This report the Temporary Assistance for Needy Children (TANF) block grant. It provides an overview of TANF financing and rules for state programs, describing federal TANF grants and state funds under a "maintenance-of-effort" (MOE) requirement; how federal TANF and state MOE funds may be used to help achieve the purpose and goals of the TANF block grant; rules that apply when TANF or MOE funds are used to provide "assistance" to needy families with children; rules that apply when TANF or MOE funds are used for benefits and services other than assistance; certain accountability requirements, including requirements that states submit plans and report data to the federal government; and provisions of TANF law not directly related to grants to states, such as competitive grants for promoting healthy marriage and responsible fatherhood, and tribal TANF provisions.

Internet Domain Names: Background and Policy Issues
The Domain Name System (DNS) is the distributed set of databases residing in computers around the world that contain address numbers mapped to corresponding domain names, making it possible to send and receive messages and to access information from computers anywhere on the Internet. Many of the technical, operational, and management decisions regarding the DNS can have significant impacts on Internet-related policy issues such as intellectual property, privacy, ecommerce, and cybersecurity. The expiration of the JPA (Joint Project Agreement), the implementation of the Affirmation of Commitments, and the continuing U.S. authority over the DNS root zone remain issues of interest to the 112th Congress, the Administration, foreign governments, and other Internet stakeholders worldwide.

Noncitizen Eligibility for Federal Public Assistance: Policy Overview and Trends
This report deals with the four major federal means-tested benefit programs: the Supplemental Nutrition Assistance Program (SNAP, formerly food stamps), the Supplemental Security Income (SSI) program, Temporary Assistance for Needy Families (TANF) block grant programs, and Medicaid. It is organized into four main parts: an overview of existing eligibility law for the four programs and the policies that preceded the 1996 act; an overview of related immigrant policies affecting eligibility (specifically, the treatment of sponsored aliens); an analysis of trends in noncitizen poverty and benefit use; and a summary of the eligibility rules for aliens residing in the United States illegally.

Unauthorized Alien Students: Issues and "DREAM Act" Legislation
In recent years, multiple bills have been introduced in Congress to provide relief to unauthorized alien students. In most cases, these bills have proposed to repeal the 1996 provision and enable certain unauthorized alien students to adjust to legal permanent resident (LPR) status in the United States. These bills have often been entitled the Development, Relief, and Education for Alien Minors Act, or the DREAM Act.
