a result, key details associated with the initiative are unclear, including its overall estimated cost, time frame for completion of work, and scope of planned work. In its 2010 report, GAO recommended, among other things, that NSC lead the interagency development of a more detailed implementation plan for the Presidents 4-year initiative. NSC did not comment on GAOs recommendations."

Unmanned Aircraft Systems: Measuring Progress and Addressing Potential Privacy Concerns Would Facilitate Integration into the National Airspace System [Reissued on September 18, 2012]
A letter report issued by the Government Accountability Office with an abstract that begins "Progress has been made, but additional work is needed to overcome many of the obstacles to the safe integration of unmanned aircraft systems (UAS) that GAO identified in 2008. GAO reported in 2008 that UAS could not meet the aviation safety requirements developed for manned aircraft and that this posed several obstacles to safe and routine operation in the national airspace system. These obstacles still exist and include the inability for UAS to sense and avoid other aircraft and airborne objects in a manner similar to manned aircraft; vulnerabilities in the command and control of UAS operations; the lack of technological and operational standards needed to guide safe and consistent performance of UAS; and final regulations to accelerate the safe integration of UAS into the national airspace system. The Joint Planning and Development Office of the FAA has provided UAS stakeholders with a framework to collaborate and coordinate their UAS integration efforts."

Follow-up on the Haiti Earned Import Allowance Program
Correspondence issued by the Government Accountability Office with an abstract that begins "Exports of Haitian apparel to the United States under EIAP have increased substantially since we last reported in 2011. Although only three account holders are actively earning credits and two have begun to use them, in the 12-month period ending November 19, 2012, the number of credits OTEXA issued increased to about 42 million SMEs from approximately 8 million SMEs during the same period 1 year earlier. Similarly, over this period, the number of credits redeemed, or used by account holders increased to about 25 million SMEs from approximately million SMEs in 2011. In addition, exports of Haitian apparel to the United States under EIAP have grown faster than non-EIAP exports. Last year, we reported that about $350,000 in Haitian apparel had been exported to the United States under EIAP from January through August of 2011--about 0.07 percent of all Haitian apparel exported to the United States during that period. In contrast, from January through August of 2012, nearly $18 million in Haitian apparel was exported under EIAP--about 4 percent of Haitian apparel exported to the United States during this period. Small Employer Health Tax Credit: Factors Contributing to Low Use and Complexity
A letter report issued by the Government Accountability Office with an abstract that begins "Fewer small employers claimed the Small Employer Health Insurance Tax Credit in tax year 2010 than were estimated to be eligible. While 170,300 small employers claimed it, estimates of the eligible pool by government agencies and small business advocacy groups ranged from 1.4 million to 4 million. The cost of credits claimed was $468 million. Most claims were limited to partial rather than full percentage credits (35 percent for small businesses) because of the average wage or full-time equivalent (FTE) requirements. 28,100 employers claimed the full credit percentage. In addition, 30 percent of claims had the base premium limited by the state premium average."

Motorcycle Safety: Increasing Federal Funding Flexibility and Identifying Research Priorities Would Help Support States' Safety Efforts
A letter report issued by the Government Accountability Office with an abstract that begins "GAO estimated that the total direct measurable costs of motorcycle crashes-- costs that directly result from a crash and that can and have been measured-- were approximately $16 billion in 2010. However, the full costs of motorcycle crashes are likely higher because some difficult-to-measure costs--such as longer-term medical costs--are not included. Victims and their families, as well as society--including employers, private insurers, healthcare providers, government, and others--bear these costs. The National Highway Traffic Safety Administration (NHTSA) estimated that society bears about three-quarters of the measurable costs of all motor vehicle crashes. Society's share of the costs of motorcycle crashes may be similar or higher, in part because injuries from these crashes are generally more severe than those from other motor vehicle crashes."

National Medicaid Audit Program: CMS Should Improve Reporting and Focus on Audit Collaboration with States
A letter report issued by the Government Accountability Office with an abstract that begins "Compared to the initial test audits and the more recent collaborative audits, the majority of the Medicaid Integrity Groups (MIG) audits conducted under the National Medicaid Audit Program (NMAP) were less effective because they used Medicaid Statistical Information System (MSIS) data. MSIS is an extract of states claims data and is missing key elements, such as provider names, that are necessary for auditing. Since fiscal year 2008, 4 percent of the 1,550 MSIS audits identified $7.4 million in potential overpayments, 69 percent did not identify overpayments, and the remaining 27 percent were ongoing. In contrast, 26 test audits and 6 collaborative auditswhich used states more robust Medicaid Management Information System (MMIS) claims data and allowed states to select the audit targetstogether identified more than $12 million in potential overpayments. Furthermore, the median amount of the potential overpayment for MSIS audits was relatively small compared to test and collaborative audits."

Inmate Reentry Programs: Enhanced Information Sharing Could Further Strengthen Coordination and Grant Management
A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2011, the Departments of Justice (DOJ), Labor (Labor), and Health and Human Services (HHS) separately administered nine fragmented but minimally overlapping reentry grant programs with low risk of duplication. Specifically, GAO found that these grant programs are fragmented since more than one federal agency is involved in administering the programs. Further, GAO found that overlap across the nine programs was minimal because the programs varied in (1) their applicant eligibility criteria, (2) the extent to which their funds solely benefit the reentry population, and (3) their primary services funded. For example, Labor's reentry program limits eligibility to private, nonprofit organizations that will use the funds primarily to assist current or former inmates--residing in or released from any facility--with their employment needs. In contrast, one of DOJ's reentry programs limits eligibility to governmental entities that will use the funds primarily to assist current or former inmates--residing in or released from state, local, or tribal facilities--with their substance abuse treatment needs.
