2006 Annual Operations Report for INTEC Operable Unit 3-13, Group 1, Tank Farm Interim Action

This annual operations report describes the requirements followed and activities conducted to inspect, monitor, and maintain the items installed during performance of the Waste Area Group 3, Operable Unit 3-13, Group 1, Tank Farm Interim Action, at the Idaho Nuclear Technology and Engineering Center. This report covers the time period from January 1 through December 31, 2006, and describes inspection and monitoring activities for the surface-sealed areas within the tank farm, concrete-lined ditches and culverts in and around the tank farm, the lift station, and the lined evaporation pond. These activities are intended to assure that the interim action is functioning adequately to meet the objectives stated in the Operable Unit 3-13, Record of Decision for the Group 1, Tank Farm Interim Action (DOE/ID-10660) as described in the Group 1 Remedial Design/Remedial Action Work Plan (DOE/ID-10772).

Avian Flu Pandemic: Potential Impact of Trade Disruptions

Concerns about potential disruptions in U.S. trade flows due to a global health or security risk are not new. The possibility of an avian flu pandemic with consequences for global trade is a concern that has received more attention recently, although some experts believe there is little cause for alarm. Experts disagree on the likelihood of an avian flu pandemic developing at all. This report considers possible trade disruptions, including possible impacts on trade between the United States and countries and regions that have reported avian influenza infections. These disruptions could include countries banning imported goods from infected regions at the onset of the pandemic, de facto bans due to protective health measures, or supply-side constraints caused by health crises in exporting countries.

Testimony issued by the Government Accountability Office with an abstract that begins "The Coast Guard's Deepwater program is a 25-year, $24 billion plan to replace or modernize its fleet of vessels and aircraft. While there is widespread acknowledgment that many of the Coast Guard's aging assets need replacement or renovation, concerns exist about the acquisition approach the Coast Guard adopted in launching the Deepwater program. From the outset, GAO has expressed concern about the risks involved with the Coast Guard's acquisition strategy, and continues to review Deepwater program management. This statement discusses (1) the Coast Guard's acquisition approach for the Deepwater program; (2) previous GAO recommendations to the Coast Guard on Deepwater, highlighting the importance of Integrated Product Teams; and (3) operational challenges the Coast Guard is facing because of performance and design problems with Deepwater patrol boats."

Development of the Low Swirl Injector for Fuel-Flexible Gas Turbines

Industrial gas turbines are primarily fueled with natural gas. However, changes in fuel cost and availability, and a desire to control carbon dioxide emissions, are creating pressure to utilize other fuels. There is an increased interest in the use of fuels from coal gasification, such as syngas and hydrogen, and renewable fuels, such as biogas and biodiesel. Current turbine fuel injectors have had years of development to optimize their performance with natural gas. The new fuels appearing on the horizon can have combustion properties that differ substantially from natural gas. Factors such as turbulent flame speed, heat content, autoignition characteristics, and range of flammability must be considered when evaluating injector performance. The low swirl injector utilizes a unique flame stabilization mechanism and is under development for gas turbine applications. Its design and mode of operation allow it to operate effectively over a wide range of conditions. Studies conducted at LBNL indicate that the LSI can operate on fuels with a wide range of flame speeds, including hydrogen. It can also utilize low heat content fuels, such as biogas and syngas. We will discuss the low swirl injector operating parameters, and how the LSC performs with various alternative fuels.

The Effect of Magnetic Field on HTS Leads What Happens when thePower Fails at RAL?

The key to being able to operate the MICE superconducting solenoids on small coolers is the use of high temperature superconducting (HTS) leads between the first stage of the cooler and the magnet, which operates at around 4.2 K. Because MICE magnets are not shielded, all of the MICE magnets have a stray magnetic field in the region where the coolers and the HTS leads are located. The behavior of the HTS leads in a magnetic field depends strongly on the HTS material used for the leads and the temperature of the cooler first stage temperature. The HTS leads can be specified to operate at the maximum current for the magnet. This report shows how the HTS leads can be specified for use the MICE magnets. MICE magnets take from 1.3 hours (the tracker solenoids) to 3.7 hours (the coupling magnet) to charge to the highest projected operating currents. If the power fails, the cooler and the upper ends of the HTS leads warm up. The question is how one can discharge the magnet to protect the HTS leads without quenching the MICE magnets. Freedom of Information Act: Processing Trends Show Importance of Improvement Plans

Testimony issued by the Government Accountability Office with an abstract that begins "The Freedom of Information Act (FOIA) establishes that federal agencies must provide the public with access to government information, enabling them to learn about government operations and decisions. To help ensure proper implementation, the act requires that agencies annually report specific information about their FOIA operations, such as numbers of requests received and processed and median processing times. In addition, a recent Executive Order directs agencies to develop plans to improve their FOIA operations, including decreasing backlogs. GAO was asked to testify on the results of its study on FOIA processing and agencies' improvement plans. The draft report on the study is currently out for comment at the agencies involved (and is thus subject to change). For the study, GAO reviewed status and trends of FOIA processing at 25 major agencies as reflected in annual reports, as well as the extent to which improvement plans contain the elements emphasized by the Executive Order. To do so, GAO analyzed the 25 agencies' annual reports and improvement plans."
