Courthouse Construction: Sufficient Data and Analysis Would Help Resolve the Courtroom-Sharing Issue

A letter report issued by the General Accounting Office with an abstract that begins "The judiciary is in the midst of a multibillion-dollar courthouse construction program. New courthouses are being built to house new judgeships created because of increasing caseloads and to replace obsolete courthouses occupied by existing judges. For years, there has been a debate about whether district judges could share courtrooms to save taxpayer dollars without compromising judicial administration. In 1997, GAO issued a report calling for better courtroom use data and analysis to enhance facility planning. In response, the Administrative Office of the U.S. Courts (AOUSC) contracted with Ernst & Young to study the judiciary's facilities program in 1999. As part of the study, AOUSC asked Ernst & Young to analyze courtroom utilization, assignment, and sharing by judges. GAO found that the Ernst & Young study did not provide the type of data and analysis that GAO and other research organizations, such as the Rand Institute for Civil Justice and the Federal Judicial Center, have determined would be needed to help resolve the courtroom-sharing issue."

They are also more likely than individuals with HIV/AIDS from other racial and ethnic groups to receive treatment at later stages of the disease and have shorter life spans. The Indian Health Service (IHS), located within the Department of Health and Human Services (HHS), provides health care services, including HIV/AIDS treatment, to eligible American Indians and Alaska Natives. IHS patients with HIV/AIDS may also receive care through other sources depending on their access to private health insurance or their eligibility for other federal health care programs, such as Medicare and Medicaid. GAO examined the extent to which IHS provided (1) HIV/AIDS prevention services and (2) HIV/AIDS treatment services. GAO also examined (3) what other HIV/AIDS-related initiatives IHS has undertaken. GAO reviewed documents and interviewed officials from IHS headquarters, area offices, and IHS-funded facilities, as well as advocacy groups. We also conducted site visits in two IHS areas."

