A common question is whether this prohibition requires medical doctors and hospitals to provide an interpreter when they have a patient with a hearing disability. Throughout much of the George W. Bush Administration, U.S.-China relations have remained unusually smooth and stable. But U.S. policy toward China now appears to be subject to competing reassessments. While some U.S. policymakers appear to be willing to work cooperatively with a non-democratic China, others appear to be adopting somewhat tougher stances on issues involving China and U.S.-China relations, expressing their concerns about strong PRC economic growth and a more assertive and influential PRC diplomacy in the international arena. Another matter of growing U.S. concern is China's increasing global "reach" and the consequences that PRC expanding economic and political influence have for U.S. interests. Much of current concern about China appears driven by security calculations at the Pentagon and in Congress.

Advanced model reduction methods were developed and integrated into the CMCS multiscale chemical science simulation software. The new technologies were used to simulate HCCI engines and burner flames with exceptional fidelity.

The Senate began floor debate on the FY2007 defense appropriations bill, H.R. 5631 on August 1, but it did not complete the bill before adjourning for the August recess. The Senate plans to resume action on September 5. As reported by the appropriations committee, the bill provided $453.5 billion for defense, including $50 billion in appropriations for overseas operations. The total is $9.1 billion less than the Administration requested. In floor action, the Senate added substantial amounts to the $50 billion in emergency spending, including $13.1 billion to reequip units returning from abroad and $1.8 billion for border security.

The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment (TSPA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. Correspondence issued by the Government Accountability Office with an abstract that begins "The Financial Crimes Enforcement Network's (FinCEN) primary function is to support and strengthen domestic and international anti-money laundering efforts through coordination and partnerships. Since its creation in 1990, FinCEN has been responsible for overseeing the management, processing, storage and dissemination of Bank Secrecy Act (BSA) data. In 2004, FinCEN embarked on a major initiative intended to improve the sharing of information reported under the Bank Secrecy Act. BSA Direct is an umbrella project intended to provide secure, user-friendly, web-based tools for accessing, analyzing, and filing BSA data. It is part of a broad effort to reengineer data management responsibilities and transition them from the IRS. During the early spring of 2006, it became clear to FinCEN that the Retrieval and Sharing component of the BSA Direct project (BSA Direct R&S) was not going to meet the critical implementation deadline of June 30, 2006. Because FinCEN has experienced problems with development and implementation of the BSA Direct R&S, Congress asked us about the project's current status and to provide observations on FinCEN's IT investment management practices. The gain and loss of functional transcription-factor bindingsites has been proposed as a major source of evolutionary change incis-regulatory DNA and gene expression. We have developed an evolutionarymodel to study binding site turnover that uses multiple sequencealignments to assess the evolutionary constraint on individual bindingsites, and to map gain and loss events along a phylogenetic tree. Weapply this model to study the evolutionary dynamics of binding sites ofthe Drosophila melanogaster transcription factor Zeste, using genome-widein vivo (ChIP-chip) binding data to identify functional Zeste bindingsites, and the genome sequences of D. melanogaster, D. simulans, D.erecta and D. yakuba to study their evolution. We estimate that more than5 percent of functional Zeste binding sites in D. melanogaster weregained along the D. melanogaster lineage or lost along one of the otherlineages. We find that Zeste bound regions have a reduced rate of bindingsite loss and an increased rate of binding site gain relative to flankingsequences. Finally, we show that binding site gains and losses areasymmetrically distributed with respect to D. melanogaster, consistentwith lineage-specific acquisition and loss of Zeste-responsive regulatoryelements.

We present the luminosity function to very faint magnitudes for the globular clusters in M87, based on a 30 orbit Hubble Space Telescope (HST) WFPC2 imaging program. The very deep images and corresponding improved false source rejection allow us to probe the mass function further beyond the turnover than has been done before. We compare our luminosity function to those that have been observed in the past, and confirm the similarity of the turnover luminosity between M87 and the Milky Way. We also find with high statistical significance that the M87 luminosity function is broader than that of the Milky Way. We discuss how determining the mass function of the cluster system to low masses can constrain theoretical models of the dynamical evolution of globular cluster systems. Our mass function is consistent with the dependence of mass loss on the initial cluster mass given by classical evaporation, and somewhat inconsistent with newer proposals that have a shallower mass dependence. In addition, the rate of mass loss is consistent with standard evaporation models, and not with the much higher rates proposed by some recent studies of very young cluster systems. A letter report issued by the Government Accountability Office with an abstract that begins "The National Aeronautics and Space Administration's (NASA) James Webb Space Telescope (JWST) is being designed to explore the origins and nature of the universe. It should allow scientists to look deeper into space--and thus farther back in time--than ever before. The program, however, has experienced cost growth of more than $1 billion and its schedule has slipped nearly 2 years. NASA recently restructured the program and now anticipates a launch no sooner than June 2013. Because of the cost and schedule problems, under the Comptroller General's authority, we reviewed the JWST program to determine the extent to which this procurement follows NASA acquisition policy and GAO best practices for ensuring that adequate product knowledge is used to make informed investment decisions"

The Navy is implementing or experimenting with new kinds of naval formations, more flexible forward-deployment schedules, forward-homeporting additional Navy ships, and long-duration deployments with crew rotation (which the Navy calls Sea Swap). These changes, which form a key part of Navy transformation, raise several potential issues for Congress. This report will be updated as events warrant.
