2010 Census: Key Efforts to Include Hard-to-Count Populations Went Generally as Planned; Improvements Could Make the Efforts More Effective for Next Census

A letter report issued by the Government Accountability Office with an abstract that begins "To overcome the long-standing challenge of enumerating hard-to-count (HTC) groups such as minorities and renters, the U.S. Census Bureau (Bureau), used outreach programs, such as paid advertising, and partnered with thousands of organizations to enlist their support for the census. The Bureau also conducted Service-Based Enumeration (SBE), which was designed to count people who frequent soup kitchens or other service providers, and the Be Counted/Questionnaire Assistance Center (QAC) program, designed to count individuals who believed the census had missed them. As requested, GAO assessed how the design of these efforts compared to 2000 and the extent to which they were implemented as planned. GAO reviewed Bureau budget, planning, operational, and evaluation documents; observed enumeration efforts in 12 HTC areas; surveyed local census office managers; and interviewed Bureau officials."

Follow-up on the Haiti Earned Import Allowance Program

Correspondence issued by the Government Accountability Office with an abstract that begins "Exports of Haitian apparel to the United States under EIAP have increased substantially since we last reported in 2011. Although only three account holders are actively earning credits and two have begun to use them, in the 12-month period ending November 19, 2012, the number of credits OTEXA issued increased to about 42 million SMEs from approximately 8 million SMEs during the same period 1 year earlier. Similarly, over this period, the number of credits redeemed, or used by account holders increased to about 25 million SMEs from approximately million SMEs in 2011. In addition, exports of Haitian apparel to the United States under EIAP have grown faster than non-EIAP exports. Last year, we reported that about $350,000 in Haitian apparel had been exported to the United States under EIAP from January through August of 2011--about 0.07 percent of all Haitian apparel exported to the United States during that period. In contrast, from January through August of 2012, nearly $18 million in Haitian apparel was exported under EIAP--about 4 percent of Haitian apparel exported to the United States during this period. Increased use of the program may be …

Telecommunications: Preliminary Information on Media Ownership

Correspondence issued by the Government Accountability Office with an abstract that begins "Various laws and regulations constrain the ownership of television and radio stations. Five restrictions on the ownership of television and radio stations follow: (1) National television ownership cap - A single entity can own any number of television stations nationwide as long as the stations collectively reach no more than 39 percent of national television households. (2) Local television ownership limit - A single entity can own two television stations in the same DMA if (1) the "Grade B" contours of the stations do not overlap or (2) at least one of the stations is not ranked among the top four stations in terms of audience share and at least eight independently owned and operating full-power commercial and noncommercial television stations would remain in the DMA. (3) Local radio ownership limit - A single entity can own up to 5 commercial radio stations, not more than 3 of which are in the same service (that is, AM or FM), in a market with 14 or fewer radio stations; up to 6 commercial radio stations, not more than 4 of which are in the same service, in a market …

Defense Acquisitions: Realizing Savings under Different Littoral Combat Ship Acquisition Strategies Depends on Successful Management of Risks (open access)

Defense Acquisitions: Realizing Savings under Different Littoral Combat Ship Acquisition Strategies Depends on Successful Management of Risks

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the Department of the Navy's proposed dual ship acquisition strategy for the Littoral Combat Ship (LCS) program. LCS is envisioned as a vessel able to be reconfigured to meet three different mission areas: mine countermeasures, surface warfare, and antisubmarine warfare. Its design concept consists of two distinct parts--the ship itself (seaframe) and the mission package it carries and deploys. The Navy is procuring the first four ships in two different designs from shipbuilding teams led by Lockheed Martin and General Dynamics, which currently build their designs at Marinette Marine and Austal USA shipyards, respectively. The Navy's strategy for procuring LCS has evolved over the years. Prior to September 2009, the Navy planned to continue building the class using both ship designs. This strategy changed following unsuccessful contract negotiations that same year for fiscal year 2010 funded seaframes--an outcome attributable to industry proposals priced significantly above Navy expectations. In September 2009, the Navy announced that in an effort to improve affordability, it was revising the LCS program's acquisition strategy and would select one seaframe design before awarding contracts for any additional ships. Following approval of this …

