A letter report issued by the Government Accountability Office with an abstract that begins "After widespread unlawful trading practices surfaced in the mutual fund industry in late 2003, the Securities and Exchange Commission (SEC), through its Office of Compliance Inspections and Examinations (OCIE), took steps intended to revise its examination process to better identify and focus its resources on those activities representing the highest risk to investors. More recently, some registrants raised concerns about the lack of communication from SEC examiners about the status of and results of examinations. This report (1) describes OCIE's revisions after 2003 to the examination approach for investment companies and investment advisers; (2) discusses OCIE's compliance with its examination exit procedures; and (3) describes reforms OCIE implemented since January 2006 to enhance, among other things, communication with registrants. To address these objectives, GAO analyzed OCIE examination data; planning documents and guidance; interviewed OCIE officials; and gathered views of registrants."

Seismic waves in rocks with fluids and fractures

Seismic wave propagation through the earth is often stronglyaffected by the presence of fractures. When these fractures are filledwith fluids (oil, gas, water, CO2, etc.), the type and state of the fluid(liquid or gas) can make a large difference in the response of theseismic waves. This paper summarizes recent work on methods ofdeconstructing the effects of fractures, and any fluids within thesefractures, on seismic wave propagation as observed in reflection seismicdata. One method explored here is Thomsen's weak anisotropy approximationfor wave moveout (since fractures often induce elastic anisotropy due tononuniform crack-orientation statistics). Another method makes use ofsome very convenient fracture parameters introduced previously thatpermit a relatively simple deconstruction of the elastic and wavepropagation behavior in terms of a small number of fracture parameters(whenever this is appropriate, as is certainly the case for small crackdensities). Then, the quantitative effects of fluids on thesecrack-influence parameters are shown to be directly related to Skempton scoefficient B of undrained poroelasticity (where B typically ranges from0 to 1). In particular, the rigorous result obtained for the low crackdensity limit is that the crack-influence parameters are multiplied by afactor (1 ? B) for undrained systems. The Sloan Digital Sky Survey-II Supernova Survey:Search Algorithm and Follow-up Observations

The Sloan Digital Sky Survey-II Supernova Survey has identified a large number of new transient sources in a 300 deg2 region along the celestial equator during its first two seasons of a three-season campaign. Multi-band (ugriz) light curves were measured for most of the sources, which include solar system objects, Galactic variable stars, active galactic nuclei, supernovae (SNe), and other astronomical transients. The imaging survey is augmented by an extensive spectroscopic follow-up program to identify SNe, measure their redshifts, and study the physical conditions of the explosions and their environment through spectroscopic diagnostics. During the survey, light curves are rapidly evaluated to provide an initial photometric type of the SNe, and a selected sample of sources are targeted for spectroscopic observations. In the first two seasons, 476 sources were selected for spectroscopic observations, of which 403 were identified as SNe. For the Type Ia SNe, the main driver for the Survey, our photometric typing and targeting efficiency is 90%. Only 6% of the photometric SN Ia candidates were spectroscopically classified as non-SN Ia instead, and the remaining 4% resulted in low signal-to-noise, unclassified spectra. The Sloan Digital Sky Survey-II Supernova Survey: Technical Summary

The Sloan Digital Sky Survey-II (SDSS-II) has embarked on a multi-year project to identify and measure light curves for intermediate-redshift (0.05 < z < 0.35) Type Ia supernovae (SNe Ia) using repeated five-band (ugriz) imaging over an area of 300 sq. deg. The survey region is a stripe 2.5 degrees wide centered on the celestial equator in the Southern Galactic Cap that has been imaged numerous times in earlier years, enabling construction of a deep reference image for discovery of new objects. Supernova imaging observations are being acquired between 1 September and 30 November of 2005-7. During the first two seasons, each region was imaged on average every five nights. Spectroscopic follow-up observations to determine supernova type and redshift are carried out on a large number of telescopes. In its first two three-month seasons, the survey has discovered and measured light curves for 327 spectroscopically confirmed SNe Ia, 30 probable SNe Ia, 14 confirmed SNe Ib/c, 32 confirmed SNe II, plus a large number of photometrically identified SNe Ia, 94 of which have host-galaxy spectra taken so far. This paper provides an overview of the project and briefly describes the observations completed during the first two seasons of operation.

Small Business Administration: Additional Steps Needed to Enhance Agency Preparedness for Future Disasters

A letter report issued by the Government Accountability Office with an abstract that begins "The Small Business Administration (SBA) is the federal government's primary provider of disaster loans to businesses, homeowners, and renters. In a previous report (GAO- 06-860), GAO found that SBA's limited information systems planning contributed to delays in processing disaster loans for the victims of the 2005 Gulf Coast Hurricanes (Katrina, Rita, and Wilma). To provide further insight into how SBA's disaster preparedness could be enhanced, this second report, initiated under the Comptroller General's authority, assesses other logistical issues (e.g., staffing and space acquisition) that may have affected the efficiency of the agency's response to the hurricanes. Specifically, this report (1) assesses SBA's logistical planning efforts prior to the Gulf Coast hurricanes and current planning efforts and (2) discusses SBA's outreach services to hurricane victims. GAO reviewed disaster planning reports, interviewed SBA officials, and visited the Gulf Coast region."

Small Business Administration: Preliminary Views on Increasing Collaboration with Department of Agriculture Rural Development Offices

Testimony issued by the Government Accountability Office with an abstract that begins "The Small Business Administration (SBA) and Department of Agriculture (USDA) Rural Development offices share a mission of attending to underserved markets, promoting economic development, and improving the quality of life in America through the promotion of entrepreneurship and community development. In the past, these agencies have had cooperative working relationships to help manage their respective rural loan and economic development programs. At this subcommittee's request, GAO has undertaken a review of potential opportunities for SBA to seek increased collaboration and cooperation with USDA Rural Development (Rural Development), particularly given Rural Development's large and recognizable presence in rural communities. In this testimony, GAO provides preliminary views on (1) mechanisms that SBA and USDA have used to facilitate collaboration with other federal agencies and with each other; (2) the organization of SBA and USDA Rural Development field offices; and (3) the planned approach for GAO's recently initiated evaluation on collaboration between SBA and Rural Development. GAO discussed the contents of this testimony with SBA and USDA officials."
