Most cities, with the exception of those cities with the highest poverty rates, received roughly the same amount of economic development funding per person living in poverty. Further, when we examined how grant funds are distributed to cities based on their unemployment rates, we also found that some cities with higher unemployment rates received less funding per unemployed person than other cities with lower unemployment rates. However, we did find that a small number of cities (17 out of a total of 465 cities) with the highest unemployment rates received funding that was roughly 40 percent higher than the average for unemployed populations in all cities."

Nearly all HHS Title 42 employees work in one of three HHS operating divisions: the National Institutes of Health (NIH), the Food and Drug Administration (FDA), and the Centers for Disease Control and Prevention (CDC). Title 42 employees at HHS serve in a variety of areas, including scientific and medical research support and in senior, director-level leadership positions. At NIH, one-quarter of all employees, and 44 percent of its researchers and clinical practitioners, were Title 42 appointees."

A letter report issued by the Government Accountability Office with an abstract that begins "The Social Security Administration (SSA) took a number of steps to implement the Medicare Improvements for Patients and Providers Act of 2008 (MIPPA) requirements aimed at eliminating barriers to Medicare Savings Program (MSP) enrollment and spent about $12 million in fiscal years 2009 through 2011 to do so. SSA reported transferring over 1.9 million Low-Income Subsidy (LIS) program applications to state Medicaid agencies between January 4, 2010 and May 31, 2012. SSA also took steps to make information available to potentially eligible individuals, conduct outreach, and train SSA staff on MSPs. In fiscal years 2009 and 2010, SSA spent $9.2 million of the $24.1 million appropriated by MIPPA for initial implementation costs, and in fiscal year 2011, SSA spent about $2.5 million of the $3 million appropriated by MIPPA for ongoing administrative costs. SSA officials told GAO that implementing the MIPPA requirements has not significantly affected its overall workload and that SSA expects funding provided under the law to be sufficient to carry out the requirements."

As projects progress, the National Telecommunications and Information Administration (NTIA) and the Rural Utilities Service (RUS) disburse awarded funds to projects on, for example, a reimbursement basis. As of July 2012, NTIA has disbursed approximately $1.9 billion of the $3.8 billion it awarded for projects under the Broadband Technology Opportunities Program (BTOP), and as of June 2012, RUS has disbursed approximately $1 billion of the $3.3 billion it awarded for projects under the Broadband Initiatives Program (BIP). These disbursements are one measure of progress, and the disbursements indicate that the projects in aggregate are less than half complete. However, disbursements sometimes lag behind actual progress for a number of reasons, such as contracts that provide for payment after work is completed. In addition, the agencies have been inconsistent in collecting non-financial data on project progress. While NTIA has collected data on BTOP projects, RUS did not collect data until recently. A letter report issued by the Government Accountability Office with an abstract that begins "Progress has been made, but additional work is needed to overcome many of the obstacles to the safe integration of unmanned aircraft systems (UAS) that GAO identified in 2008. GAO reported in 2008 that UAS could not meet the aviation safety requirements developed for manned aircraft and that this posed several obstacles to safe and routine operation in the national airspace system. These obstacles still exist and include the inability for UAS to sense and avoid other aircraft and airborne objects in a manner similar to manned aircraft; vulnerabilities in the command and control of UAS operations; the lack of technological and operational standards needed to guide safe and consistent performance of UAS; and final regulations to accelerate the safe integration of UAS into the national airspace system. The Joint Planning and Development Office of the FAA has provided UAS stakeholders with a framework to collaborate and coordinate their UAS integration efforts."

The Defense Waste Processing Facility (DWPF) processes legacy nuclear waste generated at the Savannah River Site (SRS) during production of plutonium and tritium demanded by the Cold War. The nuclear waste is first treated via a complex sequence of controlled chemical reactions and then vitrified into a borosilicate glass form and poured into stainless steel canisters. Converting the nuclear waste into borosilicate glass canisters is a safe, effective way to reduce the volume of the waste and stabilize the radionuclides. Testing was initiated to determine whether the elimination of formic acid from the DWPF's chemical processing flowsheet would eliminate catalytic hydrogen generation. Historically, hydrogen is generated in chemical processing of alkaline High Level Waste sludge in DWPF. In current processing, sludge is combined with nitric and formic acid to neutralize the waste, reduce mercury and manganese, destroy nitrite, and modify (thin) the slurry rheology. The noble metal catalyzed formic acid decomposition produces hydrogen and carbon dioxide. Elimination of formic acid by replacement with glycolic acid has the potential to eliminate the production of catalytic hydrogen. Flowsheet testing was performed to develop the nitric-glycolic acid flowsheet as an alternative to the nitric-formic flowsheet currently being processed at the DWPF. This new …

The Cryogenic Dark Matter Search (CDMS) utilizes large mass, 3-inch diameter x 1-inch thick target masses as particle detectors. The target is instrumented with both phonon and ionization sensors and comparison of energy in each channel provides event-by-event classification of electron and nuclear recoils. Fiducial volume is determined by the ability to obtain good phonon and ionization signal at a particular location. Due to electronic band structure in germanium, electron mass is described by an anisotropic tensor with heavy mass aligned along the symmetry axis defined by the [111] Miller index (L valley), resulting in large lateral component to the transport. The spatial distribution of electrons varies significantly for detectors which have their longitudinal axis orientations described by either the [100] or [111] Miller indices. Electric fields with large fringing component at high detector radius also affect the spatial distribution of electrons and holes. Both effects are studied in a 3 dimensional Monte Carlo and the impact on fiducial volume is discussed.

We analyse the higher order modes (HOM's) in the 3.9GHz bunch shaping cavities installed in the FLASH facility at DESY. A suite of finite element computer codes (including HFSS and ACE3P) and globalised scattering matrix calculations (GSM) are used to investigate the modes in these cavities. This study is primarily focused on the dipole component of the multiband expansion of the wakefield, with the emphasis being on the development of a HOM-based BPM system for ACC39. Coupled inter-cavity modes are simulated together with a limited band of trapped modes.

We give a systematic treatment of a spin 1=2 particle in a combined electromagnetic field and a weak gravitational field that is produced by a slowly moving matter source. This paper continues previous work on a spin zero particle, but it is largely self-contained and may serve as an introduction to spinors in a Riemann space. The analysis is based on the Dirac equation expressed in generally covariant form and coupled minimally to the electromagnetic field. The restriction to a slowly moving matter source, such as the earth, allows us to describe the gravitational field by a gravitoelectric (Newtonian) potential and a gravitomagnetic (frame-dragging) vector potential, the existence of which has recently been experimentally verified. Our main interest is the coupling of the orbital and spin angular momenta of the particle to the gravitomagnetic field. Specifically we calculate the gravitational gyromagnetic ratio as g{sub g} = 1 ; this is to be compared with the electromagnetic gyromagnetic ratio of g{sub e} = 2 for a Dirac electron.