National Airspace System: Long-Term Capacity Planning Needed Despite Recent Reduction in Flight Delays

A letter report issued by the General Accounting Office with an abstract that begins "Initiatives to address flight delays include adding new runways to accommodate more aircraft and better coordinating efforts to adjust to spring and summer storms. Although most of these efforts were developed separately, the Federal Aviation Administration (FAA) has incorporated many of them into an Operational Evolution Plan (OEP), which is designed to give more focus to these initiatives. FAA acknowledges that the plan is not intended as a final solution to congestion and delay problems. The plan focuses on initiatives that can be implemented within 10 years and generally excludes approaches lacking widespread support across stakeholder groups. The current initiatives, if successful, will add substantial capacity to the nation's air transport system. Even so, these efforts are unlikely to prevent delays from becoming worse unless the reduced traffic levels resulting from the events of September 11 persist. One key reason is that most delay-prone airports have limited ability to increase their capacity, especially by adding new runways--the main capacity-building element of OEP. The air transport system has long-term needs beyond the initiatives now under way. One initiative would add new capacity--not by adding runways to existing …

Nuclear Weapons: Improved Management Needed to Implement Stockpile Stewardship Program Effectively

A chapter report issued by the General Accounting Office with an abstract that begins "The National Nuclear Security Administration's Office of Defense Programs seeks to maintain the safety and reliability of the nation's nuclear weapons stockpile without nuclear testing. This report discusses the Department of Energy's (DOE) management of its National Nuclear Security Administration's Stockpile Stewardship Program, focusing on the program's plans, budgeting, organization, and life extension process. Although the Office of Defense Programs has tried to address some of the challenges facing the Stockpile Stewardship Program, more improvements are needed. The Office of Defense Programs has developed an extensive planning process to improve the management of its Stockpile Stewardship program. So far, however, the plans are missing vital information. The Office has developed a new structure for its fiscal year 2001 budget that can improve the overall management of the Stockpile Stewardship Program. Several external and internal studies have found that the Office of Defense Programs has a dysfunctional organization with unclear lines of authority that lead to a lack of accountability. Finally, one of the nine types of nuclear weapons in the current stockpile has begun the life extension process--a step that will be necessary to keep the …

Environmental Liabilities: Cleanup Costs From Certain DOD Operations Are Not Being Reported

A letter report issued by the General Accounting Office with an abstract that begins "GAO examined the environmental cleanup costs of ongoing operations of the Department of Defense (DOD). These include general property, plant, and equipment facilities or other assets that are being operated or are in use at DOD installations. GAO found that DOD has not developed policies, procedures, and methodologies to ensure that cleanup costs required for all of its ongoing and inactive or closed operations are identified, consistently estimated, and appropriately reported. As a result, DOD's financial statements and environmental reports continue to underreport environmental liabilities and related long-term budgetary needs. The military installations GAO visited had a total of 221 sites with estimated cleanup costs of $259 million. Of these, only 45 sites with estimated cleanup costs of $61 million were being reported for the Defense Environmental Restoration Program Annual Report to Congress, and only that amount was likely included in DOD's financial statements. GAO found DOD was not reporting 149 sites related to ongoing operations with estimated cleanup costs of $91 million and 27 inactive and closed operations with estimated cleanup costs of $107 million. The environmental offices at the six installations GAO visited had …

Inmate Reentry Programs: Enhanced Information Sharing Could Further Strengthen Coordination and Grant Management

A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2011, the Departments of Justice (DOJ), Labor (Labor), and Health and Human Services (HHS) separately administered nine fragmented but minimally overlapping reentry grant programs with low risk of duplication. Specifically, GAO found that these grant programs are fragmented since more than one federal agency is involved in administering the programs. Further, GAO found that overlap across the nine programs was minimal because the programs varied in (1) their applicant eligibility criteria, (2) the extent to which their funds solely benefit the reentry population, and (3) their primary services funded. For example, Labor's reentry program limits eligibility to private, nonprofit organizations that will use the funds primarily to assist current or former inmates--residing in or released from any facility--with their employment needs. In contrast, one of DOJ's reentry programs limits eligibility to governmental entities that will use the funds primarily to assist current or former inmates--residing in or released from state, local, or tribal facilities--with their substance abuse treatment needs. Given the variance across eligible applicants, beneficiaries, and primary services, the overlap across the nine programs is minimal and the risk of duplication--when two …

