The electron-charge effects have been demonstrated to enhance hydrogen storage capacity using materials which have inherent hydrogen storage capacities. A charge control agent (CCA) or a charge transfer agent (CTA) was applied to the hydrogen storage material to reduce internal discharge between particles in a Sievert volumetric test device. GTI has tested the device under (1) electrostatic charge mode; (2) ultra-capacitor mode; and (3) metal-hydride mode. GTI has also analyzed the charge distribution on storage materials. The charge control agent and charge transfer agent are needed to prevent internal charge leaks so that the hydrogen atoms can stay on the storage material. GTI has analyzed the hydrogen fueling tank structure, which contains an air or liquid heat exchange framework. The cooling structure is needed for hydrogen fueling/releasing. We found that the cooling structure could be used as electron-charged electrodes, which will exhibit a very uniform charge distribution (because the cooling system needs to remove heat uniformly). Therefore, the electron-charge concept does not have any burden of cost and weight for the hydrogen storage tank system. The energy consumption for the electron-charge enhancement method is quite low or omitted for electrostatic mode and ultra-capacitor mode in comparison of other hydrogen storage …

We report results from an experimental and theoretical study of the ternary alloy Ti-6Al-4V to 221 GPa. We observe a phase transition to the hexagonal {omega}-phase at approximately 30 GPa, and then a further transition to the cubic {beta}-phase starting at 94-99 GPa. We do not observe the orthorhombic {gamma} and {delta} phases reported previously in pure Ti. Computational studies show that this sequence is possible only if there is significant local atomic ordering during the compression process, yet insufficient atomic diffusion to reach the phase separated thermodynamic equilibrium state.

The goal of the FACETS project (Framework Application for Core-Edge Transport Simulations) was to provide a multiphysics, parallel framework application (FACETS) that will enable whole-device modeling for the U.S. fusion program, to provide the modeling infrastructure needed for ITER, the next step fusion confinement device. Through use of modern computational methods, including component technology and object oriented design, FACETS is able to switch from one model to another for a given aspect of the physics in a flexible manner. This enables use of simplified models for rapid turnaround or high-fidelity models that can take advantage of the largest supercomputer hardware. FACETS does so in a heterogeneous parallel context, where different parts of the application execute in parallel by utilizing task farming, domain decomposition, and/or pipelining as needed and applicable. ParaTools, Inc. was tasked with supporting the performance analysis and tuning of the FACETS components and framework in order to achieve the parallel scaling goals of the project. The TAU Performance System® was used for instrumentation, measurement, archiving, and profile / tracing analysis. ParaTools, Inc. also assisted in FACETS performance engineering efforts. Recent high profile military-related cases involving U.S. armed forces in Afghanistan, including the deadly attack on Afghan civilians allegedly by a service member, the accidental burning of the Quran, and service members allegedly urinating on Afghan corpses, have resulted in increased public and congressional interest in military discipline and the military justice system. The Uniform Code of Military Justice (UCMJ) authorizes three types of courts-martial: (1) summary court-martial; (2) special court martial; and (3) general court-martial. Depending on the severity of the alleged offense, the accused's commanding officer enjoys great discretion with respect to the type of court-martial to convene. This report discusses the court martial procedure in further detail.

Prompt gamma-ray burst (GRB) emission requires some mechanism to dissipate an ultrarelativistic jet. Internal shocks or some form of electromagnetic dissipation are candidate mechanisms. Any mechanism needs to answer basic questions, such as what is the origin of variability, what radius does dissipation occur at, and how does efficient prompt emission occur. These mechanisms also need to be consistent with how ultrarelativistic jets form and stay baryon pure despite turbulence and electromagnetic reconnection near the compact object and despite stellar entrainment within the collapsar model. We use the latest magnetohydrodynamical models of ultrarelativistic jets to explore some of these questions in the context of electromagnetic dissipation due to the slow collisional and fast collisionless reconnection mechanisms, as often associated with Sweet-Parker and Petschek reconnection, respectively. For a highly magnetized ultrarelativistic jet and typical collapsar parameters, we find that significant electromagnetic dissipation may be avoided until it proceeds catastrophically near the jet photosphere at large radii (r {approx} 10{sup 13}-10{sup 14}cm), by which the jet obtains a high Lorentz factor ({gamma} {approx} 100-1000), has a luminosity of L{sub j} {approx} 10{sup 50}-10{sup 51} erg s{sup -1}, has observer variability timescales of order 1s (ranging from 0.001-10s), achieves {gamma}{theta}{sub j} {approx} 10-20 …

Interview with Cece Cox, Executive Director of Resource Center of Dallas and longtime activist in the LGBT community. The interview includes Cox's personal experiences of childhood in Bartlesville, Oklahoma, her college years at Northwestern University, and coming out the family, friends, and co-workers. Cox talks about the awareness of her sexual orientation, the supportive reactions of family, her decision to move to Dallas, Texas for a job, her involvement in the Dallas LGBT community, thoughts on Texas Penal Code 21.06-the Sodomy Law, the struggle for gay men to receive AIDS treatment at Parkland Memorial Hospital, Dallas Gay Alliance's activism in AIDS treatment and care as well as in the struggle for equal treatment and human rights. Additionally, Cox talks about her impressions of Don Baker, Judge Jerry Buchmeyer and his decision to overturn penal code 21.06, changes in Dallas's LGBT community, family life, and Resource Center Dallas's history and services. The interview also includes an appendix with articles, Vol. 4, No. 2 of the THRF News newsletter, and a certificate of incorporation for the Foundation For Human Understanding.

Challenges to Russia's democratic development have long been of concern to Congress as it has considered the course of U.S.-Russia cooperation. Some in Congress have criticized the conduct of the election, but have endorsed continued engagement, while others have called for stepping back and reevaluating the Obama Administration's engagement policy which assists in solving mutual strategic concerns. Congress may consider the implications of another Putin presidency, lagging democratization, and human rights abuses in Russia as it debates possible future foreign assistance and trade legislation and other aspects of U.S.-Russia relations.

In this lecture, I summarize developments presented at the Lepton Photon 2011 conference and give my perspective on the current situation in high-energy physics. I am grateful to the organizers of Lepton Photon 2011 for providing us a very pleasant and simulating week in Mumbai. This year's Lepton Photon conference has covered the full range of subjects that fall within the scope of high-energy physics, including connections to cosmology, nuclear physics, and atomic physics. The experiments that were discussed detect particles ranging in energy from radio frequencies to EeV.

The National Museum of the Pacific War presents an oral interview with Raymond S. Pugh. Pugh enlisted in the Navy when he was 17 in August, 1941. Pugh begins describing his career in the Navy with his activities on Tulagi. Pugh then shifts to discussing his role aboard the USS Hornet (CV-8) during the Doolittle Raid. He describes watching the pilots practicing taking off the carrier's deck in Chesapeake Bay before sailing through the Panama Canal, loading sixteen B-25s on the Hornet's deck at Alameda and rendezvousing with the USS Enterprise (CV-6) in the Pacific. Pugh recounts a story of encountering his brother at Pearl Harbor close to the end of the war.