The Medicare hospice benefit is specifically designed for end-of-life care but is an elected benefit for individuals who have a terminal diagnosis with a prognosis of 6 months or less if the disease runs its normal course. GAO was asked to identify examples of programs that provide key components of end-of-life care. Specifically, GAO (1) identified key components of end-of-life care, (2) identified and described how certain programs incorporate key components of end-of-life care, and (3) described the challenges program providers have identified to delivering the key components of end-of-life care. To identify the key components of end-of-life care, GAO relied on studies by the Institute of Medicine (IOM) and the Agency for Healthcare Research and Quality (AHRQ). A letter report issued by the Government Accountability Office with an abstract that begins "According to VA data during fiscal years 2000 to 2010, most enhanced monthly benefit recipients were veterans, over age 65, and receiving the A&A enhancement as part of their pension benefit. The recipient population is changing, however. In particular, the percentage of enhanced monthly benefit recipients age 65 or younger increased from 18 percent to 24 percent over the decade. Also, the percentage of recipients paid benefits under the disability compensation program increased from 15 percent to 26 percent. The cost of enhanced monthly benefits has increased from $124 million in fiscal year 2000 to $409 million in fiscal year 2010; however, VA does not know what portion of these costs was paid specifically for A&A and Housebound benefits. VA maintains data on enhanced monthly benefit recipients’ total payments but does not separately identify the amount awarded as an A&A or Housebound benefit. The Bureau also conducted Service-Based Enumeration (SBE), which was designed to count people who frequent soup kitchens or other service providers, and the Be Counted/Questionnaire Assistance Center (QAC) program, designed to count individuals who believed the census had missed them. Although only three account holders are actively earning credits and two have begun to use them, in the 12-month period ending November 19, 2012, the number of credits OTEXA issued increased to about 42 million SMEs from approximately 8 million SMEs during the same period 1 year earlier. Similarly, over this period, the number of credits redeemed, or used by account holders increased to about 25 million SMEs from approximately million SMEs in 2011. In addition, exports of Haitian apparel to the United States under EIAP have grown faster than non-EIAP exports. Last year, we reported that about $350,000 in Haitian apparel had been exported to the United States under EIAP from January through August of 2011--about 0.07 percent of all Haitian apparel exported to the United States during that period. In contrast, from January through August of 2012, nearly $18 million in Haitian apparel was exported under EIAP--about 4 percent of Haitian apparel exported to the United States during this period. Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the Department of the Navy's proposed dual ship acquisition strategy for the Littoral Combat Ship (LCS) program. LCS is envisioned as a vessel able to be reconfigured to meet three different mission areas: mine countermeasures, surface warfare, and antisubmarine warfare. Its design concept consists of two distinct parts--the ship itself (seaframe) and the mission package it carries and deploys. The Navy is procuring the first four ships in two different designs from shipbuilding teams led by Lockheed Martin and General Dynamics, which currently build their designs at Marinette Marine and Austal USA shipyards, respectively. The Navy's strategy for procuring LCS has evolved over the years. Prior to September 2009, the Navy planned to continue building the class using both ship designs. This strategy changed following unsuccessful contract negotiations that same year for fiscal year 2010 funded seaframes--an outcome attributable to industry proposals priced significantly above Navy expectations. A letter report issued by the General Accounting Office with an abstract that begins "Initiatives to address flight delays include adding new runways to accommodate more aircraft and better coordinating efforts to adjust to spring and summer storms. Although most of these efforts were developed separately, the Federal Aviation Administration (FAA) has incorporated many of them into an Operational Evolution Plan (OEP), which is designed to give more focus to these initiatives. FAA acknowledges that the plan is not intended as a final solution to congestion and delay problems. The plan focuses on initiatives that can be implemented within 10 years and generally excludes approaches lacking widespread support across stakeholder groups. The current initiatives, if successful, will add substantial capacity to the nation's air transport system. Even so, these efforts are unlikely to prevent delays from becoming worse unless the reduced traffic levels resulting from the events of September 11 persist. One key reason is that most delay-prone airports have limited ability to increase their capacity, especially by adding new runways--the main capacity-building element of OEP. This report discusses the Department of Energy's (DOE) management of its National Nuclear Security Administration's Stockpile Stewardship Program, focusing on the program's plans, budgeting, organization, and life extension process. Although the Office of Defense Programs has tried to address some of the challenges facing the Stockpile Stewardship Program, more improvements are needed. The Office of Defense Programs has developed an extensive planning process to improve the management of its Stockpile Stewardship program. So far, however, the plans are missing vital information. The Office has developed a new structure for its fiscal year 2001 budget that can improve the overall management of the Stockpile Stewardship Program. A letter report issued by the General Accounting Office with an abstract that begins "GAO examined the environmental cleanup costs of ongoing operations of the Department of Defense (DOD). These include general property, plant, and equipment facilities or other assets that are being operated or are in use at DOD installations. GAO found that DOD has not developed policies, procedures, and methodologies to ensure that cleanup costs required for all of its ongoing and inactive or closed operations are identified, consistently estimated, and appropriately reported. As a result, DOD's financial statements and environmental reports continue to underreport environmental liabilities and related long-term budgetary needs. The military installations GAO visited had a total of 221 sites with estimated cleanup costs of $259 million. Of these, only 45 sites with estimated cleanup costs of $61 million were being reported for the Defense Environmental Restoration Program Annual Report to Congress, and only that amount was likely included in DOD's financial statements. The code is primarily a manager of probabilistic data and deterministic mathematical models. The user determines the desired aggregation of the available models into a composite model of a physical system. MACRO1 then propagates the finite probability distributions of the inputs to the model to finite probability distributions over the outputs. MACRO1 has been applied to a sample analysis of a nuclear-waste repository, and its results compared satisfactorily with previously obtained Monte Carlo statistics.

Specifically, GAO found that these grant programs are fragmented since more than one federal agency is involved in administering the programs. Further, GAO found that overlap across the nine programs was minimal because the programs varied in (1) their applicant eligibility criteria, (2) the extent to which their funds solely benefit the reentry population, and (3) their primary services funded. For example, Labor's reentry program limits eligibility to private, nonprofit organizations that will use the funds primarily to assist current or former inmates--residing in or released from any facility--with their employment needs. The Financial Crimes Enforcement Network (FinCEN) within the Department of the Treasury supports law enforcement agencies (LEAs) in their efforts to investigate financial crimes by providing them with services and products, such as access to financial data, analysis, and case support. As requested, GAO examined the extent to which the law enforcement community finds FinCEN's support useful in its efforts to investigate and prosecute financial crimes. GAO analyzed statutes governing FinCEN's mission and documentation describing the support it provides to LEAs, such as annual reports. Using FinCEN data, GAO selected a sample of 29 LEAs, including primary users of FinCEN's services and products, and obtained their opinions through a survey and interviews. Congress mandated that GAO report annually through fiscal year 2012 on the Army's modular force. For this report, GAO assessed to what extent the Army has (1) implemented and established management controls for its modular force and force expansion initiatives, and (2) assessed its modular unit designs. GAO assessed Army plans and funding requests; visited brigades that were reorganizing; and examined key Army planning documents, performance metrics, and testing plans.