Anti-Money Laundering: Improved Communication Could Enhance the Support FinCEN Provides to Law Enforcement

A letter report issued by the Government Accountability Office with an abstract that begins "Financial investigations are used to combat money laundering and terrorism financing, crimes that can destabilize national economies and threaten global security. The Financial Crimes Enforcement Network (FinCEN) within the Department of the Treasury supports law enforcement agencies (LEAs) in their efforts to investigate financial crimes by providing them with services and products, such as access to financial data, analysis, and case support. As requested, GAO examined the extent to which the law enforcement community finds FinCEN's support useful in its efforts to investigate and prosecute financial crimes. GAO analyzed statutes governing FinCEN's mission and documentation describing the support it provides to LEAs, such as annual reports. Using FinCEN data, GAO selected a sample of 29 LEAs, including primary users of FinCEN's services and products, and obtained their opinions through a survey and interviews. While the results of the survey and interviews are not generalizable, they provide insights about the usefulness of FinCEN's support."

Force Structure: Better Management Controls Are Needed to Oversee the Army's Modular Force and Expansion Initiatives and Improve Accountability for Results

A letter report issued by the Government Accountability Office with an abstract that begins "The Army's modular force restructuring is a multiyear $52.5 billion initiative to redesign operational Army units. The Army also plans to spend $70 billion through fiscal year 2013 to expand the force by 74,200 military personnel. Congress mandated that GAO report annually through fiscal year 2012 on the Army's modular force. For this report, GAO assessed to what extent the Army has (1) implemented and established management controls for its modular force and force expansion initiatives, and (2) assessed its modular unit designs. GAO assessed Army plans and funding requests; visited brigades that were reorganizing; and examined key Army planning documents, performance metrics, and testing plans. Both brigade combat teams and support brigades were visited, including units from the active component Army, Army National Guard, and Army Reserve."

Aviation Safety: FAA and DOD Response to Similar Safety Concerns

A letter report issued by the General Accounting Office with an abstract that begins "The informal and formal networks used by the Federal Aviation Administration (FAA) and the military services to exchange critical aviation safety information have proven useful. However, because recent and expected retirements threaten to erode informal networks, additional formal channels of communication are needed to ensure that common safety risks are identified and addressed in a systematic and timely manner. This includes the exchange of information on how FAA and the military services have addressed particular aviation safety concerns. Existing gaps in the formal processes used by FAA and the military services to exchange information could allow for communication lapses and delays in getting critical safety information to the right parties in a timely manner, potentially resulting in the loss of lives and aircraft."

Regional Multilateral Development Banks: External Audit Reporting Could Be Expanded

A letter report issued by the General Accounting Office with an abstract that begins "Multilateral Development Banks (MDBs) provide financial support to promote social and economic progress in developing countries and the countries of central and eastern Europe and the former Soviet Union. Under the Foreign Operations, Export Financing, and Related Programs Appropriations Act of 2001, the United States is providing $1.3 billion to support the MDBs, with $460 million going to the regional development banks and $840 million going to the World Bank Group. All of the MDBs GAO reviewed have received unqualified or "clean" opinions on their external audits. However, none of the MDBs GAO reviewed are required to report on their internal controls over financial reporting, lending operations, or compliance with their governing charters or policies. In addition, the regional MDBs' external financial statement audits are not intended to, and do not, provide assurances about internal controls over the MDBs' lending operations and whether funds are spent as intended. Most of the regional MDBs that GAO reviewed have developed anti-corruption strategies that recognize the importance of strong internal control systems. Each of the regional MDBs GAO studied has established internal audit functions as part of their controls."
