2006 Annual Operations Report for INTEC Operable Unit 3-13, Group 1, Tank Farm Interim Action

This annual operations report describes the requirements followed and activities conducted to inspect, monitor, and maintain the items installed during performance of the Waste Area Group 3, Operable Unit 3-13, Group 1, Tank Farm Interim Action, at the Idaho Nuclear Technology and Engineering Center. This report covers the time period from January 1 through December 31, 2006, and describes inspection and monitoring activities for the surface-sealed areas within the tank farm, concrete-lined ditches and culverts in and around the tank farm, the lift station, and the lined evaporation pond. These activities are intended to assure that the interim action is functioning adequately to meet the objectives stated in the Operable Unit 3-13, Record of Decision for the Group 1, Tank Farm Interim Action (DOE/ID-10660) as described in the Group 1 Remedial Design/Remedial Action Work Plan (DOE/ID-10772).

Prepared under the Comptroller General's authority, this report assesses (1) the status of the LUCA Program, (2) the Bureau's response to prior recommendations by GAO and others and new challenges related to the program, and (3) the Bureau's plans for conducting the program in areas affected by hurricanes Katrina and Rita. GAO reviewed LUCA program documents, met with and surveyed participants in the LUCA Dress Rehearsal, and interviewed Bureau officials and local officials in the Gulf Coast region."

To that end, this report provides a discussion of what broadband networks look like; how both consumers and independent applications providers gain access to these networks; and the parameters available to network providers (such as their choices about network architecture, overall bandwidth capacity, bandwidth reserved for their own use, traffic prioritization, the terms and rates for access to their networks and for their retail services) that can affect end users’ and independent applications providers’ access to those networks.

Atmospheric Radiation Measurement program climate research facility operations quarterly report October 1 - December 31, 2006.

Individual raw data streams from instrumentation at the Atmospheric Radiation Measurement (ARM) Program Climate Research Facility (ACRF) fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real time. Raw and processed data are then sent daily to the ACRF Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual data stream, site, and month for the current year and (2) site and fiscal year dating back to 1998. Table 1 shows the accumulated maximum operation time (planned uptime), the actual hours of operation, and the variance (unplanned downtime) for the period October 1 through December 31, 2006, for the fixed and mobile sites. Although the AMF is currently up and running in Niamey, Niger, Africa, the AMF statistics are reported separately and not included in the aggregate average with the fixed sites. Avian Flu Pandemic: Potential Impact of Trade Disruptions

Concerns about potential disruptions in U.S. trade flows due to a global health or security risk are not new. The possibility of an avian flu pandemic with consequences for global trade is a concern that has received more attention recently, although some experts believe there is little cause for alarm. Experts disagree on the likelihood of an avian flu pandemic developing at all. This report considers possible trade disruptions, including possible impacts on trade between the United States and countries and regions that have reported avian influenza infections. These disruptions could include countries banning imported goods from infected regions at the onset of the pandemic, de facto bans due to protective health measures, or supply-side constraints caused by health crises in exporting countries.

The Black Hole in the Throat - Thermodynamics of Strongly Coupled Cascading Gauge Theories

We numerically construct black hole solutions corresponding to the deconfined, chirally symmetric phase of strongly coupled cascading gauge theories at various temperatures. We compute the free energy as a function of the temperature, and we show that it becomes positive below some critical temperature, indicating the possibility of a first order phase transition at which the theory deconfines and restores the chiral symmetry.

In support of its obligations under the above-mentioned project, the GMIC performed the following tasks: (1) Provided two-way communications liaison services between the U.S. glass industry and the D.O.E. to ensure the needs and concerns of each party are effectively communicated to the other. (2) Updated and modified on a continuing basis and in response to evolving conditions within the glass industry, the goals and priorities outlined in the Glass Industry Vision and the Glass Technology Roadmap. (3) Established relationships with a wide variety of government and non-governmental organizations with interests in further improving the levels of technology, productivity and environmental responsibility of the glass industry. (4) Canvassed the glass industry on an ongoing basis to determine overall and specific sector needs for technological development. (5) Fostered direct contacts between member companies and national laboratories to facilitate the development of individual company technology development. (6) Advised the DOE on the key elements of the solicitation process in support of the Glass Industry Vision and Technology Roadmap.
