Assessing Terrorist Motivations for Attacking Critical "Chemical" Infrastructure

Certain types of infrastructure--critical infrastructure (CI)--play vital roles in underpinning our economy, security, and way of life. One particular type of CI--that relating to chemicals--constitutes both an important element of our nation's infrastructure and a particularly attractive set of potential targets. This is primarily because of the large quantities of toxic industrial chemicals (TICs) it employs in various operations and because of the essential economic functions it serves. This study attempts to minimize some of the ambiguities that presently impede chemical infrastructure threat assessments by providing new insight into the key motivational factors that affect terrorist organizations propensity to attack chemical facilities. Prepared as a companion piece to the Center for Nonproliferation Studies August 2004 study--''Assessing Terrorist Motivations for Attacking Critical Infrastructure''--it investigates three overarching research questions: (1) why do terrorists choose to attack chemical-related infrastructure over other targets; (2) what specific factors influence their target selection decisions concerning chemical facilities; and (3) which, if any, types of groups are most inclined to attack chemical infrastructure targets? Top physics: search for anomalous kinematics in t anti-t dilepton events at cdf ii

We report on a search for anomalous kinematics of t{bar t} dilepton events in p{bar p} collisions at {radical}s = 1.96 TeV using 193 pb{sup -1} of data collected with the CDF II detector. We developed a new a priori technique designed to isolate the subset in a data sample revealing the largest deviation from standard model (SM) expectations and to quantify the significance of this departure. In the four-variable space considered, no particular subset shows a significant discrepancy and we find that the probability of obtaining a data sample less consistent with the SM than what is observed is 1.0-4.5%.

Ash & Pulverized Coal Deposition in Combustors & Gasifiers

Gravity- driven granular flow of slightly frictional particles down an inclined, bumpy chute is studied. A modified kinetic model which includes the frictional energy loss effects is used, and the boundary conditions for a bumpy wall with small friction are derived by ensuring the balance of momentum and energy. At the free surface, the condition of vanishing of the solid volume fraction is used. The mean velocity, the fluctuation kinetic energy and the solid volume fraction profiles are evaluated. It is shown that steady granular gravity flow down a bumpy frictional chute could be achieved at arbitrary inclination angles. The computational results also show that the slip velocity may vary considerably depending on the granular layer height, the surface boundary roughness, the fric-tion coefficient and the inclination angles. The model predictions are compared with the existing experimental and simulation data, and good agreement is observed. In particular, the model can well predicate the features of the variation of solid volume fraction and fluctuation energy profiles for different particle- wall friction coeffi-cients and wall roughnesses.

Alpha Fuels Environmental Test Facility impact gun

The Alpha Fuels Environmental Test Facility (AFETF) impact gun is a unique tool for impact testing /sup 238/PuO/sub 2/-fueled heat sources of up to 178-mm dia at velocities to 300 m/s. An environmentally-sealed vacuum chamber at the muzzle of the gun allows preheating of the projectile to 1,000/sup 0/C. Immediately prior to impact, the heat source projectile is completely sealed in a vacuum-tight catching container to prevent escape of its radioactive contents should rupture occur. The impact velocity delivered by this gas-powered gun can be regulated to within +-2%.

Multiscale framework for predicting the coupling between deformation and fluid diffusion in porous rocks

In this project, a predictive multiscale framework will be developed to simulate the strong coupling between solid deformations and fluid diffusion in porous rocks. We intend to improve macroscale modeling by incorporating fundamental physical modeling at the microscale in a computationally efficient way. This is an essential step toward further developments in multiphysics modeling, linking hydraulic, thermal, chemical, and geomechanical processes. This research will focus on areas where severe deformations are observed, such as deformation bands, where classical phenomenology breaks down. Multiscale geometric complexities and key geomechanical and hydraulic attributes of deformation bands (e.g., grain sliding and crushing, and pore collapse, causing interstitial fluid expulsion under saturated conditions), can significantly affect the constitutive response of the skeleton and the intrinsic permeability. Discrete mechanics (DEM) and the lattice Boltzmann method (LBM) will be used to probe the microstructure---under the current state---to extract the evolution of macroscopic constitutive parameters and the permeability tensor. These evolving macroscopic constitutive parameters are then directly used in continuum scale predictions using the finite element method (FEM) accounting for the coupled solid deformation and fluid diffusion. The Genomics Annotation Platform (GAP) was designed to develop new tools for high throughput functional annotation and characterization of protein sequences and structures resulting from genomics and structural proteomics, benchmarking and application of those tools. Furthermore, this platform integrated the genomic scale sequence and structural analysis and prediction tools with the advanced structure prediction and bioinformatics environment of ICM. The development of GAP was primarily oriented towards the annotation of new biomolecular structures using both structural and sequence data. Even though the amount of protein X-ray crystal data is growing exponentially, the volume of sequence data is growing even more rapidly. This trend was exploited by leveraging the wealth of sequence data to provide functional annotation for protein structures. The additional information provided by GAP is expected to assist the majority of the commercial users of ICM, who are involved in drug discovery, in identifying promising drug targets as well in devising strategies for the rational design of therapeutics directed at the protein of interest. The GAP also provided valuable tools for biochemistry education, and structural genomics centers. Solutions of the Reactor Kinetics Equations for Time-Dependent Reactivities

Abstract: The reactor kinetics equations are combined into a single integral equation whose kernel describes the time-dependent characteristics of the reactor including six delayed groups of neutrons. Numerical solutions of the integral equation are given for constant, linear, and ∫sin²kx dx reactivities. An approximate solution of the integral equation is obtained which provides a basis for the formulation and solution of the reactor system control problem using the methods of servomechanisms theory. The reactor frequency response function, a product of the approximate solution, is calculated and plot given.

