Capturing CO2 from Coal-Fired Power Plants: Challenges for a Comprehensive Strategy (open access)

Capturing CO2 from Coal-Fired Power Plants: Challenges for a Comprehensive Strategy

This report examines the current effort to develop technology that would capture CO2 (carbon dioxide). It outlines the current status of carbon capture technology; examines the role of government in developing that technology, both in terms of creating a market for carbon capture technology and encouraging development of the technology; and concludes with a discussion of implications of capture technology for climate change legislation.

Characterization and Leach Testing for PUREX Cladding Waste Sludge (Group 3) and REDOX Cladding Waste Sludge (Group 4) Actual Waste Sample Composites (open access)

Characterization and Leach Testing for PUREX Cladding Waste Sludge (Group 3) and REDOX Cladding Waste Sludge (Group 4) Actual Waste Sample Composites

A testing program evaluating actual tank waste was developed in response to Task 4 from the M-12 External Flowsheet Review Team (EFRT) issue response plan.(a) The testing program was subdivided into logical increments. The bulk water-insoluble solid wastes that are anticipated to be delivered to the Waste Treatment and Immobilization Plant (WTP) were identified according to type such that the actual waste testing could be targeted to the relevant categories. Eight broad waste groupings were defined. Samples available from the 222S archive were identified and obtained for testing. The actual wastetesting program included homogenizing the samples by group, characterizing the solids and aqueous phases, and performing parametric leaching tests. Two of the eight defined groups—plutonium-uranium extraction (PUREX) cladding waste sludge (Group 3, or CWP) and reduction-oxidation (REDOX) cladding waste sludge (Group 4, or CWR)—are the subjects of this report. Both the Group 3 and 4 waste composites were anticipated to be high in gibbsite, requiring caustic leaching. Characterization of the composite Group 3 and Group 4 waste samples confirmed them to be high in gibbsite. The focus of the Group 3 and 4 testing was on determining the behavior of gibbsite during caustic leaching. The waste-type definition, archived sample conditions, …

Clean Coal: DOE's Decision to Restructure FutureGen Should Be Based on a Comprehensive Analysis of Costs, Benefits, and Risks (open access)

Clean Coal: DOE's Decision to Restructure FutureGen Should Be Based on a Comprehensive Analysis of Costs, Benefits, and Risks

A letter report issued by the Government Accountability Office with an abstract that begins "Coal-fired power plants generate about one-half of the nation's electricity and about one-third of its carbon dioxide (CO2) emissions, which contribute to climate change. In 2003, the Department of Energy (DOE) initiated FutureGen--a commercial-scale, coal-fired power plant to incorporate integrated gasification combined cycle (IGCC), an advanced generating technology, with carbon capture and storage (CCS). The plant was to capture and store underground about 90 percent of its CO2 emissions. DOE's cost share was 74 percent, and industry partners agreed to fund the rest. Concerned about escalating costs, DOE restructured FutureGen. GAO was asked to examine (1) the original and restructured programs' goals, (2) similarities and differences between the new FutureGen and other DOE CCS programs, and (3) if the restructuring decision was based on sufficient information. GAO reviewed best practices for making programmatic decisions, FutureGen plans and budgets, and documents on the restructuring of FutureGen. GAO contacted DOE, industry partners, and experts."

A Collective Scattering System for Measuring Electron Gyroscale Fluctuations on the National Spherical Torus Experiment (open access)

A Collective Scattering System for Measuring Electron Gyroscale Fluctuations on the National Spherical Torus Experiment

A collective scattering system has been installed on the National Spherical Torus Experiment (NSTX) to measure electron gyroscale fluctuations in NSTX plasmas. Up to five distinct wavenumbers are measured simultaneously, and the large toroidal curvature of NSTX plasmas provides enhanced spatial localization. Steerable optics can position the scattering volume throughout the plasma from the magnetic axis to the outboard edge. Initial measurements indicate rich turbulent dynamics on the electron gyroscale. The system will be a valuable tool for investigating the connection between electron temperature gradient turbulence and electron thermal transport in NSTX plasmas.

Exposing the non-collectivity in elliptic flow (open access)

Exposing the non-collectivity in elliptic flow

We show that backward-forward elliptic asymmetry correlations provide an experimentally accessible observable which distinguishes between collective and non-collective contributions to the observed elliptic asymmetry v2 in relativistic heavy ion collisions. The measurement of this observable will reveal the momentum scale at which collective expansion seizes and where the elliptic asymmetry is dominated by (semi)-hard processes. In addition, the knowledge of the actual magnitude of the collective component of the elliptic asymmetry will be essential for the extraction of the viscosity of the matter created in these collisions.
