After 7 years of relatively high returns, cattle producers by 1994 were experiencing steeply falling prices--mainly caused by abundant supplies of cattle destined for U.S. feedlots. Record-high grain prices and dry pastures amplified the problem. Because of the lengthy biological cycle governing cattle production, large numbers will be coming onto the market for some time, as producers undertake the slow process of curtailing herd expansion.

The Department of Energy's Weatherization Assistance Program

The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) is one of the largest energy conservation programs in the nation. The DOE program is implemented in all 50 states, the District of Columbia and Native American Tribes. It weatherizes an average of 70,000 dwellings per year. The program strives to increase the energy efficiency of dwellings occupied by low-income persons in order to reduce their energy consumption and lower their fuel bills. It targets vulnerable groups including the elderly, people with disabilities, and families with children.

Clean Air Act Issues in the 106th Congress

The Clean Air Act and its 1990 amendments appear to have contributed to a marked improvement in air quality nationwide. Of nearly 100 metropolitan areas not meeting air quality standards for ozone in 1990, more than two-thirds now do so. Even greater progress has been achieved with carbon monoxide: 36 of 42 areas not in attainment in 1990 now meet the standard. Nevertheless, EPA remains concerned about air pollution. In 1997, the Agency promulgated major revisions to its air quality standards for ozone and particulates, an action that would require most states and urban areas to establish additional controls on a wide range of pollution sources. The revised standards were challenged by numerous parties and the courts have remanded the standards to EPA. Implementation is currently in limbo, pending resolution of appeals by the Supreme Court.

This report addresses the current policy on immigration visa issuances and options for reassigning this function to the proposed Department of Homeland Security (DHS). It opens with an overview of visa issuances, with sections on procedures for aliens coming to live in the United States permanently and on procedures for aliens admitted for temporary stays. An analysis of the grounds for excluding aliens follows. The report summarizes the debate on transferring visa issuance policy functions to homeland security and concludes with a discussion of the legislative proposals to reassign the visa issuance activities and to revise visa issuance policies.

A Value-Added Tax Contrasted with a National Sales Tax

Proposals to replace all or part of the income tax and proposals for national health care have sparked congressional interest in possible sources of additional revenue. A value-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have significant differences. This issue brief discusses some of the potential policy implications associated with these differences.