Report on Carbon-14 generation and release at some of the Hanford reactors

The Hanford graphite-moderated reactors have an enclosed gas circulation system to maintain control of the composition of gas atmosphere in the graphite stack. This investigation was undertaken to answer several questions concerning the generation and release of Carbon-14 in the operation of these graphite moderated reactors. The principle question was: Will an increase in the nitrogen content of the reactor atmosphere increase the release of Carbon-14 sufficiently to create a health hazard. Other questions were: (1) What are the main sources and the main release routes. (2) How much does carbon-14 build up in the graphite in the reactor stack. and (3) Is the total release of carbon-14 to the atmosphere sufficient to enhance the /sup 14/C levels in the vegetation surrounding the reactors.

Evaluation of Mercury Cooled Breeder Reactors

A technical and economic evaluation of a mercury-cooled fast breeder reactor is presented. The objectives of the program were to establish the technical feasibility of a fast breeder reactor cooled with boiling mercury and to evaluate the long-range potential of such a reactor power plant for production of economic power. Details of the conceptual design of a 100-Mw(e) reactor and system are discussed. The power cost from a mercury cooled fast breeder reactor was estimated as 21.4 mills/kwh which is competitive with the power cost for the initial Enrico Fermi plant. It was concluded that this reactor concept is technically feasible and has promising long-range economic potential. (M.C.G.)

Indonesia has participated in cooperative technical programs with the IAEA since 1957, and has cooperated with regional partners in all of the traditional areas where nuclear science is employed: in medicine, public health (such as insect control and eradication programs), agriculture (e.g. development of improved varieties of rice), and the gas and oil industries. Recently, Indonesia has contributed significantly to the Reduced Enrichment Research and Training Reactor (RERTR) Program by conducting experiments to confirm the feasibility of Mo-99 production using high-density low enriched uranium (LEU) fuel, a primary goal of the RERTR Program. Indonesia's first research reactor, the TRIGA Mark II at Bandung, began operation in 1964 at 250 kW and was subsequently upgraded in 1971 to 1 MW and further upgraded in 2000 to 2 MW. This reactor was joined by another TRIGA Mark II, the 100-kW Kartini-PPNY at Yogyakarta, in 1979, and by the 30-MW G.A. Siwabessy multipurpose reactor in Serpong, which achieved criticality in July 1983. A 10-MW radioisotope production reactor, to be called the RPI-10, also was proposed for construction at Serpong in the late 1990s, but the project apparently was not carried out. The Malaysian Deputy Prime Minister Tun Dr Ismail Abdul Rahman suggested in the early 1970s that Malaysia should have a role in the development of nuclear science and technology for peaceful purposes. Accordingly, the Center for the Application of Nuclear Energy (CRANE) was established, with a focus on the development of a scientific and technical pool critical to a national nuclear power program. The Malaysian Cabinet next established the Tun Ismail Atomic Research Center (TIARC) under the Ministry of Science, Technology and the Environment on 19 September 1972, at a site in Bangi, about 35 km south of Kuala Lampur. On 28 June 1982, the PUSPATI reactor, a 1-MW TRIGA MK-II research reactor, first reached criticality. On 10 August 1994, TIARC was officially renamed as the Malaysian Institute for Nuclear Technology Research (MINT). In addition to radioisotope production and neutron radiography conducted at the PUSPATI research reactor, MINT also supports numerous programs employing nuclear technology for medicine, agriculture and industry, and has been involved in both bilateral and multilateral technical cooperation to extend its capabilities. Sister Lab Program Prospective Partner Nuclear Profile: Vietnam

Vietnam's nuclear program began in the 1960s with the installation at Dalat of a 250 kW TRIGA Mk-II research reactor under the U.S. Atoms for Peace Program. The reactor was shut down and its core removed only a few years later, and the nuclear research program was suspended until after the end of the civil war in the late 1970s. The Soviet Union assisted Vietnam in restoring the Dalat reactor to an operational status in 1984, trained a cadre of scientific and technical staff in its operation, and contributed to the development of nuclear science for the medical and agricultural sectors. In the agricultural area in particular, Vietnamese experts have been very successful in developing mutant strains of rice, and continue to work with the IAEA to yield strains that have a shorter growing period, increased resistance to disease, and other desirable characteristics. Rice has always been the main crop in Vietnam, but technical cooperation with the IAEA and other states has enabled the country to become one of the top rice producers in the world, exporting much of its annual crop to over two dozen countries annually.
